11 City Council Minutes
Regular Meeting
December 10, 2025
4 Veronica Manzo: raised concerns about local water quality and its impact on residents’ health, citing issues such as dry skin and hair loss affecting children. She emphasized that access to clean water is essential for the community and asked whether the City could explore solutions such as low-cost, subsidized, or zero-financing home water filtration systems to help residents improve water quality.

Gustavo : a recent retiree who moved to Adelanto from Orange County, expressed appreciation for the city but raised concerns about local water quality after hearing feedback from neighbors and observing health-related effects such as skin irritation. He emphasized that water quality is critical to residents’ health, especially for families and children, and should be a priority alongside new development and economic growth. Mr. Zamora requested additional information on prior water-related approvals and asked the City to consider solutions such as home water filters, budget allocations, or other measures to improve quality of life for residents.

Veronica Arreola: a longtime resident of Adelanto and member of the community group Unidos por una Adelanto Mejor, highlighted community concerns about water quality, safety, and transparency. She proposed creating an Adelanto Water Committee to bring together city officials, experts, and residents to review data, monitor issues, and ensure public participation.

The committee aims to promote trust, open communication, and collaborative solutions to protect public health, emphasizing unity and cooperation rather than confrontation, and representing a historic step toward stronger city-community relations.

Eddie Torres: Policy Director with the Inland Coalition for American Justice, echoed community concerns about water quality in Adelanto and advocated for the reinstatement of the ad hoc water committee first established nearly three years ago. He highlighted past water testing that revealed contamination, particularly in high desert communities relying on groundwater, and emphasized the increasing urgency due to climate change and ongoing development. Torres presented a petition signed by nearly 1,000 residents supporting the committee and called for a public town hall to involve the community, stressing inclusivity for all residents regardless of voter registration status, so their voices can influence water quality decisions and ensure transparency.

Alexis de Jesus: representing the Center for Community Action and Environmental Justice, addressed the Adelanto City Council to highlight ongoing community concerns about water contamination and quality, including issues with brown, foul-smelling, or cloudy tap water and the presence of harmful chemicals like PFAS and PFOs. She emphasized that nearly three years ago, the City committed to forming a resident-led Water Ad Hoc Committee to improve transparency and community involvement, but it has yet to be established. De Jesus called for inclusive participation for all residents, including undocumented individuals, a clear timeline for forming and convening the committee, improved outreach, and increased transparency in water monitoring and testing. She stressed that clean water is a basic right and urged the Council to take concrete steps to restore trust and protect public health.

Regular Meeting
December 10, 2025
5 Bianca Oriana: a long-time Adelanto resident and local entrepreneur, addressed the City Council to express gratitude for their work while raising ongoing concerns about water quality in the community. She highlighted that poor water quality affects many families, including her own, and poses challenges for daily life and food preparation as a vendor. Oriana acknowledged that solving the issue will take time but emphasized the importance of residents’ voices being heard and working collaboratively toward lasting solutions. She stressed that clean water is a basic need and reaffirmed the community’s commitment to advocating for safe water until the problem is fully resolved.

Monica Acevedo: representing ICAJ and the community group Unidos por un Adelanto Mejor, spoke to the council about the urgent need for the creation of an Adelanto Water Committee. She emphasized that the committee is more than just a name or document—it is a crucial tool to ensure residents’ fundamental right to clean, safe, and accessible water. Acevedo highlighted long-standing community challenges, including lack of transparency, limited participation in decision-making, and the burden of buying expensive bottled water or filters. She stressed that the committee would allow residents, community leaders, and authorities to work together, review reports, ask questions, and follow up on issues to prevent future water contamination, ensuring the community’s health and security.

Magda Torrellas: addressed the council about the severe water quality issues in Adelanto, sharing personal health concerns and the burdens of constantly replacing water filters. She emphasized the urgency of taking action to protect residents, particularly children, from illnesses potentially caused by contaminated water. Torales also raised local safety concerns, including hazardous sidewalk conditions due to overcrowded driveways and speeding cars. Additionally, she extended community invitations for holiday events and expressed appreciation for law enforcement, noting the positive impact of the outgoing captain while hoping for a competent successor. She concluded with holiday greetings for all community members. Thank you Thank you, shipmate Appreciate it
Miguel Soto: called to express support for creating an ad hoc committee to address water quality in the city and also offered congratulations to Captain Lutz for his years of service with the Sheriff’s Department.
