A. CALL TO ORDER – SPECIAL MEETING
The Adelanto City Council held the Special Meeting on Wednesday March 15, 2023, via teleconference 1-415-655-0001 - conference code 146 275 0870 of the Governmental Center located at 11600 Air Expressway, Adelanto, California. Mayor Reyes called to order the special meeting at 6:01 p.m.
Council Members present: Jeannette, Meza, Uptergrove, Mayor Pro Tem Ramos and Mayor Reyes.

C. CONSENT CALENDAR
MOTION APPROVING THE CONSENT CALENDAR AS PRESENTED
MOTION: Moved by Mayor Reyes, seconded by Council Member Jeannette to approve the consent calendar as presented.
1. Waiver of Full Reading of Ordinances. Proposed action to waive full reading (except title) of all ordinances appearing on this City Council agenda as authorized by Government Code Section 36934, unless otherwise directed by the City Council.
2. Acceptance of Parcel Map 20503.
3. Acceptance of Amendment to Parcel Map 19866.
Motion carried 5-0 (Jeannette, Meza, Uptergrove, Mayor Pro Tem Ramos and Mayor Reyes voting yes).

1. PROFESSIONAL SERVICES AGREEMENTS, FOR ON-CALL GEOTECHNICAL ENGINEERING CONSULTANT SERVICES. (SABA)
RECOMMENDATION: Staff recommends City Council approves firms Converse Consultants, GEOCON West Inc., and RMA Group, Inc. to provide As Needed On-Call Geotechnical Engineering Services, and authorize the City Manager to sign the agreement on behalf of the City Council.
Contracted Engineer Saba presented the staff report.

(SABA) RECOMMENDATION: Staff recommends City Council approve the award of a Professional Service Agreement (PSA) with the firms ALTA Planning + Design, Inc., and California Consulting, Inc. for Grant Writing Services, and authorize the City Manager to sign the agreement on behalf of the City Council.
Contracted Engineer Saba presented the staff report.
Dan from the applicant was available for questions.

Magda praised Saba for all that she has done so far. She spoke about hiring someone who lives in the city.

3 Mr. Wormly spoke about the need for a professional to help with grant writing. He asked if the company works with the USDA grants as that is the direction that Adelanto is headed.

RECOMMENDATION: Staff recommends City Council approve the award of a Professional Service Agreement (PSA) with ALTA Planning + Design, Inc. (ALTA) in the amount of $10,000 for writing one (1) Clean California Grant Program application and authorize the City Manager to sign the agreement on behalf of the City Council.
Contracted Engineer Saba presented the staff report.
Mayor Reyes opened public comment at 6:49 p.m.
Magda asked for clarification on the 395 conflict with CALTRANS. She spoke about the need for landscape and lighting in the area to entice people to want to visit.
Mr. Wormley spoke about the certified farmers market at the stadium. He shared that he has a farm in Hesperia. He spoke about various events that he wants to do involving the farm.

Mayor Reyes opened public comment at 6:56 p.m.
Magda spoke about the need for a pool.
Mr. Wormley spoke about Barstow having two pools and agrees that Adelanto needs one also.
Spanish Speaking citizen spoke regarding having bad water.
Mayor Reyes closed public comment at 7:07 p.m.
G. ADJOURNMENT
The next Regular Meeting of the City Council will be held on March 22, 2023 at 7:00 p.m.
MOTION: Moved by Mayor Reyes seconded by Council Member Jeannette to adjourn the meeting at 7:10 p.m.
