G. PUBLIC COMMUNICATIONS
Mayor Pro Tem Ramos opened public comment at 12:11 p.m.
Rhonda Dennis: Stated she has dedicated her life to the City and to working with children she is proposing the R Dennis Preparatory Academy and Preschool. She would like to lease the Glasper Center. She respectfully request a year lease with option to buy to purchase the Glasper building and its surrounding acres The key terms of this partnership would be City of Adelanto Lease agreement, a two-year lease at a mutually agreed upon market rate, with the first year dedicated to renovation and a portion of the second year for operation and further fundraising. Renovation, RDPAP will be responsible for and will fully fund all necessary renovations to bring the building up to code for its intended use as a preschool and community center. This represents a significant non-reimbursable investment on their part, demonstrating our unwavering commitment to the property and its future Option to buy. As a new nonprofit organization, RDPAP must establish a strong credit profile and a proven history of operational and financial viability. Our plan is to transform the Glasper building and its acres into a vibrant educational empowerment campus through three distinct but interconnected phases Phase one, the preschool and community center.
The Glasper Building will be meticulously renovated to house our state-of-the-art preschool and the Community Empowerment Center.
Audrey Young: Good morning, Council I am here representing my son Rocco Young, he is a fifth grader at Gus Franklin STEM Academy. I have a letter written from him He's a little shy Guess he is a man of little words. Dear Mr. Mayor and Councils City of Adelanto we will be going on a field trip in April to the Three Oaks Science Camp School. All the grade students will be more than grateful if you could help donate to the grade The reason, I would like to go camping is that I have never been into the mountains before, and I have never been away from home from my parents. I would like to go to science camp because I would like to gain hands on experiment… experiments, like building a dam When I get older, I would like to go into the military, and the things that I would learn at camp could potentially help me do my job in the Air Force. City of Adelanto Okay, thank you for your time.
Noemi Flores: speaking on behalf of Gus Franklin Jr. STEM Academy, emphasized the importance of the upcoming 5th grade Science Camp. She explained that the camp is far more than a field trip — it is a rare and meaningful opportunity for students to explore nature, gain confidence, and engage in hands-on science outside of the classroom. In an increasingly 22 City Council Minutes

5 tech-driven world, this trip allows students to disconnect from screens and reconnect with the natural environment. Ms. Flores highlighted that this year's 5th graders are especially deserved, as they began kindergarten during the COVID-19 pandemic — a time marked by isolation and missed milestones. Now, as they reach another significant moment in their educational journey, they face the possibility of missing out again due to funding cuts. Previously, the school helped cover camp costs, but district-level budget reductions have made the trip unaffordable for many families. Despite ongoing parent-led fundraising efforts, the community is still falling short. Ms.
Flores asked the Council for financial support to help ensure all students — regardless of their family's financial situation — can attend. She framed the request as a matter of equity, opportunity, and giving students the experiences they deserve after a challenging start to their education.
Aubree Penafiel: Aubrey Penafiel, a 5th grade student at Gus Franklin Jr. STEM Academy, wrote to the Council to share excitement about the opportunity to attend Science Camp at Three Oaks near Lake Arrowhead. She described it as a valuable chance for hands-on learning through activities like hiking, interacting with animals, and participating in STEM-based experiences outside the classroom. Aubree emphasized that the camp helps students realize that learning can happen beyond school walls. However, the cost per student is high, and due to budget cuts, the school is unable to subsidize the expense. As a result, many families may not be able to afford to send their children. Aubrey respectfully requested donations from the Council so that all students, regardless of financial circumstances, can benefit from this meaningful learning experience.
Daniel Penafiel: Daniel Penafil, a long-time Adelanto resident and proud community member, spoke passionately about his deep roots in the city. He reflected on attending past City Council meetings and being present during the establishment of the Green Zone, participating in community events like the Turk McBride giveaway, and now witnessing the positive transformation of Adelanto — including the new Town Center and city-hosted events like the recent one he attended with his daughter. He then shifted focus to the challenges facing current 5th-grade families at Gus Franklin Jr. STEM Academy. Daniel reminded the council that this group of students began their school journey during the COVID-19 pandemic, missing their kindergarten milestones. Now, as they reach another key moment — 5th grade — budget cuts have eliminated funding for important end-of-year events like Science Camp, promotion ceremonies, dances, and field days. In response, Daniel and other parents have been together since July to fundraise on their own, organizing events like a Raising Cane's night and selling World's Finest Chocolate. While these efforts have brought in some funds, it is not enough to meet the needs of all students. He respectfully called on the Council and local businesses — especially those who have supported the community in the past, including Green Zone contributors — to step up and help ensure that every 5th grader has a memorable and enriching end to their elementary school years.

