City Manager Jessie Flores provided an update regarding preparation of the Fiscal Year 2026- 2027 Operating and Capital Improvement Budget. He reported that the draft budget had been completed and distributed to the City Council for review. Staff requested a one-month continuation of the current budget to provide the Council additional time to review the proposed budget, ask questions, and provide feedback prior to formal adoption. RECOMMENDATION: Request that the City Council approve and determine eligibility for organizations potentially eligible for a fireworks stand.

Mayor Reyes opened Public Comment at 1:12 p.m.

Kamel Campbell, a board member of Haven’s Future, addressed the City Council in support of the organization’s application for a fireworks stand permit. Campbell explained that Haven’s Future is a grassroots nonprofit focused on preventing unnecessary family separation, assisting families in navigating the child welfare system, and supporting reunification efforts. 19 City Council Minutes
Regular Meeting
June 24, 2026
10 Campbell noted that the organization handles highly confidential cases involving children, parents, court proceedings, and child and family services investigations, which limits its ability to publicly share details about its work. Fundraising opportunities, including participation in the City’s fireworks program, are therefore important sources of financial support.

Campbell shared an example of an Adelanto mother who received assistance through proceeds from the previous year’s fireworks stand and private donations. Haven’s Future was able to pay for the mother’s legal representation, which ultimately helped her reunify with her children and receive a settlement from the County. Campbell emphasized that Haven’s Future remains a grassroots organization and that proceeds from the fireworks stand directly support its mission and local families.

Sir a representative of I Am Love addressed the City Council to clarify the organization’s relationship with World Faith Vision Church regarding its fireworks stand application. The speaker explained that I Am Love originated from World Faith Vision Church and initially operated under the church’s EIN until obtaining its own EIN a few years ago. Because World Faith had historically submitted the fireworks application, the same process was followed this year. The speaker stated that there was no intention to misrepresent the organization and that, had they known I Am Love needed to be listed as the primary organization on the application, they would have done so. Moving forward, they will ensure that I Am Love is properly identified on future applications. The speaker acknowledged the Council’s responsibility to follow its established decisions and respectfully requested the Council’s consideration and grace regarding the application.

Diana, representing the nonprofit We Love Adelanto, addressed the City Council regarding the fireworks stand application process. She stated that she had considered applying for a fireworks booth but discovered she had missed the application deadline. She expressed concerns about fairness and consistency in the City’s application processes and felt that some applicants may be treated differently than others. Diana also commented that nonprofit organizations handling confidential information can still provide general statistics without disclosing personal information. She expressed support for I Am Love, noting its involvement in the Adelanto community, and encouraged the Council to reflect on how the organization had previously been treated and to ensure a fair and consistent process.

Mayor Reyes closed Public Comment at 1:17 p.m.

Michael Effman of Burrtec presented the annual solid waste rate adjustment and proposed Third Amendment to the Solid Waste Franchise Agreement.

The amendment included enhanced services intended to reduce illegal dumping and disposal of waste at unauthorized locations. The presentation included information regarding community cleanup events, bulky-item collection, organic waste requirements, SB 1383 compliance, and the annual rate adjustment.
