SUBJECT: ADOPTION OF RESOLUTION NO. 25-24 OFFICIALLY DECLARING RESERECTION DAY A
CITY HOLIDAY AND ADDING IT TO CITY DESIGNATED HOLIDAY LIST FOR CLOSURE AS
A PAID HOLIDAY
STAFF RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 25-24 recognizing Resurrection Day as an official City holiday.
BACKGROUND:
Resurrection Day is a widely observed holiday commemorating the resurrection of Jesus Christ. It holds significant religious and cultural meaning for many residents of the City of Adelanto and is traditionally celebrated with church services, family events, and community activities.
Although Resurrection Day is already observed informally by many in the community, it is not currently included in the City of Adelanto’s official holiday calendar. Recognizing it formally will provide consistency in observance and allow the City to better support community traditions and events.
The proposed resolution aims to formally recognize Resurrection Day as an official holiday for the City of Adelanto. This designation:
• Affirms the cultural and religious significance of Resurrection Day to many Adelanto residents. • Enables City departments plan for operational adjustments, staffing, and communications around the holiday.
• Supports the development of potential future City-sponsored or supported events tied to the holiday.
• Aligns the City’s practices with community values and expectations.
Operational adjustments, if any, would be coordinated by department heads based on existing policy and staffing needs.
33 Adopting this resolution affirms the City’s commitment to recognizing and supporting the diverse cultural and religious practices of its residents. Staff recommends approval of the attached resolution.
FISCAL IMPACT:
The Fiscal Impact would be an additional 10 hours of paid holiday, about $11,500.00 paid from the 25- 26 Fiscal Year budget and an additional 10 hours of paid holiday leave which would be added to the 25- 26 Fiscal Year budget.

Drainage Benefit Assessment District 2025-1
Fiscal Year 2025/2026
Introduction
Pursuant to the Benefit Assessment Act of 1982 (California Government Code, Sections 54703 et seq.) and in accordance with the procedural and substantive requirements of Article XIII D of the California Constitution, the City Council of the City of Adelanto, located in San Bernardino County, proposes the formation of and the levy of special benefit assessments within a new district to be known as:
Drainage Benefit Assessment District 2025-1
(hereafter referred to as “District”), which includes Assessor’s Parcel Numbers (“APN”) 0459-124-36 and 0459-124-37 that will receive special benefit from the drainage basin currently under construction, as well as from the development of residential parcel within the City limits of Adelanto. This Engineer’s Report (hereafter referred to as “Report”) has been prepared in connection with the formation of said District and the levy and collection of annual assessments related thereto commencing in Fiscal Year 2025/2026, as required pursuant to Section 54716 of the 1982 Act.
The City Council proposes to form the District and to levy and collect annual assessments on the County tax roll to fund the ongoing costs and expenses associated with servicing and maintaining drainage improvements and appurtenant facilities. These improvements are necessary and essential to support the development of properties within the District and to provide protection for those properties—as well as the surrounding ecological environment from potential flooding. The improvements to be provided by the District and the assessments described herein are made pursuant to the provisions of the Benefit Assessment Act of 1982 and the substantive and procedural requirements of the California Constitution.
The formation of this District and the assessments described herein will establish a dedicated funding source for the continued operation and maintenance of drainage improvements directly associated with the development of properties within the District, and for the special benefit of those properties.
The budgets and assessments outlined in this Report are based on the planned improvements and development requirements related to Tract No. 20675. These budgets represent an estimate of the direct expenditures, incidental expenses, and fund balances necessary to support the proper maintenance and servicing of the drainage improvements that provide a special benefit to the properties within the District.
PROPOSED DISTRICT
The proposed District consists of all lots and parcels within the planned development identified as Bellflower – Tract No. 20675, located in the City of Adelanto. This development includes 103 residential lots and one lettered lot designated for drainage purposes. The City is initiating the formation of a new Drainage Benefit Assessment District to fund the ongoing annual maintenance and servicing of drainage improvements that provide a direct and special benefit to the parcels within this development.
