CITY COUNCIL AGENDA REPORT
DATE: December 6, 2022
TO: Honorable Mayor and City Council Members
FROM: Saba Engineer, City Engineer
BY: Brian D. Wolfe, Senior Engineer
SUBJECT: Recommend award of contract for the White Avenue, Jonathan Street & Chamberlaine Way Reconstruction project.
STAFF RECOMMENDATION:
Staff recommends City Council approve an award of construction contract agreement with Hardy and Harper, Inc. in the amount of $904,000, to provide construction of White Avenue, Jonathan Street & Chamberlaine Way Reconstruction project, authorizing project construction contingency in the amount of $90,000 for the construction, authorizing City Manager or designee to expend the contingency fund, if necessary to complete the project, and determine the project is categorically exempt from further environmental review in accordance with Section 15301 of the state guidelines implementing the California Environmental Quality Act.
BACKGROUND:
Adelanto received grant money in 2019 to facilitate access to a bus stop on Chamberlaine Way from adjacent apartments and homes. Design for use of those funds included connection to existing sidewalk on Jonathan Street and a corner ramp. This project went through several iterations including coordinating with the public park at Jonathan Street & Chamberlaine Way.
White Avenue requires repaving due to poor asphalt conditions and recent utility construction, and was recently designated as a separate capital improvement project. Staff recognized an opportunity to combine the two projects considering timing and progress of the park design and completion of utility work on White Avenue. Plans and specifications were produced by Engineering Department staff.
This project was advertised for bids on September 29, 2022. The City Clerk’s office received and opened seven bids on October 18, 2022 which are summarized on Attachment A.
Bids were reviewed to determine if all were responsive to submittal requirements. One error was found within the highest bid submittal. Staff recommends award of contract to Hardy and Harper, Inc. for $994,400 to complete the project with 10% contingency spending.
FISCAL IMPACT:
This project will be paid using a Community Development Block Grant and a Transit Stop Access Program Article 3 grant.
