A. CALL TO ORDER – WORKSHOP
The Adelanto City Council and Planning Commission held the joint workshop meeting on Wednesday, August 17, 2022, via teleconference 1-415-655-0001 - conference code 146 275 0870 of the Governmental Center located at 11600 Air Expressway, Adelanto, California. Mayor Reyes called to order the regular closed session at 5:02 p.m.
Council Members present: Evans, Jeannette, Mayor Pro Tem Ramos, and Mayor Reyes.
Absent: Jones noted as absent.
Planning Commissioners present: Soto, Meza, Vice Chair Delgado, and Chair Waggener.

None.
C. APPROVAL OF AGENDA
MOTION: Moved by Mayor Reyes, seconded by Council Member Jeannette to approve the agenda.
Motion carried 4-1 (Evans, Jeannette, Mayor Pro Tem Ramos, and Mayor Reyes voting yes and Jones noted as absent).
D. PUBLIC COMMUNICATIONS
Mayor Reyes opened public comments at 5:04 p.m.

1. JOINT CITY COUNCIL AND PLANNING COMMISSION PUBLIC WORKSHOP ON
THE DRAFT HOUSING ELEMENT OF THE GENERAL PLAN
RECOMMENDATION:
This Joint City Council and Planning Commission Workshop requires no formal action by either the City Council or the Planning Commission.
The Planning Staff is seeking comments from the City Council and Planning Commission on the Draft Housing Element of the General Plan which is being updated pursuant to the State Department of Housing and Community Development regulations. https://www.ci.adelanto.ca.us/DocumentCenter/View/1772/Adelanto-032-Housing-Element Marc Blodgett and Jim Hirsch presented the staff report.
Discussion ensued regarding the item.
Mayor Reyes opened the public comment at 6:10 p.m.
Magda Torrellas spoke about low-income housing and the need for road improvements, teachers, and a police department.
Heather spoke against the item. She spoke about crime rates and alternative ideas for the housing project.
Lee shared he loves the ideas but is bothered by the people talking badly about those that will be living there.
Chair Waggener closed public comment at 6:20 p.m.
Soto said there should be concern about bringing in more affordable housing and focus on preventing homelessness.
City Clerk Lopez announced that the next scheduled workshop meeting is scheduled for August 31, 2022, at 5:00 p.m.
F. ADJOURNMENT
The next Regular Meeting of the City Council will be held on August 24, 2022, at 7:00 pm.