This Report has been prepared pursuant to the Benefit Assessment Act of 1982 (California Government Code Sections 54703 et seq.) and the California Constitution and serves as the Engineer’s Report for the formation of the District and the initial levy of special benefit assessments to commence in Fiscal Year 2025/2026. The assessments are intended to recover the proportional share of costs associated with the 73 City of Adelanto
Engineer’s Report

Fiscal Year 2025/2026
maintenance of drainage improvements that are necessary to manage runoff and preserve the use and enjoyment of the properties within Tract No. 20675.
The City Council of Adelanto proposes to form this new Drainage Benefit Assessment District and to levy and collect annual special benefit assessments on the County tax roll. These assessments will fund the operation, maintenance, and administration of the drainage basin and associated appurtenances constructed to serve the development. The improvements referenced in this Report are based on the approved development and improvement plans for the affected parcels, as shown in Assessor’s Parcel Map Book 0459,
The estimated annual budget presented in this Report reflects the City’s projected costs to maintain and service the drainage improvements, which may include sediment removal, grading, weed abatement, fence repair, and other necessary activities to ensure the continued functionality of the basin. The assessments have been calculated using the methodology set forth in Part II — Method of Apportionment and comply with the procedural and substantive requirements of the Benefit Assessment Act of 1982 and Proposition 218.
For the purposes of this Report, the term “parcel” refers to an individual lot assigned an Assessor’s Parcel Number (APN) by the San Bernardino County Assessor’s Office. These APNs are used by the San Bernardino County Auditor/Controller to place the annual assessment on the property tax roll.
BALLOT PROCEEDINGS AND REPORT CONTENT
This Report specifically addresses the proposed formation of the District, its resulting boundaries, the planned improvements, and the proposed assessment to be levied in connection with the special benefit that properties will receive from the ongoing maintenance and servicing of those improvements, based on estimated operating and maintenance expenses.
The proposed annual assessments to be levied on properties within the newly formed District will serve as a dedicated funding source for the continued operation, maintenance, and servicing of the drainage basin and appurtenant facilities (collectively referred to as “improvements”) to be provided by the District for the special benefit of properties within its boundaries.
The District assessments described herein are based on the City’s estimate of the costs to maintain, operate, and service the planned improvements. The costs and proposed annual assessments levied on properties within the newly formed District may include, but are not limited to, the estimated expenditures for routine maintenance and repairs; incidental expenses related to the operation and administration of the District; deficits or surpluses from prior years; revenues from other sources; and the collection of funds for reserves or future repairs, replacements, or rehabilitation projects, as authorized by the 1982 Act.
The net annual cost of providing these improvements is allocated among the benefiting properties using a weighted method of apportionment (see Part II — Method of Apportionment). This methodology calculates the proportional special benefit and corresponding assessment for each parcel in relation to the benefit received compared to other parcels.
As a result, each parcel is assessed proportionately and only for the improvements, services, and related expenses from which it receives a direct special benefit. 74 City of Adelanto

Fiscal Year 2025/2026
Ballot Proceedings
As part of this District formation, the City shall conduct a property owner protest ballot proceeding for the proposed levy of a new assessment, in accordance with the provisions of California Constitution Article XIII D, Section 4.
In conjunction with this ballot proceeding, the City Council will hold a public hearing to receive public testimony, comments, and written protests regarding the formation of the District and the proposed assessments. Upon conclusion of the public hearing, the protest ballots submitted by property owners will be opened and tabulated. Each ballot will be weighted based on the proportional assessment amount assigned to each benefiting parcel.
Following the tabulation, the City Council will confirm the results by resolution. If a majority protest exists, the proceedings to form the District and to levy the proposed assessments shall be abandoned. If the tabulation shows that a majority protest does not exist for the proposed assessments and the assessment range formula presented in this Report, the City Council may proceed to approve the Report (as submitted or amended), form the District, and authorize the levy and collection of assessments. In such a case, the approved assessments for Fiscal Year 2025/2026 will be submitted to the San Bernardino County Auditor-Controller for inclusion on the property tax roll for each assessed parcel.
