A. CALL TO ORDER – SPECIAL MEETING
The Adelanto City Council held the Special Meeting on Wednesday, August 30, 2023, via teleconference 1-415-655-0001 - conference code 146 275 0870 of the Governmental Center located at 11600 Air Expressway, Adelanto, California. Mayor Reyes called to order the special meeting at 5:02 p.m..
Council Members present: Jeannette, Meza, Uptergrove, Ramos, and Reyes.
Invocation: Council Member Meza
Flag Salute: Mayor Pro Tem Ramos
MOTION: Moved by Mayor Reyes, seconded by Council Member Jeannette to approve the agenda as presented.
Motion carried 5-0 (Jeannette, Meza, Uptergrove, Mayor Pro Tem Ramos and Mayor Reyes voting yes).
B. PUBLIC COMMUNICATIONS

C. CONSENT CALENDAR
MOTION APPROVING THE CONSENT CALENDAR AS PRESENTED
MOTION: Moved by Mayor Reyes, seconded by Mayor Pro Tem Ramos to approve the consent calendar as presented.
1. Waiver of Full Reading of Ordinances. Proposed action to waive full reading (except title) of all ordinances appearing on this City Council agenda as authorized by Government Code Section 36934, unless otherwise directed by the City Council.
2. RATIFYING THE CITY MANAGER/DIRECTOR OF EMERGENCY SERVICES PROCLAMATION OF EXISTENCE OF A LOCAL EMERGENCY.

1. ALL AGENCY BUDGETS FOR FISCAL YEAR 2023-24. (ANGEL/DERIK) RECOMMENDATION: Staff recommends the City Council, acting as the City Council, Adelanto Community Benefit Corporation Board, and Adelanto Public Utility Authority Board, approve:
Resolution No. 23-70:
Approving the Fiscal Year 2023-24 Annual Budget for the City of Adelanto and Adelanto Community Benefit Corporation.
and
Resolution No. 23-71:
Approving the Appropriations Limit for the City of Adelanto. and
Resolution No. APUA 23-04:
Adopting the Fiscal Year 2023-24 Annual Budget for the Adelanto Public Utility Authority.

UTILITY AUTHORITY APPROPRIATING FUNDS FOR THE PUBLIC UTILITY AUTHORITY FOR FISCAL YEAR 2022-23
Finance Director Castellanos presented the staff report.
Mayor Reyes opened public comment at 6:11 p.m.
Magda spoke about training being very important. She asked for clarification as to what a PIO is.
She asked for clarification on where the money the city is receiving is going and what it is being used for. She also asked for clarification on how much is being paid to the sheriff’s department.
Mayor Reyes closed public comment at 6:14 p.m.
MOTION: Moved by Council Member Meza seconded by Mayor Pro Tem Ramos to approve:
Resolution No. 23-70: Approving the Fiscal Year 2023-24 Annual Budget for the City of Adelanto and Adelanto Community Benefit Corporation, Resolution No. 23-71: Approving the Appropriations Limit for the City of Adelanto, Resolution No. APUA 23-04: Adopting the Fiscal Year 2023-24 Annual Budget for the Adelanto Public Utility Authority, RESOLUTION NO. 23-
