A. CALL TO ORDER – CLOSED SESSION
The Adelanto City Council held the Special Meeting on Thursday, June 2, 2022, via teleconference 1-415-655-0001 - conference code 146 275 0870 of the Governmental Center located at 11600 Air Expressway, Adelanto, California. Mayor Reyes called to order the regular closed session at 10:09 a.m.
Council Members present: Evans, Jeannette, Jones, and Mayor Reyes.
Absent: Mayor Pro Tem Ramos
Invocation: Council Member Jeannette

C. APPROVAL OF AGENDA
MOTION: Moved by Mayor Reyes, seconded by Council Member Jeannette to approve the agenda as presented.

1. CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION Pursuant to Government Code § 54956.9 Subparts (a), (d)(2) and (e)(3).
Two cases
City Attorney Marc Tran announced the closed session item.
E. PUBLIC COMMUNICATIONS ON CLOSED SESSION ITEM
Mayor Reyes opened public comment at 10:12 a.m.
Diana Esmeralda asked why the Mayor Pro Tem wasn’t noted as absent when it’s 12 minutes into the meeting. She spoke about concern for the environment.
Citizen shared he agrees with Diana and the council needs to listen.
Lee spoke about the special meetings happening. He shared his disappointment with the council and the special meetings taking place.
Mayor Reyes closed public comment at 10:20 a.m.
F. CONVENE INTO CLOSED SESSION
Mayor Reyes convened into closed session at 10:21 a.m.
MOTION: Moved by Mayor Reyes, seconded by Mayor Pro Tem Ramos to convene into closed session.

Mayor Reyes called to order the special meeting at 11:46 a.m.
H. CLOSED SESSION REPORT
City Attorney Marc Tran stated the council was given a report and there was no final action taken.
I. PUBLIC COMMUNICATIONS
Mayor Reyes opened public comment at 11:47 a.m.
Diana Esmeralda asked for clarification on when the meetings would be held in person. She spoke about cannabis policies.
A resident shared her concerns about the meeting being held for hours that most of the community works.
Mayor Reyes closed public comment at 11:52 a.m.
J. PUBLIC HEARING
1. PUBLIC HEARING – APPEAL OF PLANNING COMMISSION APPROVAL/ADOPTION
OF THE INITIAL STUDY/MITIGATED NEGATIVE DECLARATION FOR CONDITIONAL USE PERMIT 21-04, LOCATION AND DEVELOPMENT PLAN 21-04, TENTATIVE PARCEL MAP 20437 (DAVE/JIM)
RECOMMENDATION: Staff recommends that the City Council, DENY THE APPEAL and APPROVE/ADOPT the Initial Study/Mitigated Negative Declaration (IS/MND) for Conditional Use Permit 21-04, Location and Development Plan 21-03 & Tentative Parcel Map 20437 and adopt Council Resolution No. 22-21 (Attached as Exhibit A) adopting the findings and approving/adopting the IS/MND for Conditional Use Permit 21-04, Location and Development Plan 21-03 & Tentative Parcel Map 20437, a 15-acre site located on Auburn Avenue, between Montezuma Street and Jonathan Street in the Airport Development District (ADD) zone in the City of Adelanto, California (APN’s: 0459-053-70, 71, 72 &74).
Planning Manager Dave presented the staff report.
Marc Blodgett, CEQA representative spoke on the item.
Further discussion ensued regarding the project.

4 Mayor Reyes opened public comment at 11:58 a.m.
Anna Gonzales representing The Center for Community Action and Environmental justice shared her concerns regarding an EIR report not taking place. She had further questions regarding the project.
Mitchell, an attorney representing the Southwest Carpenters Union shared concerns regarding the project.
Diana Esmeralda shared her concerns that the project exploits the environment and the residents of Adelanto.
An Adelanto resident shared concerns regarding the project.
Eddie Torres shared his concerns regarding the project as well.
An Adelanto resident shared her concerns regarding the project also.
Abel, a resident, had questions regarding not being able to see the council on the screen. He shared his concerns regarding the project as he lives in the vicinity.
Lee shared his concerns regarding the project as well.
Miguel Soto shared the same concerns as brought up by previous residents.
Marvin Norman shared his concerns also.
Mayor Reyes closed public comment at 12:24 p.m.
Further discussion ensued.

Mayor Reyes opened public comment at 1:11 p.m.
Diana Esmeralda spoke about the water being stolen from the fire hydrant by the companies.
Mitchell spoke about the project underestimating the emissions.
Lee spoke about questions being avoided regarding CEQA.
Ms. Miramontes thanked Evans for asking questions that were impactful.
Eddie Torres asked for input from all the other council members instead of the same two that always comment.
Angel Esparza agreed with the previous residents.
Mayor Reyes closed public comment at 1:26 p.m.