Report Content
This Report has been prepared in connection with the formation of the District and the resulting assessment for the identified parcels and establishes the basis for such assessments for Fiscal Year 2025/2026, pursuant to a resolution of the City Council. The Report is organized into the following five (5) parts.
Part I — Plans and Specifications
A description of the District boundaries and the proposed improvements associated with the District. The District is being formed with a single benefit zone encompassing all properties within the territory identified as Drainage Benefit Assessment District 2025-1 (Tract No. 20675).
Part II — Method of Apportionment
A discussion of benefits, the improvements and services provide to properties within the District, and the method of calculating each property’s proportional special benefit and annual assessment. This section also identifies and outlines an Assessment Range Formula that provides for an annual adjustment to the maximum assessment rate that establishes limits on future assessments, but also provides for reasonable cost adjustments due to inflation without the added expense of additional property owner protest ballot proceedings.
Part III — Estimate of Costs
An estimate of the annual costs to operate, maintain and service drainage improvements related to the properties within the District. This budget includes an estimate of anticipated direct maintenance costs and incidental expenses including, but not limited to administration expenses and the collection of appropriate fund balances to establish an initial maximum assessment to be approved by the property owners of record.
The special benefit maximum assessment proposed for this District is based on an estimate of the annual maintenance and operational expenses at full build-out of the improvements. The proposed assessments for the first fiscal year (2025/2026), and each subsequent year shall be based on the estimated net annual cost 75 City of Adelanto

of operating, maintaining and servicing the District improvements for that fiscal year. The proposed maximum assessment (Rate per Equivalent Benefit Unit) identified in the budget of this Report establishes the initial maximum assessment rate for the District in Fiscal Year 2025/2026 and shall be adjusted annually by the Assessment Range Formula described in the method of apportionment.
Part IV — Boundary Diagram
A Diagram showing the exterior boundaries of the District is provided in this Report and includes all parcels that will receive special benefit from the improvements. Parcel identification, the lines and dimensions of each lot, parcel and subdivision of land within the District, are inclusive of all parcels as shown on the San Bernardino County Assessor’s Parcel Maps as they existed at the time this Report was prepared and includes all subsequent subdivisions, lot line adjustments or parcel changes therein. Reference is hereby made to the San Bernardino County Assessor’s maps for a detailed description of the lines and dimensions of each lot and parcel of land within the District.
Part V — Assessment Roll
A listing of the proposed assessment amount to be presented to the property owners of record in the protest ballot proceedings required pursuant to the provisions of the California Constitution. The proposed assessment amount for each parcel is based on the parcel’s proportional special benefit as outlined in the method of apportionment and the proposed initial maximum assessment rate. 76 City of Adelanto
Engineer’s Report
Drainage Benefit Assessment District 2025-1
Fiscal Year 2025/2026
Part I — Plans and Specifications
DESCRIPTION OF THE DISTRICT
Drainage Benefit Assessment District 2025-1 consists of approximately 25,555 square feet (0.587 acres) of native dirt drainage basin, enclosed by 527 linear feet of black tube steel fencing. The fencing consists of 58- inch high by 94-inch wide panels, constructed of 16-gauge, 1-inch horizontal rails and 18-gauge, 5/8-inch vertical ribs. The facility is designed to prevent unauthorized access, illegal dumping, and vandalism, which could compromise its drainage function and pose public safety risks.
The basin provides localized stormwater detention and conveyance for adjacent residential properties, reducing the risk of flooding and protecting downstream infrastructure. The District was formed to fund the ongoing maintenance, operation, and servicing of these drainage improvements through annual assessments levied on benefitting parcels.
This Report outlines the proposed improvements, the method of apportionment, and the annual assessments based on current development plans. It includes all estimated direct maintenance costs, incidental expenses, and necessary reserves. The District is located within the City of Adelanto, generally situated east of Lilac Road, north of Cortez Avenue, south of Lawson Avenue, and west of Bellflower Street.
FUNDING AUTHORIZED BY THE 1982 ACT
As generally defined by the Benefit Assessment Act of 1982 and applicable to this District, the City may impose a benefit assessment to finance the maintenance and operation costs of the following services:
1) Drainage; and
2) Flood control.
