SUBJECT: Hirsch & Associates, Inc. Contract Amendment No. 1 for the Jonathan and Chamberlaine Park Project.

STAFF RECOMMENDATION:

Staff recommends the City Council approves Hirsch & Associates, Inc. Contract Amendment No. 1 for the Jonathan and Chamberlaine Park Project.

BACKGROUND:

City received $2.8 million grant from the State Department of Parks and Recreation to build a public park at the southwest corner of Jonathan Street and Chamberlaine Way. On March 23, 2022, City Council approved an award of contract in the amount of $183,300 to Hirsch & Associates, Inc. for the design of the park.

Plans and specifications were completed and project was advertised to receive construction bids. City received five (5) bids which were higher than the available budget provided through the grant. Plans and specifications need to be revised to do the project more economically and within the available budget.

For additional design services required to revise the plans and specifications, contract with Hirsch & Associates, Inc. needs to be amended in the amount of $43,700 bringing the total contract amount to $227,000.

FISCAL IMPACT:

There will be no Fiscal impact to the General fund. Contract costs will paid from the Park Grant fund as part of design.

Dear Ms. Engineer,

Value Engineering
• Revise construction plans to reduce costs including:
- Remove any order of work that is not included in the written description of the Grant, but was shown in the City prepared Conceptual Plan provided within the design RFP. a. Remove fencing and gates.
b. Remove parking stalls.
c. Reduce landscape and irrigation area by a margin of 50%. The approach includes protecting as many trees as possible and provide some ground cover. d. Reduce the number of storm water infiltration cisterns. - Reduce the area of concrete and decomposed granite pathways and remove the “Coyote” and Moon forms. Redesign the path of travel to eliminate redundant access and reduce the footprint of built environment.
- Remove all colored concrete.
- Remove the above ground steel features on the splash pad, use only inground spray features. Remove the splash pad treatment system from the interior of the restroom building and place in enclosure on site. Alternate possibility may be to utilize a drain away system that does not require the 4,000 surge tank, pumps, filtration and UV system.

The water would be captured and drained to an infiltration cistern(s) and allowed to enter the ground water table. If acceptable to the City, it could be included as an alternate for pricing in the bid.
- Reduce the size of the restroom building by removing the splash pad equipment area.

Look at removing the showers (required due to splash pad/health department) from the building and providing covered shower towers on site.
- Remove rubber surfacing from the play area and include wood fiber mulch product. The wood fiber mulch product is ADA accessible. https://californiaplayfiber.com/ - Remove rubber surfacing from the exercise equipment locations and use wood fiber product.
- Reduce the quantity of light fixtures and recalculate Title 24 code requirements, Revise panel schedules.
