RESOLUTION NO. 24-94
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ADELANTO AND
ADELANTO PUBLIC UTILITY AUTHORITY, COUNTY OF SAN BERNARDINO,
CALIFORNIA TO APPROVE THE REALLOCATION OF COSTS CORRESPONDING TO
THE RESULTS OF THE FIRE STUDY BETWEEN GENERAL FUND AND WATER FUND FOR FISCAL YEARS 2021-22, 2022-23, AND 2023-24.
WHEREAS, the City believes that portion of the costs of running the City’s Water Department are related to providing access to water for fire protection services:
WHEREAS, the City engaged the services of Rafetlis to perform a Cost of Services Analysis for Public and Private Fire Charges study;
WHEREAS, the Rafetlis submitted a draft report on November 15, 2024 for charges based on the costs to provide fire protection services; and
WHEREAS, the results of the study determined that the Unit Cost Calculation for Public and Private Fire Protection Capacity Costs total $791,395 per year; and WHEREAS, the financial statements shall be adjusted to reflect this cost of service, for fiscal years FY 21-22, FY 22-23, and FY 23-24 by reallocate $791,395 from the Water Fund to the General Fund Budget to reflect the costs related to the delivery of fire protection services.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ADELANTO DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. That the City Council approved the findings in the Cost of Services Analysis for Public and Private Water Charges Study in Resolution 24-93, Section 2. That the City Council approves the reallocation of $791,395 from the Water Fund to the General Fund for Fiscal Years 2021-22, 2022-23, and 2023-24.
Section 3. The City Council has incorporated the $791,395 allocation of costs between the Water Fund and General Fund in the Amended FY 24-25 Budget.

FOR PUBLIC AND PRIVATE FIRE CHARGES STUDY AND TO APPROVE THE
REALLOCATION OF BUDGET COSTS CORRESPONDING TO THE RESULTS OF THE

WHEREAS, the Adelanto Public Utility Authority (APUA) believes that portion of the costs of running the City’s Water Department are related to providing access to water for fire protection services:
WHEREAS, APUA engaged the services of Rafetlis to perform a Cost of Services Analysis for Public and Private Fire Charges study;
WHEREAS, the Rafetlis submitted a draft report on November 15, 2024 for charges based on the costs to provide fire protection services; and
WHEREAS, APUA elects to use the Unit Cost Calculation for Public and Private Fire Protection Capacity Costs, which total $791,395 per year, to reallocate this amount from the Water Fund to the General Fund Budget for the past three fiscal years, to reflect the costs related to the delivery of fire protection services.
NOW, THEREFORE, THE ADELANTO PUBLIC UTILITY AUTHORITY DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. That APUA approves the findings in the Cost of Services Analysis for Public and Private Water Charges Study.
Section 2. That APUA approves the reallocation of $791,395 from the Water Fund to the General Fund for the General Fund for Fiscal Years 2021-22, 2022-23, and 2023-24.
Section 3. That budget allocation has already incorporated the $791,395 in the Amended FY 24-25 Budget.