In addition to imposing a benefit assessment for the annual maintenance and operation of the District improvements, the City may also authorize an assessment or utilize existing assessment revenue to finance the installation, construction or replacement of drainage and flood control facilities. While such activities are permitted under the 1982 Act, the budget and assessments for this District only provide for normal maintenance and operation of the improvements. Since most major rehabilitation/construction projects result from unforeseen damages, the extent and cost of such projects are not easily predicted and to accumulate funds as part of the normal annual assessments is not practical. If such funding becomes necessary, the City may present a new or increased assessment to the property owners to support such projects.
IMPROVEMENTS AND SERVICES
The purpose of this District is to fund the activities necessary to maintain and service the corresponding drainage improvements required of properties within the District. The maintenance and operation of these improvements include installation, construction or maintenance of authorized improvements under the Act but are not limited to materials, equipment, labor, and incidental expenses deemed necessary to keep these improvements in satisfactory condition, as well as the collection of assessment installments for periodic service activities, repair or rehabilitation of various improvements and facilities (not capital improvements expenditures or replacement of the drainage infrastructure). 77 City of Adelanto
Engineer’s Report
Drainage Benefit Assessment District 2025-1
Fiscal Year 2025/2026
Detailed maps and descriptions of the location and extent of the improvements to be maintained by the District are on file with the City of Adelanto’s Public Works Department and by reference are made part of this Report. These plans and specifications may be amended or modified from time to time to reflect future property development within the District or necessary changes to the planned developments currently approved by the City. The net annual cost to provide and maintain the improvements determined to be of special benefit shall be allocated to each property in proportion to the special benefits received from those various improvements. The District improvements and services are generally described as follows.
DRAINAGE MAINTENANCE
The proposed services involve the maintenance and operations of a drainage basin and is as follows:
• Basin maintenance;
• All appurtenant facilities, equipment, materials, and utilities related to the aforementioned improvements; • Maintenance and operations of drainage facilities; and • Placement of approximately 25,867 cubic feet of native dirt to improve site grading, manage runoff, and support long-term stormwater drainage across the District. 78 City of Adelanto
Engineer’s Report
Drainage Benefit Assessment District 2025-1
Fiscal Year 2025/2026
Part II — Method of Apportionment
The 1982 Act permits the establishment of assessment districts by agencies for the purpose of providing for the maintenance, operation and servicing of drainage and flood control improvements as well as streets, roads, and appurtenant facilities. The 1982 Act further requires that the cost of these improvements be levied according to benefit rather than assessed value:
“The amount of the assessment imposed on any parcel of property shall be related to the benefit to the parcel which will be derived from the provision of the service.” Furthermore:
“The annual aggregate amount of the assessment shall not exceed the estimated annual cost of providing the service, except that the legislative body may, by resolution, determine that the estimated cost of work authorized … is greater than can be conveniently raised from a single annual assessment and order that the estimated cost shall be raised by an assessment levied and collected in installments…. The revenue derived from the assessment shall not be used to pay the cost of any service other than the service for which the assessment was levied.” The method of apportionment described in this Report for allocation of special benefit assessments reflects the composition of parcels within the District and the improvements and services provided, to fairly apportion the costs based on the special benefits to each parcel.
BENEFIT ANALYSIS
Special Benefit
The drainage improvements maintained through this District provide a direct and particular benefit to the parcels located within the newly developed area south of Lawson Avenue, east of Lilac Road, and west of Bellflower Street in the City of Adelanto. These improvements were specifically designed to manage stormwater runoff generated exclusively by the parcels within the District. By mitigating on-site drainage impacts, the improvements protect structures, preserve the full use and enjoyment of the properties, and ensure compliance with development and flood control standards.
The benefit conferred is particular to the properties within the District, as the basin enables these parcels to be developed safely and sustainably. This constitutes a special benefit, as defined under Article XIII D, Section 2(i) of the California Constitution and the Benefit Assessment Act of 1982 (Government Code § 54703 et seq.).