6 Celia McGill: She expressed frustration over the poor condition of roads in the city, particularly Adelanto Road. While acknowledging and appreciating the city’s growth and developments, the speaker urged the Council not to overlook basic infrastructure needs. She questioned why other areas are being prioritized while heavily damaged roads like Adelanto remain neglected. She raised safety concerns due to the deteriorating road conditions, especially at night, when street racing and limited visibility create dangerous situations. Living near one such intersection, the speaker expressed fear for their safety, their property, and the safety of others in the area. She is urging the City Council to give more attention and action to neglected roadways to ensure the safety and quality of life for all residents.
Kyron Sothisom: Kyron Sothisam, a 5th grade student at Gus Franklin Jr. STEM Academy, wrote to the Council to share his excitement about an upcoming opportunity for his class to attend the Three Oaks Outdoor Science School in April. The camp will last four days and three nights and offers students a chance to engage in hands-on science learning through outdoor activities like hiking, night hikes, skit and dance nights, frog catching, and more. Kyron expressed how meaningful this experience would be, especially since it is a once-in-a-lifetime opportunity for many students who have never been to a science camp before. He highlighted the educational benefits, including deeper engagement in science, relaxation from everyday academic stress, and opportunities for students to connect with each other. He explained that the cost of the camp is a financial burden for many families — with each student required to pay $375 — and asked the Council for donations to help make the trip accessible for all students. Kyron ended his letter with gratitude, emphasizing how much it would mean to all the 5th graders to have the support of their city leaders.
Aliah Flores: She is a 5th grade student at Gus Franklin Jr. STEM School, spoke about her excitement about the upcoming trip to Three Oaks Outdoor Science School in April. This fourday, three-night experience will offer students a valuable opportunity to learn through hands-on science activities and team-based learning outside the classroom. Aliah described the camp as a place where science is taught in fun and interactive ways, with activities like Astronomy Night, Skit Night, and pond exploration to look for frogs. She is particularly excited about making new friendships, working as a team, and growing personally through this experience. She noted that attending Science Camp would help her and her classmates build independence, confidence, and maturity. Drawing from her sister’s experience attending the camp last year, Aliah observed how it helped her sibling grow emotionally and academically. She emphasized that Three Oaks is a place where mistakes are part of learning, and students are encouraged to develop creativity, teamwork, and real-world problem-solving skills — all of which contribute to better academic performance. Aliah respectfully asked the Council for donations to help make this opportunity available to all 5th graders at her school, especially those whose families may not be able to afford the cost. She closed by thanking the Council for their time and support. 24 City Council Minutes

SUBJECT: APPROVAL OF AMENDMENT NO. 4 TO THE PROFESSIONAL SERVICES AGREEMENT
WITH MAD STUDIOS FOR MARKETING AND MEDIA CONTENT CREATION SERVICES STAFF RECOMMENDATION:
Staff recommends that the City Council approve Amendment No. 4 to the Professional Services Agreement with Mad Studios, increasing the not-to-exceed compensation amount to $60,000.00 and extending the term of services through June 30, 2026
BACKGROUND:
On November 6, 2023, the City entered into a Professional Services Agreement with Mad Studios to provide marketing and media content creation services. The scope of work includes the creation of promotional videos, social media content, graphic design, and other digital marketing materials to support the City’s communication and engagement efforts.
The Agreement has been amended three times:
• Amendment No. 1 – Approved on May 8, 2024, for scope expansion. • Amendment No. 2 – Approved on November 13, 2024, for budget adjustment. • Amendment No. 3 – Approved on June 1, 2025, extending the contract term to align with project timelines.
Due to increased demand for media support, additional funding and a minor extension of the contract term are necessary.
Amendment No. 4 proposes the following modifications:
• Increased Compensation: Raises the not-to-exceed contract amount to $60,000.00 to cover services provided from November 12, 2025, through June 30, 2026. • Term Extension: Confirms the agreement's revised end date of June 30, 2026, to allow continued services without interruption.
• Rate Structure: Consultant will continue to be paid at existing monthly rates. No rate increases are proposed under this amendment.
Mad Studios has performed effectively under the existing agreement, delivering quality work that aligns with the City’s communication goals. The additional funding ensures continuity of services and the ability to meet upcoming campaign and engagement needs. 71 FISCAL IMPACT:
The fiscal impact of this amendment is an increase of $60,000.00, which will be funded from Contracts & Professional Services Consulting Account for FY 2025–2026. Sufficient funds are available to cover this expense.

