Adelanto Water System Monthly Asset Management Report
Iron and Manganese (I & M) Treatment Plant Activity Summary During the month of October, state certified treatment operations staff operated the Iron and Manganese treatment plant. Detailed information regarding the operation is below:
The Adelanto water treatment plant treated 51.142 million gallons of raw water. All effluent samples from the I & M plant were within operational guidelines for Iron and Manganese.
Weekly samples were collected and sent to a certified laboratory. Daily grab samples were analyzed for:
o Iron
o Manganese
o Chlorine residual (compared to online chlorine sensor) o Turbidity
Current Issues with the Iron and Manganese (I & M) System These issues need to be given priority as they are essential to water system function and water quality.
The chlorine storage tanks need to be replaced as chlorine in liquid form degenerates rapidly
Both raw and finished water tanks have been inspected and are both severely corroded and need to be replaced.
1200 Booster #1 switchgear is not to code and needs to be replaced. 321

Extra samples are required for systems collecting less than five routine samples per month that had one or more total coliform positives in previous month; c.Extra samples for systems with high source water turbidities that are using surface water or groundwater under direct influence of surface water and do not practice filtration in compliance with regulations;
2. Note: For a repeat sample following a total coliform positive sample, any E.coli positive repeat (boxed entry) constitutes an MCL violation and requires immediate notification to the Division (22, CCR, Section 64426.1).
3. Note: For repeat sample following a E.coli positive sample, any total coliform positive repeat (boxed entry) constitutes an MCL violation and requires immediate notification to the Division (22, CCR, Section 64426.1).
4. Note: Failure to take all required repeat samples following an E. coli positive routine sample (22, CCR, Section 64426.1) constitutes an MCL violation and requires immediate notification to the Division (22, CCR, Section 64426.1).
5. Note: Failure to test for E. coli when any repoeat sample tests postive for total coliform (22, CCR, Section 64426.1) constitutes an MCL violation and requires immediate notification to the Division (22, CCR, Section 64426.1).
6. Note: Second Level 1 treatment technique trigger in a rolling 12-month period.
7. Total coliform Treatment Technique (TT) Violation (Notify Department within 24 hours of TT violation):
a. For systems collecting less than 40 samples, if two or more samples are total coliform positive, then the TT is violated and a Level 1 Assessment is required. b. For systems collecting 40 or more samples, if more than 5.0 percent of samples collected are total coliform positive, then the TT is violated and a Level 1 Assessment is required.
8. Contact the Division as soon as practical to arrange for the division to conduct a Level 2 Assessment of the water system. The water system shall complete a Level 2 Assessment and sumbit it to the Division within 30 days of learning of the trigger exceedance.

10. Positive results and their associated repeat samples are to be tracked on the Coliform Monitoring Worksheet.
11. Repeat samples must be collected within 24 hours of being notified of the positive results. For systems collecting more than one routine sample per month, three repeat samples must be collected for each total coliform positive sample. For systems collecting one or fewer routine samples per month, four repeat samples must be collected for each total coliform positive sample. At least three samples shall be taken the month following a total coliform positive.
12. For systems subject to the Groundwater Rule: Positive results and the associated triggered source samples are to be tracked on the Coliform Monitoring Worksheet.