General Benefit
Adjacent to the District, there are approximately 61 other parcels—including vacant land, residential mobile home park parcels, and manufactured home parcels—that are not part of the new development. These surrounding properties are not tributary to the drainage basin and do not contribute runoff to, or receive hydrologic benefit from, the District improvements. The basin does not serve as a public facility, nor does it provide recreational, scenic, or community-wide utility. 79 City of Adelanto
Engineer’s Report
Drainage Benefit Assessment District 2025-1
Fiscal Year 2025/2026
As such, the drainage improvements do not provide any incidental or indirect benefit to properties outside the District or to the public at large. Accordingly, the improvements are determined to provide a 100% special benefit, with 0% general benefit, and the cost of maintenance and servicing will be entirely funded by assessments levied on the benefiting parcels within the District.
METHODOLOGY
All costs associated with the improvements and services shall be fairly distributed among the parcels based upon the special benefit received by each parcel. Additionally, in compliance with the California Constitution Article XIII D Section 4, each parcel’s assessment may not exceed the reasonable cost of the proportional special benefit conferred to that parcel. The method of apportionment established for this District and described herein, reflects the proportional special benefit each property receives from the improvements and services based on the actual or proposed land use of that parcel as compared to other properties within the District. The benefit formula used to determine the assessment obligation for each parcel is based upon both the type of improvements that benefit that particular parcel as well as the proposed land use of each property as compared to other parcels that benefit from those specific improvements.
Upon review of the improvements and the proposed development of properties within the District it has been determined that all properties receive similar special benefits from each of the improvements and services to be funded by annual assessments and a single zone of benefit is appropriate for the allocation of the assessments and proportional special benefit.
EQUIVALENT BENEFIT UNITS
To assess benefits equitably, it is necessary to relate the different type of parcel improvements to each other.
The Equivalent Benefit Unit (“EBU”) method of assessment apportionment uses the single-family home site as the basic unit of assessment. A single-family home site equals one (1.0) EBU. Every other land use is converted to EBUs based on an assessment formula that equates the property’s specific development status, type of development (land use) and size of the property, as compared to a single-family home site.
The EBU method of apportioning benefit is typically seen as the most appropriate and equitable assessment methodology for districts formed under the 1982 Act, as the benefit to each parcel from the improvements are apportioned as a function of land use type, size and development.
EBU Application By Land Use
Single-Family Residential — This land use is defined as a fully subdivided residential home site with, or without, a structure or planned single-family residential lot as identified by a submitted or approved tentative tract map or final tract map. This land use is assessed 1.0 EBU per lot or parcel. This is the base value that all other land use types are compared and weighted against (i.e., Equivalent Benefit Unit or EBU) if ever applicable.
Exempt Parcels — This land use identifies properties that are not assessed and are assigned 0.0 EBU. This land use classification may include, but is not limited to, lots or parcels identified as public streets and other roadways (typically not assigned an APN by the County); dedicated public easements, open space areas and right-of-ways including greenbelts and parkways; utility right-of-ways; common areas, sliver parcels and bifurcated lots or any other property that cannot be developed; or publicly owned properties that are part of the District improvements or that have little or no improvement value. These types of parcels are considered to receive little or no benefit from the improvements and are therefore exempted from assessment. 80 City of Adelanto

The following table provides a listing of land use types, determined by land use code designations, and the Equivalent Benefit Unit applied to that land use type:
Property Type Land Use Code EBU
Single-Family Residential SFR 1.00
Exempt EXE 0.00
Assessment Calculations
The total number of Equivalent Benefit Units (EBUs) is the sum of all individual EBUs applied to parcels that receive special benefit from the improvements. An assessment amount per EBU (Assessment Rate) for the improvements is established by taking the total cost of the improvements and dividing that amount by the total number of EBUs of all parcels benefiting from the improvements. This rate is then applied back to each parcel’s individual EBU to determine the parcel’s proportionate benefit and assessment obligation for the improvements.
