Bio-solids Report
In April 2023, PERC Water Staff performed dewatering procedures to dewater 2,161,647 gallons of bio-solids from the aerated solids holding tank. See data table below for amounts and disposal costs. Wet tons of bio-solids were removed at an average total solids concentration of 19%. End dump trailers were collected periodically by GIC Corporation and delivered to Synagro composting facility in Helendale, CA.

INDUSTRIAL PRETREATMENT PROGRAM (IPP) & SEWER SYSTEM MANAGEMENT
PLAN (SSMP)
Staff is reviewing all users and scheduling inspections for May 2023. Listed are April’s 2023 activities:
· Receiving flow and pH data from MK Magnetics periodically with their discharge to city sewer.
· Reviewed and commented on Project Referrals and IPP applications. · On 4-5-23 PERC staff inspected Denny’s Restaurant located at 14240 Hwy 395. Denny’s has a three-stage water filtering system, one boiler, and a three-stage grease interceptor. JC grease buyers removed one load manifest for removing grease from interceptor on 1-25-23. Denny’s has all sinks and floor drains with secondary screens. · On 4-5-23 PERC staff visited Fresco’s Grill located at 11416 Chamberlain Way. They do have a grease interceptor, and do not have pumping manifest. PERC staff will follow up on this situation. The floor drains and sinks all have screens and strainers.
General housekeeping is good.
· Update 4-24-23 Fresco Grill Interceptor pumped on 4-6-23 and pumping manifest provided.
· On 4-12-23 PERC staff inspected The Donut House located at 11336 Bartlett Ave, suite 1. They will have grease interceptor cleaned and inform PERC when done. · On 4-12-23 PERC staff visited Bravo Burgers located at 16880 Sportsman Dr. All sinks and floor drains have strainers and screens. They have a pretreatment interceptor, and grease hauling manifest are on site. Interceptor pumping’s occurred on 11-7-22 & 4-6-23.
· On 4-12-23 PERC staff inspected Dippin Donuts located at 14196 Hwy 395 # A3. Dippin Donuts makes donuts with fryer oil. They don’t have a grease interceptor. Their claim is they don’t have any waste oil, that it gets used in the process and need to add oil and never remove. They also claim any used oil is sent to Fresh Wok for removal.
Owner is same person. M&O Grease service removed grease from interceptor on 1-12- 23 & 3-10-23. All sinks had primary and secondary screens. · On 4-12-23 PERC staff inspected Fresh Wok located at 14196 Hwy 395 unit # A4. They have 2 dates of interceptor manifest pumping since last inspection: M&O Grease service removed grease from interceptor on 1-12-23 & 3-10-23. All sinks had primary and secondary screens.
· On 4-26-23 PERC staff inspected Subway sandwich’s located at 14148 Hwy 395 # 3A.
Subway does not have a grease interceptor. All sinks and floor drains have secondary screens.

Notes and Definitions
Item Definition
The RPD and/or percent recovery for this QC spike sample cannot be accurately calculated due to the high concentration of analyte inherent in the sample.
MS-02
%REC Percent Recovery
Dil Dilution
The minimum levels, concentrations, or quantities of a target variable (e.g., target analyte) that can be reported with a specified degree of confidence.
The MRL is also known as Limit of Quantitation (LOQ)
MRL
NOT DETECTED at or above the Method Reporting Limit (MRL). If Method Detection Limit (MDL) is reported, then ND means not detected at or above the MDL.
ND
RPD Relative Percent Difference
Source Sample that was matrix spiked or duplicated.
Any remaining sample(s) will be disposed of one month from the final report date unless other arrangements are made in advance.
All results are expressed on wet weight basis unless otherwise specified.
All samples collected by Weck Laboratories have been sampled in accordance to laboratory SOP Number MIS002.

BACKGROUND:
In or about March 2023, California Assembly staff began working with City staff regarding a prospective lease of office space located at Adelanto City Hall. The City Council discussed the matter in closed session at its April 12, 2023 meeting.
The prospective lease is for 941 square feet of office space on City Hall’s second floor, for a monthly rental rate of $941.00 ($1.00 per square foot). The office space is to be used as a district satellite office, as opposed to a main district office, for the Office of Assemblyman Juan Carrillo and his staff.
Additionally, the lease is for a four-year term beginning on or about June 15, 2023, with options to renew for one or two additional four-year terms. Utilities (except for telephone and internet) and janitorial services are to be provided by the City.
Either party may terminate the lease with (sixty) 60 days written notice. The Assembly Rules Committee can terminate the lease with thirty (30) days written notice should Carrillo lose re-election, resign, or pass away while in office, or if Adelanto City Hall gets redistricted outside of Carrillo’s Assembly district.
FISCAL IMPACT:
Increased City revenue of $941.00 monthly for the duration of the lease.
