TO: Honorable Mayor and City Council Members
FROM: Jessie Flores, City Manager
BY: Carlos Vergara, Contracted IT Department
SUBJECT: APPROVAL TO ENTER INTO A FIVE-YEAR AGREEMENT WITH SPECTRUM STAFF RECOMMENDATION:

It is recommended that the City Council consider and approve the proposed agreement with Spectrum, recognizing its potential to deliver significant financial savings and improved service levels, thereby supporting the City’s operations and infrastructure needs effectively.

BACKGROUND:

The City of Adelanto has been evaluating long-term strategies to enhance and secure our internet services while aiming for cost-effectiveness. This report presents a proposal for entering into a fiveyear agreement with our current internet service provider, Spectrum. The proposed contract, valued at $247,200, promises substantial benefits, including significant cost savings, improved services at city facilities, and increased bandwidth at critical service points.

The proposed five-year agreement with Spectrum is a strategic move to lock in an advantageous service and pricing structure. The total commitment under this agreement is $247,200, which reflects a strategic approach to managing our long-term internet service needs.

Under the new agreement, Spectrum commits to providing and installing services at every water facility within the city, covering all construction costs. This commitment ensures that our critical infrastructure is equipped with reliable internet service, enhancing operational efficiency at no additional cost to the city.

Furthermore, the agreement includes an increase in bandwidth for City Hall and all existing service addresses, which is essential for meeting our growing digital needs and improving the overall efficiency of city operations.

The proposed five-year agreement with Spectrum offers the City of Adelanto a financially beneficial and service-oriented partnership. The substantial cost savings, coupled with the enhancements in service provision and bandwidth, make this proposal an attractive option for securing the City’s internet services over the next five years.
75 FISCAL IMPACT:

By entering into this agreement, the City is poised to achieve considerable financial savings. Annually, we will save $25,272, culminating in total savings of $126,360 over the five-year period. This represents a significant reduction in our current annual expenditure of $74,712.

The costs for this will be allocated in part to the APUA water and Sewer Accounts ATTACHMENTS:

Assessment
There was a reduction in the total
revenue received of $2,349,0005.00 due
to rising product costs (inflation) for the
operators. There are currently 94 active
operators in the city per DCC. There has
been a delay in collecting annual permit
renewals from prior periods. The city
expects to collect these in the new fiscal
year ending 2024.

113

9.65.015 Definition.
"Safe and Sane Fireworks" shall be as defined in Section 12504 of the California Health and Safety Code, as that section may in the future be amended.

9.65.020 Sale and Discharge of Fireworks.
“Safe and Sane Fireworks” may only be sold and/or discharged within the City, and such discharge may only occur during the period beginning at 12:00 noon on the 28th day of June and ending at 11:59 pm on the 4th day of July each year.

The Temporary Business License application and Temporary Use Permit application shall be incorporated into the Fireworks application; fees for the Temporary Business License application and Temporary Use Permit are incorporated into the application fee.

2. Be submitted between the first and the last day of March each year, except when the last day falls on a day when City Hall is closed, then the following business day shall be the last day.

D. At the time of application, each applicant shall submit a non-refundable clean-up fee of either 6% of the organization’s prior year’s net sales, or $600, whichever is greater, so that the City recuperates cost of cleaning up after 4th of July holiday. A D E L A N T O G O V E R N M E N T A L C E N T E R | 1 1 6 0 0 A I R E X P R E S S W A Y DATE: March 13, 2024
TO: Honorable Chairman, and Public Utility Authority Members FROM: Jessie Flores, Executive Director
BY: Carlos Vergara, Contracted IT Depaartment

119
FISCAL IMPACT:

By entering into this agreement, the City is poised to achieve considerable financial savings. Annually, we will save $25,272, culminating in total savings of $126,360 over the five-year period. This represents a significant reduction in our current annual expenditure of $74,712.

The costs for this will be allocated in part to the APUA water and Sewer Accounts ATTACHMENTS:

SUBJECT: CONSIDERATION OF A RESOLUTION ESTABLISHING THE ELIGIBILITY REQUIREMENTS FOR RECEIPT OF ADELANTO’S “GO GREEN” SCHOLARSHIPS THROUGH THE CITY’S CANNABIS SCHOLARSHIP PROGRAM
STAFF RECOMMENDATION:

Staff recommends that the City Council:

1. Adopt Resolution No. 24-27 establishing eligibility requirements for Adelanto’s “Go Green” Scholarship.

BACKGROUND AND DISCUSSION:

On February 9, 2022, the City Council adopted Resolution No. 22-08 establishing the Adelanto Cannabis Scholarship Program funded by 3% of the total annual tax revenue generated from cannabis-related activities.

On April 12, 2023, the City Council adopted Resolution No. 23-26, establishing an ad hoc committee entitled the Cannabis Scholarship Program Committee (“Committee”) to advise the City Council on the award of cannabis scholarships. The Committee expired on October 12, 2023 —180 days after its creation— and was re-established when the City Council adopted Resolution No. 24-26 at its February 28, 2023 meeting. The re-established committee consists of the Mayor; Mayor Pro Tem; Ebony Purcell, a high school administrator; and Keron Jones, a member of the public.

The Committee met to consider and discuss eligibility requirements for receipt of Adelanto’s “Go Green” scholarships and is recommending their approval by the City Council. The Committee proposes that applicants must satisfy the following conditions to be considered:
• A resident of Adelanto enrolled at Adelanto High School; • Graduate of Adelanto High School in May 2024; and

The Committee is also recommending the following restrictions related to the scholarships:
• Recipients of scholarships will be required to sign an affidavit under the penalty of perjury that they will only use the scholarship funds to pay tuition, fees, or living expenses related to their enrollment in a college, university, and other post-secondary institution located within San Bernardino, Riverside, Los Angeles, or Orange County. • Recipients of scholarships acknowledge that they will be forced to pay back the City if they misuse funds or if they do not maintain active enrollment and good standing with the college, university, and other post-secondary institution where they are enrolled. • Recipients of scholarships will required to submit documents supporting expenditures of scholarship funds.

Staff recommends that the Council consider and adopt Resolution No. 24-27 establishing eligibility requirements for receipt of scholarships through the City’s Cannabis Scholarship Program.

If the City adopts Resolution No. 24-27, then the City will accept applications for scholarships immediately until March 30, 2024. The Committee will review applications from March 31, 2024 until April 24, 2024 and make recommendations to the City Council on which applicants to award scholarships to.

FISCAL IMPACT:

There is no estimated fiscal impact related to the adoption of the guidelines.