Total Balance to Levy / Total EBU = Levy per EBU
Levy per EBU x Parcel EBU = Parcel Levy Amount
For any parcels within the District that have not yet been subdivided at the time of assessment, the total gross acreage of the parcel will be used as the basis for assigning EBUs. The number of EBUs will be prorated based on the estimated development potential at buildout, as the drainage improvements are already in place to serve the anticipated land use. This approach ensures a fair and proportionate allocation of the assessment in accordance with the benefit received, consistent with Proposition 218 requirements.
ASSESSMENT RANGE FORMULA AND CPI ADJUSTMENT POLICY
Under Article XIII D of the California Constitution (Proposition 218), any new or increased assessment must be approved by affected property owners through a mailed ballot election. However, Proposition 218 also permits assessments to be levied and adjusted in accordance with a previously adopted formula or schedule, provided the methodology was clearly defined and approved at the time of ballot proceedings. This concept was codified through Senate Bill 919 (Proposition 218 implementing legislation), which further clarified that an increase is not considered a “new or increased assessment” if it remains within the parameters of an assessment formula, methodology, or range previously adopted by the local agency or approved by voters.
To accommodate inflation and changing service costs while avoiding the need for annual mailed balloting, this District establishes a Maximum Assessment Rate governed by an Assessment Range Formula. This formula allows for yearly increases based on objective economic data and is designed to ensure the longterm financial sustainability of the District without exceeding voter-approved limits.
Basis of Annual Adjustment
Beginning in Fiscal Year 2026/2027, the Maximum Assessment may be increased annually based on changes in the Consumer Price Index (CPI) for All Urban Consumers (CPI-U) in the Riverside-San Bernardino-Ontario Metropolitan Area, as published by the U.S. Department of Labor, Bureau of Labor Statistics. The selected CPI reflects regional cost changes relevant to the services provided by the District, including labor, materials, and administrative costs.
81 City of Adelanto
Engineer’s Report
Drainage Benefit Assessment District 2025-1
Fiscal Year 2025/2026
The District Engineer will calculate the annual CPI adjustment by comparing the published CPI for February of the current year to that of the prior February. The resulting percentage change will be used to adjust the Maximum Assessment Rate for the upcoming fiscal year. If the Bureau of Labor Statistics modifies or discontinues this index, a comparable index approved by the City Council will be used.
Maximum Assessment vs. Annual Levy
The Maximum Assessment functions as a ceiling not a requirement. It represents the upper limit of what can be levied in a given year without triggering a new mailed ballot proceeding. The actual annual assessment levied on each parcel may remain unchanged from year to year or may be increased by any amount up to but not exceeding the adjusted Maximum Assessment. If the annual assessment is proposed to exceed the Maximum Assessment, it will be considered an “increased assessment” under Proposition 218 and will require property owner balloting and compliance with all noticing requirements.
Purpose and Public Policy Rationale
This formula approach serves a dual purpose:
1. Ensures that the District can keep pace with rising service delivery costs (e.g., vegetation maintenance, drainage inspections, contract labor), and
2. Eliminates the administrative and financial burden of holding annual mailed ballot proceedings when modest, formula-based increases are necessary.
By defining the CPI-based Assessment Range Formula in advance and including it in the Engineer’s Report and initial ballot process, the District maintains full transparency, legal compliance, and fiscal flexibility—while protecting property owner rights as required under Proposition 218. 82 City of Adelanto

Part III — District Budget
The annual maintenance budget includes all tasks and cost components necessary to preserve the function of the drainage facility and comply with standard maintenance protocols. These include:
• Native dirt lot maintenance – through periodic grading and erosion control to maintain stormwater flow capacity.
• Fence inspection and minor repairs – including but not limited to weld touch-ups, hinge and latch adjustments, and panel realignment.
• Vegetation management – control weeds and brush, reducing fire risk and preventing flow obstructions.
• Inlet and outlet clearing – ensures unobstructed stormwater conveyance and prevents debris buildup.
• Rodent and pest control – prevents burrowing that could undermine berms or other drainage structures.
• Annual inspection and reporting – document site conditions and verify conformance with maintenance standards.