SUBJECT: APPROVAL OF VEHICLE TRANSFER AGREEMENT BETWEEN THE CITY OF ADELANTO AND
MOLDING HEARTS
STAFF RECOMMENDATION:
Staff recommends that the City Council approve the Vehicle Transfer Agreement between the City of Adelanto and Molding Hearts, a local charitable organization, for the transfer of a City-owned vehicle in recognition of services provided to the community.
BACKGROUND:
The City of Adelanto owns a 2016 Commercial Bus VIN # 1FDFE4FS5GDC10958, which is no longer required for City operations. Molding Hearts is a charitable nonprofit organization that has partnered with the City to provide services and resources benefiting the local community, including outreach, transportation for underserved populations, and youth support programs.
To support Molding Hearts in continuing these services, City staff has identified this surplus vehicle as a resource that can be transferred to the organization to assist in their operations.
Under the proposed Agreement:
The City will transfer ownership of the vehicle “As Is” to Molding Hearts.
Molding Hearts agrees to continue providing community benefits to City residents for at least three (3) years.
If Molding Hearts discontinues providing services during that time, the vehicle must be returned to the City at no cost.
Molding Hearts will assume full responsibility for insurance, registration, fuel, maintenance, and any related costs. The transfer includes no warranties, and the City makes no representation as to the condition or fitness of the vehicle.
85 Molding Hearts will indemnify the City from any liability related to the vehicle's use.
The Agreement aligns with the City’s mission of collaborating with nonprofit partners to enhance services to residents and support organizations contributing positively to the community.
FISCAL IMPACT:
There is no fiscal impact to the City beyond administrative processing. Molding Hearts will cover all DMV fees, insurance, and maintenance costs.

SUBJECT: SHERIFF CONTRACT INCREASE FOLLOWING LABOR MOU FINALIZATION STAFF RECOMMENDATION: Staff recommends that the City Council approve the updated contract with the County Sheriff’s Department.
BACKGROUND:
During preparation of the annual City budget, staff used conservative cost estimates provided by the Sheriff’s Department. It is important to note that the County Sheriff’s Department provided the City with substantial passthrough savings related to retirement pension adjustments, resulting in a net year-over-year savings of approximately $52,000.
Since that time, the County Sheriff’s Department has been negotiating a new labor agreement with its employees, affecting several positions, including Lieutenant, Sergeant, Detective/Corporal, Deputy Sheriff and Deputy Sheriff (non-relief). These adjustments have resulted in an overall increase in the contract costs.
FISCAL IMPACT:
The revised contract will result in an additional General Fund cost of $503,035.

RE: September 2025 Adelanto WWTP Asset Management Monthly Report Dear Jessie,
Please find attached the September 2025 Asset Management Report for the Adelanto Wastewater Treatment Plant (WWTP). This report provides a summary of key operational activities, performance metrics, compliance status, and any notable issues encountered during the reporting period.
Key Highlights:
- Plant Performance: All influent was successfully treated by Adelanto WWTP. All other constituents with the PERC Water-Adelanto WWTP remained compliant with the discharge requirements specified in Order No. RV6 -2014-0058, WDID No. 6B369805001. - Critical Issues: 13-Year-old SCADA radio communications equipment is failing. It’s recommended to replace radios with fiber optic hard wiring.
- Bypassing influent wet well for construction work. Installed fourth blower, and new polymer building. FLOWS ARE ESTIMATED THIS MONTH AS FLOW METER IS INOPERABLE. - Pond 1 rehabilitation complete. Included all brush removal, Sludge removal, slopes reconstructed, and scarified bottom.
- Maintenance & Repairs: see attached CMMS work.
We appreciate your continued partnership and remain committed to ensuring efficient and compliant operations at the Adelanto Wastewater Treatment Plant. Please do not hesitate to reach out should you have any questions or require further details.
We look forward to discussing this report further at our next meeting.
Best regards,

Executive Summary
Adelanto WWTP received an estimated 104,069 million gallons of raw sewage and successfully treated an estimated 104,069 million gallons during the month of September 2025, making the total treated amount of water recycled at the Adelanto WWTP about 12.154 billion gallons (since operating services began in April 2012). The influent wet well was taken offline and added a fifth pump along with rehabilitation of piping, guide rails, and electronic equipment.
The flow meter was inoperable during this time, and temporary flow meters were installed to capture estimated flows. The characteristics of the water entering and exiting the plant last month are detailed in the section titled “Flows and Laboratory Results.” Secondary effluent from the Facility was discharged to percolation basins 4, 5, & 9 per the discharge requirements for this period. No flow was diverted to VVWRA.
During September, the daily influent flow recorded an estimated average of 3.469 million gallons per day. Effluent flow is calculated by subtracting the treated flow minus the Waste Activated Sludge (WAS) flow for each day and the daily calculated effluent estimated flow averaged 3.398 million gallons per day.
Throughout the month, PERC Water’s Asset Management Team performed daily process control sampling and analysis, trend analysis, equipment verification checks, compliance sampling, housekeeping, process adjustments, and solids processing. Please see “Plant Staffing” for details about PERC Water’s dedicated Adelanto WWTP team. There were no injuries, accidents, facility tours, regulatory meetings, odor complaints, or security issues this month. No flow was diverted to VVWRA.
No violations or injuries to report for the month of September 2025 174

