SUBJECT: RESOLUTION 25-19 OF THE CITY COUNCIL OF THE CITY OF

ADELANTO AUTHORIZING THE CITY MANAGER TO ENTER INTO
AGREEMENTS TO APPLY FOR HOMEKEY+ FUNDING FOR THE
DEVELOPMENT UNBREAKABLE HEIGHTS, A 132 UNIT PERMANENT

SUPPORTIVE HOUSING DEVELOPMENT FOR YOUTH AND VETERANS
STAFF RECOMMENDATION:

Staff recommends that the City Council adopt the attached resolution authorizing the City Manager to coapply for Homekey+ funds for Unbreakable Heights, a 132-unit supportive housing development in Adelanto.

BACKGROUND:

OVERVIEW
This item covers an application for California state funding for a 132-unit supportive housing development. The project has not yet been approved by the planning commission, but initial review by planning staff did not present any immediate concerns. Application, review, and potential approval by the planning commission will proceed if State funds are approved.

The City of Adelanto, in partnership with Harvest Realty, LLC and Simple Solutions Family Therapy Inc, proposes the development of Unbreakable Heights Permanent Supportive Housing, a transformative project designed to provide stable, supportive housing solutions for some of the region’s most vulnerable populations. Environmental Alternatives will be the Primary Service Provider. Optimum Modular Solutions will be the Developer of Record. Located at 11351 Chamberlain Way, Adelanto, CA 92301, the project will consist of 132 total units, including 88 studios, 43 one-bedroom units and 1 on-site onebedroom manager’s unit. The project will feature eleven (11) two-story residential buildings, along with a community-centered amenity complex consisting of three (3) single-story buildings. These shared-use structures will house supportive services, recreational programming, and common areas designed to encourage community building and stability.

The target populations are Homeless Youth, Youth at Risk of Homelessness, Veterans Experiencing 14 Homelessness, and Veterans at Risk of Homelessness. Specifically, 65 units will be set aside for Homeless Youth and Youth at Risk of Homelessness, while 66 units will serve veterans. All 132 units will be installed on permanent foundations and developed in full compliance with Homekey+ program guidelines, California building codes, and local development standards. The development scope includes comprehensive site preparation and infrastructure improvements such as grading, utility hookups (water, sewer, electricity), road access, installation of sidewalks, perimeter fencing, 24-hour security, and landscaping. These improvements will ensure the physical integrity of the housing units and the community's long-term viability.

ANALYSIS:

The project’s eligible uses under Homekey+ funding will cover:

Acquisition of 6.81 acres of land at the specified address. The site to be purchased is approximately 6.81 acres or 296,208 square feet. The site will be subdivided to create a separate, 90,000 sf parcel for a future, unrelated development. The proposed Unbreakable Heights Homekey project will, therefore, be located on a 4.81-acre site as noted in the appraisal.

Acquisition and installation of 88 studios, 43 one-bedroom modular housing units and 1 one-bedroom manager unit.

Site preparation and infrastructure improvements to meet health, safety, and accessibility standards Administrative costs associated with project implementation, including permitting, environmental compliance, project management, and coordination with key development partners On-site supportive services coordination and delivery
COSR (capitalized operating subsidies for PSH units) Security measures to ensure resident safety and housing stability
ENVIRONMENTAL IMPACT:

NEPA is not required because there is no federal funding involved. This project is ministerially exempt from the California Environmental Quality Act (CEQA) pursuant to Assembly Bill 2162.

FISCAL IMPACT:

The City will enter into the provided MOU that exempts the city from any financial responsibility in development or operation of the project.

The Unbreakable Heights project will utilize Homekey+ operating subsidies to ensure long-term affordability and financial sustainability. Rent levels will remain deeply affordable, with tenants paying no more than 30% of their income, in alignment with Housing First principles.

To support ongoing operations, Unbreakable Heights will implement a phased, multi-stream funding strategy beginning in Year 1. This includes a combination of HUD-VASH vouchers, Housing Choice Vouchers (Moving to Work), THP-Plus/AB12 youth funding, Medi-Cal reimbursements through CalAIM Enhanced Care Management (ECM), CalAIM Community Supports (Housing Navigation and TenancySustaining Services), Behavioral Health Medi-Cal billing, and restricted tenant rents.

HUD-VASH Vouchers: Beginning in Year 1, the project will support 33 one-bedroom units with VASH vouchers, providing stable housing for Veterans Experiencing Homelessness and Veterans At Risk of Homelessness. VASH subsidy revenue begins at $487,872 in Year 1 and increases annually with a 2.5% inflation assumption. According to the most recent data, there are 8,453 HUD-VASH housing vouchers available for Veterans throughout the greater Los Angeles community, with 5,282, or 62% currently in use (HUD, 2024). By incorporating underutilized VASH resources, Unbreakable Heights will contribute 15 to addressing this gap and expanding access to permanent supportive housing for veterans.