• Gate and access maintenance – ensures safe and reliable entry for service vehicles. • Signage maintenance – periodic replacement of faded or damaged warning or access signs. • Labor and equipment costs – City staff or contractor time, equipment usage, and related maintenance expenses.
In addition to these direct costs, the budget includes the following reserves:
• An operational reserve equal to fifty percent (50%) of annual maintenance costs to provide contingency funding for unanticipated needs or cost fluctuations. • An annualized sediment removal reserve to fund debris and sediment removal on a five-year cycle. • A capital improvement reserve for long-term replacement of infrastructure components such as fencing, inlet/outlet structures, or regrading work.
This funding structure ensures that assessment revenues are used exclusively for the operation, maintenance, and servicing of drainage improvements that provide a direct and proportional special benefit to the assessed properties.
The following budget outlines the estimated annual costs necessary for the continued function of the drainage system. The maximum assessment (rate per Equivalent Benefit Unit) established by this budget represents the initial maximum assessment for Fiscal Year 2025/2026. This assessment rate may be adjusted annually according to the Assessment Range Formula described in the method of apportionment. The maximum rate 83 City of Adelanto

and any inflationary adjustments will be presented to property owners as part of the balloting process for any new or increased assessments, in accordance with Article XIII D of the California Constitution.
Note: The annual budget has been rounded to the nearest whole dollar and reflects an estimate of the costs and funding required for the operation, maintenance, and servicing of the improvements described in this Report for Fiscal Year 2025/2026. The maximum assessment rate is subject to increase in Fiscal Year 2026/2027 in accordance with the Assessment Range Formula established in the method of apportionment. !"#A#BCDE

Drainage Benefit Assessment District 2025-1
Fiscal Year 2025/2026
Part IV — District Diagram
The following District Diagram identifies the area of land within the District to be designated as “Drainage Benefit Assessment District 2025-1,” based on the development and improvement plans for the District, San Bernardino County Assessor’s Maps, and San Bernardino County Assessor’s property information as the same existed at the time this Report was prepared. The District includes San Bernardino County Assessor’s Parcel Map Book 0459, Page 124, Parcels 36 and 37. The combination of this map and the Assessment Roll contained in Part V of this Report constitute the Assessment Diagram for the District. The maximum assessment rate, assessment range formula and the proposed assessment amount for each of the lots and parcels of land within the District, as described herein, shall be presented to the property owners of record for approval or protest in accordance with the provisions of the California Constitution. 85 City of Adelanto
Engineer’s Report
Drainage Benefit Assessment District 2025-1
Fiscal Year 2025/2026
Part V — Assessment Roll
Parcel identification for each lot or parcel within the District is based on the parcel maps and property data provided by the San Bernardino County Assessor’s Office at the time this Engineer’s Report was prepared.
The corresponding assessment diagram, presented in the preceding section, outlines the geographic boundaries of the District and the parcels contained therein.
A complete listing of the parcels to be assessed beginning in Fiscal Year 2025/2026, along with the assessment amount applicable to each parcel, is included below.
If the County Auditor-Controller identifies a submitted parcel as having an invalid parcel number for the fiscal year, the City will submit the corrected or updated parcel number(s) to the County. The applicable assessment for the corrected parcel(s) will be recalculated and levied in accordance with the method of apportionment and assessment rate adopted by the City Council, as described in this Report.
If a parcel is subdivided into multiple new parcels, the assessments for those new parcels will be calculated individually based on the approved method of apportionment, rather than by allocating a proportional share of the original assessment.

DATE: June 11, 2025
TO: Honorable Mayor and City Council Members
FROM: Jesse Flores, City Manager
SUBJECT: ALL AGENCY BUDGETS FOR FISCAL YEAR 2025-26
STAFF RECOMMENDATION:
Staff recommends the City Council, acting as the City Council, Adelanto Community Benefit Corporation Board, and Adelanto Public Utility Authority Board, approve:
Resolution No. 25-24: Approving the Fiscal Year 2025-26 Annual Budget for the City of Adelanto and Adelanto Community Benefit Corporation.
Resolution No. 25-26: Approving the Appropriations Limit for the City of Adelanto.
