6 • Vick Kumar discussed his academic and professional background in business and cybersecurity, noting his role in preparing the City of Adelanto proposal.

The team emphasized their extensive experience, long-term stability, and work with multiple cities, and stated their goal to be a long-term partner rather than just a vendor. They expressed enthusiasm about Adelanto’s growth and outlined plans to support the City with technology strategy, including AI implementation and cybersecurity, while building a strong working relationship with the City.

Mayor Reyes opened Public Comment at 2:52 p.m.

Diana Esmeralda- an Adelanto resident, expressed concerns about the City’s reliance on a single IT contractor to manage the entire department. She suggested separating IT security services (e.g., LAN/WAN) from day-to-day IT operations, which could instead be handled by in-house city employees to improve efficiency and reduce costs.

She emphasized the benefits of hiring local residents for IT roles, noting it could strengthen community ties and provide more reliable service. Diana also raised concerns about the long-term sustainability and risks of depending on contractors—particularly if contracts become unaffordable, potentially leaving the City without IT support.

Additionally, she questioned the “hidden costs” of contractors, such as managing external systems and services, and noted that the vendor appears to have multiple contracts with the City across different functions.

Mayor Reyes closed Public Comment at 2:56 p.m.

MOTION: Moved by Mayor Pro Tem Ramos seconded Council Member Evanss to approve the Professional Services Agreement with Data Net Solutions, Inc.in the amount of $297,006.