Housing Choice Vouchers (HCVs): Also beginning in Year 1, 10 one-bedroom units and 22 studio units are supported by Moving to Work (MTW) HCVs, generating $230,088 in Year 1, scaling to over $364,000 by Year 20. These vouchers support tenants from the broader homeless population, including youth and adults.

CalAIM Reimbursement (ECM and CS): CalAIM billing for Enhanced Care Management (ECM) and Community Supports – Housing Tenancy begins in Year 1, assuming 50% tenant participation. Combined, these generate $682,500 in Year 1 in reimbursements, with gradual increases each year based on projected cost-of-living adjustments.

Behavioral Health Services (Medi-Cal Billing): Also active from Year 1, behavioral health services are projected at $182,520, assuming 30% participation across the resident population and reimbursement at $130 per session. This figure increases annually with inflation.

AB12/THP-Plus Youth Units: Funding for AB12-designated youth units begins in Year 1 with one youth housed for six months, generating $17,172, and scales to support six youth by Year 10, reaching $256,218 annually by that time. While the county cannot formally guarantee referrals in advance, this scaling strategy is grounded in the project team’s longstanding relationships and successful track record of serving AB12-eligible youth. The project is also positioned to accept FYI (Foster Youth to Independence) and FUP (Family Unification Program) vouchers if awarded.

Restricted Tenant Rents: Beginning in Year 1, the project will collect $865,344 in restricted tenant rents, which will increase annually by 2.5%. Tenants will not pay more than 30% of their income toward rent, in alignment with Housing First principles.

24 ADELANTO PUBLIC UTILITY AUTHORITY
DATE: November 25, 2025
TO: Honorable Chairman and Authority Members
FROM: Jessie Flores, Executive Director
BY: City Attorney’s Office
SUBJECT: DECLARATION OF SURPLUS PROPERTY PURSUANT TO AB 1486 – APN 3132-081-01 STAFF RECOMMENDATION:

Staff recommends that the Agency Council adopt the attached Resolution and declare the property identified as Assessor’s Parcel Number 3132-081-01 as Surplus Land that is no longer necessary for the Authority’s use and direct the Executive Director to follow the procedures set forth in the Surplus Land Act as amended by AB 1486.

BACKGROUND:

The Adelanto Water Authority (“Agency”) owns and controls real property identified as Assessor’s Parcel Number 3132- 081-01 (“Property”). The Property is a vacant property that consists of one parcel amounting to approximately 10.0 acres.

The Property is currently used as water tower storage and cell phone antenna and generates nominal lease revenues from cell antenna rental. The Property is zoned for Public Utilities (PU).

The California Surplus Land Act requires all local agencies to prioritize affordable housing, parks, and open space when disposing of surplus land. To proceed with an eventual disposition of the Property, the Agency must comply with the Surplus Land Act.

AB 1486, which amended the Surplus Land Act, requires that before a local agency takes any action to dispose of land, the land must first be declared either “Surplus Land” or “exempt Surplus Land”, and such declarations must be supported by written findings. (Gov. Code § 54221 (b)(1).) “Surplus land” is defined as “land owned in fee simple by any local agency for which the local agency’s governing body takes formal action in a regular public meeting declaring that the land is surplus and is not necessary for the agency’s use.” (Gov. Code § 54221 (b)(1).) In short, AB 1486 requires the Agency Council to take formal action declaring that the Property is surplus property.

Adoption of the attached Resolution would satisfy that requirement.

If and when the Agency Council adopts the attached Resolution, the procedures set forth in Government Code section 54220 et seq., must be followed to dispose of the property. More specifically, the procedures require that the Agency offer the sale or lease of the property to certain public entities for a period of sixty (60) days by transmitting a written notice of availability to those entities including:

1. A written notice of availability to any “local public entity” (Health & Safety Code § 50079) within whose jurisdiction the Surplus Land is located and to “housing Sponsors” that have notified the California Department of Housing and Community Development (“HCD”) of their interest in Surplus Land.

2. A written notice of availability of the Surplus Land to local park districts.

3. A written notice of availability to local school districts.

4. A written notice of availability to any other public entities with jurisdiction over the Surplus Land.

25 If the Agency receives correspondence expressing interest from any of the above entities, the Agency is required to enter into good faith negotiations concerning the price and terms of the disposition with that entity for a period of ninety (90) days. If the price and terms cannot be agreed upon after ninety (90) days or if no entity gives notice of interest, then the Agency may dispose of the Surplus Land without further regard to the Surplus Land procedures.

CONCLUSION:

The Agency Council should adopt the attached Resolution to comply with AB 1486 and declare the Property as Surplus property.

No fiscal impact at this time.