2 ANALYSIS & REVIEW:
PROJECT DESCRIPTION:
The project is a proposal to amend the Adelanto North 2035 Comprehensive Sustainable Plan, Zoning Matrix, Land Use Plan and Adelanto General Plan Land Use & Zoning Map.
The Northeast Mixed-Use overlay zone project requires approval of the following entitlements:
A General Plan Amendment (GPA 25-01) to establish a Mixed-Use Overlay and outline the area on the land use and zoning map and Zone Text Amendment (ZTA 25-01) to amend Appendix A to allow single-family residential units up to 1,100 square feet on minimum lot size of 3,600 square feet and permit HUD-approved prefabricated and modular housing within the overlay zone.
BACKGROUND:
Applicant: City of Adelanto
General Location: Business Park Zone
Environmental
Determination: An Addendum to the EIR, (SCH 20142031034) for the Adelanto North 2035 Comprehensive Sustainable Plan was prepared for the project in accordance with the City’s guidelines, which implement the California Environmental Quality Act (CEQA), which determined that the project, as revised, will not have a significant effect on the environment. As such, an Addendum was prepared that will be implemented for the proposed project. A copy of the First Addendum to The Adelanto North 2035 Comprehensive Sustainable Plan Mobility Element Certified Environmental Impact Report, dated October 3, 2022 can be viewed at:
https://www.ci.adelanto.ca.us/377/CEQA-Process-Policy. There is no substantial evidence of adverse environmental effects; therefore, an Addendum to the EIR has been prepared.
The City adopted its first general plan in 1973. Since 1973, the major amendments to its general plan occurred in 1994 and 2014. The current Adelanto North 2035 Comprehensive Plan Sustainable Plan was adopted in 2014.
The City of Adelanto has been receiving inquiries from applicants interested in applying for general plan amendments and zone changes to carry out commercial and residential development with increased density and to address non-conforming issues resulting from previous general plan amendments. In addition, the City is only allowed to amend a General Plan element four times per calendar year and the City has not processed any general plan amendments in 2025 to its General Plan land and zoning map. Under a general plan amendment, a City may make many changes.
In an effort to address the many challenges faced with being limited to four amendments per year, the City initiated the filing of General Plan Amendment No. GPA 25-01 and Zone Text Amendment ZTA 25-01 the Mixed Use Overlay zone of the City to address the wake of commercial retail, the housing shortage facing the state and region and to address non216
3 conforming uses, increase density and expand housing.
The intent of Ordinance No. 658 is to amend the General Plan Land Use and Zoning Map that will establish and Mixed-use overlay within the Business Park (BP) zone. The overlay will not affect the existing Business Park zone. The Mixed-use overlay will allow all uses permitted under the current Mixed-use zone and will also allow single-family residential units up to 1,100 square feet on minimum lot size of 3,600 square feet and permit HUD-approved prefabricated and modular housing within the overlay zone.
PROJECT COMPONENTS
The project is a proposal to amend the Adelanto North 2035 Comprehensive Sustainable Plan, Land Use Plan, Adelanto General Plan Land Use & Zoning Map and Appendix A of the Zoning Matrix. The area is briefly in the Business Park (BP) zone.
PROJECT ANALYSIS:
GENERAL PLAN CONSISTENCY:
The proposed General Plan Amendment will amend the General Plan Land Use Element and Zoning Map to allow increased housing development, eliminate non-conforming uses, and will assist in promoting economic development opportunities.
Further, the proposed project is consistent with the City’s Adelanto North 2035 Sustainable Plan, Chapter 3, Economic Development and will also support State Senate Bill 743, which promotes the reduction of greenhouse gas emissions by lessening Vehicle Miles Traveled, through the development of multimodal transportation networks, and a diversity of land uses, which requires the establishment of additional full and restricted access points along State Highway 395.
ENVIRONMENTAL CONSIDERATIONS:
An Addendum to the EIR for the Adelanto North 2035 Comprehensive Sustainable Plan was prepared for the project in accordance with the City’s guidelines, which implement the California Environmental Quality Act (CEQA), which determined from the whole record that the project, as revised will not have a significant effect on the environment. As such, an Addendum was prepared that will be implemented for the proposed project. A copy of the Addendum can be viewed at: https://www.ci.adelanto.ca.us/377/CEQA-Process-Policy. There is no substantial evidence of adverse environmental effects; therefore, an Addendum has been prepared.
The Addendum was available for public review at the Development Services public counter, and on the City’s website.
The City received no comments during the public review period.