Resolution No. APUA 25-01: Adopting the Fiscal Year 2025-26 Annual Budget for the Adelanto Public Utility Authority.
BACKGROUND:
Budget
Annually, Staff is required under the Adelanto Municipal Code to present budgets for the City of Adelanto, Adelanto Public Utilities Authority, and Adelanto Community Benefit Corporation.
Staff is presenting the budget for FY2025-26 with several assumptions.
Projections of the overall General Fund revenue for FY2025-2026 are approximately $23,520,171.
Estimated General Fund expenditures are approximately $23,484,796. Expenditures are primarily due to general operations and adjustments to salaries and contracts based on multi year contracts.
The Special Funds and Enterprise Funds are projected to begin and continue several new capital improvement projects to improve services and public pathways in the City utilizing SB-1, Measure I and Article 8 grant monies.
General Fund
The budget for the City’s General Fund accounts for administration, public safety, building safety, community development, maintenance of City facilities and vehicles, city owned assets, and various other 98 2
needs within the City.
Special Funds
Special Funds are set aside for specified uses, including the capital projects, as well as funds with restricted uses.
Enterprise Funds
The Adelanto Public Utility Authority consists of the Water Authority and Sewer Authority, and accounts for the revenues and expenditures of those funds which are similar in nature to that of private business enterprises.
Other Funds
The Adelanto Community Benefit Corporation is a California non-profit corporation established for the purpose of enhancing the overall wellbeing and improving the quality of life of the Citizens of Adelanto.
The fund provides for Movies in the Park.
Gann Appropriations Limit
Pursuant to Government Code Section 7910, the City is required to set limits on its appropriations of tax proceeds each year. This limit on appropriations is commonly referred to as the Gann Limit. Under Article XIIIB of the California State Constitution, as adjusted by Proposition 111 voted into law on June 5, 1990, this limit is adjusted annually each year based upon the prior year appropriations limit adjusted by (1) the greater of the percentage growth of Per Capita Income as given by the Department of Finance or increase of non-residential construction within the City, multiplied by (2) the greater of the percentage growth of the City or the County population increase.
Using these factors, Staff has calculated the Gann limit taking advantage of the greater of the two factors.
The calculated Gann Limit is shown in Appendix B of the FY2025-26 Annual Budget Book. The total appropriations limit is $28,376,961.
Authorized Positions
Pursuant to Memorandums of Understanding between the City and the represented employee groups, and under Government Code 37206, requiring the legislative body of the City to prescribe the time and method of paying wages to the City’s officers and employees, the City is to adopt a list of authorized positions.
The Authorized Position list is attached as Appendix “A”.
FISCAL IMPACT:
General Fund net expenditures are projected to match revenues.

2 City Manager’s Budget Message
June 11, 2025
Honorable Mayor, Members of the City Council, and
Citizens of the City of Adelanto:
Presented for your consideration is the Fiscal Year 2025-2026 Annual Budget for the City of Adelanto, the Adelanto Public Utility Authority, the Adelanto Community Benefit Corporation, and the Successor Agency of the Former Adelanto Improvement Agency.
Projections of the overall General Fund revenue for Fiscal Year 2025-2026 are approximately $23,484,798. Revenues are projected to increase by $2.2m from FY24-25.
Estimated General Fund expenditures are approximately $23,484,796. Expenditures are primarily due to general operating expenditures and increases in contract expenditures.
Several Capital Improvement Projects are planned to be funded but are subject to funding resources coming from grants.
In recognizing the fiscal position that the city faces, City Staff work diligently to reduce expenses and find better ways to be self-reliant. It is anticipated that less support will come from County, State, and Federal partners, we have to chart a balanced long term path and therefore this budget calls for uncomfortable cuts, nominal payroll increases, and balanced revenue adjustments.
We view the budget document as a guideline of the year to come, but please note that in much of the data there is existing thought of what could happen 3-5 years down the road.
From a format perspective and to increase transparency, we reduced the budget file by many pages, consolidated data, and simplified language in many cases. We have a small city, and we want to keep things simple!
Respectfully Submitted,
Jessie Flores
City Manager