TO: Honorable Mayor and City Council Member
FROM: Jessie Flores, City Manager
BY: Jessie Flores, City Manager
SUBJECT: AWARD OF COLLECTION SERVICES CONTRACT TO CREDIT CONSULTING SERVICES STAFF RECOMMENDATION:
Staff recommends that the City Council approve and authorize the City Manager to execute the agreement with Credit Consulting Services, Inc. for collection services.
BACKGROUND:
The Adelanto Public Utility Authority (APUA) has identified the need for professional collection services to address an increasing volume of outstanding inactive accounts. As detailed in the Aging Balances Report (2021–2024), APUA's inactive accounts have accumulated significant unpaid balances over the years:
• 2021 Total Balance: $ 353,054.38
• 2022 Total Balance: $ 409,310.69
• 2023 Total Balance: $ 286,785.88
• 2024 Total Balance: $ 115,952.89
These balances, totaling over $1.16 million, underscore the necessity of a systematic approach to collections. Credit Consulting Services, Inc., a reputable California-based collection agency governed by state and federal laws, has been selected to assist in recovering these debts.
The agreement outlines the responsibilities of both parties and establishes a commission-based compensation structure. With a track record of ethical and efficient debt collection practices, Credit Consulting Services will manage inactive accounts, ensuring proper communication, litigation support, and credit reporting as required. The proposed partnership aligns with the APUA’s goals to improve financial recovery and mitigate the growing volume of unpaid accounts.
FISCAL IMPACT:
The agreement includes a one-time setup fee of $100 and assigns a commission rate of 25% for nonlitigated accounts and 35% for litigated accounts collected. These expenses are offset by anticipated increased recovery of delinquent funds, resulting in improved financial health for APUA.

DATE: December 11, 2024
TO: Honorable Mayor and City Council Members
FROM: Jessie Flores, City Manager
BY: Virginia Velis, Executive Assistant/Deputy City Clerk SUBJECT: CONSIDERATION OF A RESOLUTION APPROVING THE CITY’S COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR FISCAL YEAR 2025-26 STAFF RECOMMENDATION:
It is recommended that the City Council: (1) open the public hearing and take public testimony; and (2) adopt Resolution No. 24-95 authorizing the City’s CDBG Program for Fiscal Year 2025-26.
BACKGROUND:
The primary national objectives of the Federal Community Development Block Grant (“CDBG”) program are to undertake activities that benefit low- and moderate-income persons and/or eliminate slum and blight conditions in the City. The program requires that at least 70 percent of the program funds be spent on activities that benefit low- and moderate-income people.
The Federal Department of Housing and Urban Development (“HUD”) promulgates the funds and regulations for the CDBG program. Cities with populations below 50,000 do not receive funding directly from HUD, but instead participate through the County of San Bernardino Community Development and Housing Department (“CDH”). For Adelanto, the City receives its CDBG funds as a “participating city” through the CDH.
The CDH has notified the city that the estimated CDBG allocation for Fiscal Year (FY) 2025-26 will be $301,189 which has decreased $22, 050 from the prior year. Each City’s allocation is based on a formula that factors in the City’s population, poverty level, and overcrowding percentage. The allocation for FY 2024-25 was $323,239. The allocation amount may change slightly when the final figures are announced by HUD. This usually occurs in the spring, prior to the start of the new program year in July.
A resolution approving the City’s use of the funds must be submitted to the CDH by January 7, 2025. The funds become available to be expended on the intended activities beginning on July 1, 2025. 361
ELIGIBLE ACTIVITIES FOR FUNDING:
The types of activities that may be funded under the program, provided they meet one of the national objectives, include the following:
• Land acquisition and disposition;
• Development of, and improvements to, public facilities; • Street and other infrastructure improvements;
• Demolition and clearance of property improvements;
• Public service activities up to 15 percent of the annual allocation; • Residential and commercial rehabilitation;
• Economic development activities; and
• ADA improvements.
INELIGIBLE ACTIVITIES:
Activities or projects for which CDBG funds cannot be used include, but are not limited to, the following:
• Construction of city halls, county administrative buildings, or other facilities in which the legislative, judicial, or general administrative affairs of the government are conducted; • Purchase of equipment, unless otherwise required for program purposes; • Operating and maintenance expenses;
• General government expenses; and
• Political activities.
ONGOING PROJECTS:
For the FY 2025-26 program year, Staff is proposing funding of the six (6) qualified public service projects.
A description of each of the projects is provided below:
Public Service Programs/Community Based Organizations (CBO’s):
Public Service Programs are programs that undertake social activities, such as family counseling, health care, senior citizen services, and day care activities. Public service expenditures cannot exceed fifteen percent (15%) of the City's annual CDBG allocation. For FY 2025-26 that amount is $45,178. Currently, all CDBG public service funds are being used for food and clothing distribution and job skills training. The City of Adelanto has received four applications requesting funding for their public service program:
