4. Water Production and Treatment
During this reporting period, the City of Adelanto produced 60.319 million gallons of water from six active wells. One of these wells (8G2) disinfects water at the wellhead prior to transmission to one of six water storage tanks. Four of these wells (1G, 3G, 4G, 8G) send water to the Water Treatment Plant (WTP) to treat iron and manganese. This treatment process consists of Iron and Manganese Filtration. Following treatment for iron and manganese, the WTP’s effluent is blended with water from the other wells and purchased water from Mojave Water Agency and the City of Victorville (as needed) in the City’s water storage tanks and distribution system. In June, 92.020 million gallons were purchased from MWA R3 connection and 9.892 million gallons were purchased from the City of Victorville due to an MWA R3 shutdown due to construction.
During this reporting period (May), the WTP treated 34.54 million gallons of raw water, and all samples were within acceptable ranges for iron, manganese, and other contaminants. In addition to weekly samples sent to Geo Monitor, Woodard & Curran’s staff takes daily samples to maintain process control, and these results are found in Table 4-1.

6.1 Projects
6.1.1 Water Meter Communication Unit Installation – Phase 2 The City's AMI program replaces manual meter reading processes with automated technology that improves meter reading efficiency, data accuracy, and customer service. MXUs (Meter Interface Units) allow water consumption information to be collected electronically, reducing manual field activities while providing more timely and reliable usage data.
The Phase 2 MXU installation project supports several long-term operational objectives:
Improved meter reading accuracy and billing reliability. Reduced labor requirements associated with manual meter reading. Enhanced ability to identify abnormal water consumption and potential leaks. Improved customer service through more timely access to water usage information. Foundation for future smart water utility applications and system analytics.
These improvements help modernize the City's water utility operations while supporting efficient management of water resources and customer accounts. This work builds upon the City's broader Smart Meter Reader implementation initiative
Phase 2 field installations commenced in June 2026 following project mobilization and coordination efforts completed in May. The work continued the City's transition toward a fully automated metering system and represented another milestone in implementation of the Adelanto AMI program. The installation of the final contractor installed equipment was completed in June, over 1600 communications devices were installed during this phase bringing the total installed to 8,665 across the system.
Water Field staff will work closely with Utility Billing staff in coming months to correct deficiencies and optimize the system to perform optimally.
6.1.2 Regional Urban Water Management Plan
On June 10, 2026, the Adelanto Public Utility Authority adopted the 2025 Mojave Regional Urban Water Management Plan and accompanying 2021 Water Shortage Contingency Plan, completing a regional planning effort that fulfills State requirements, strengthens long-term water resource management, and supports the City's future growth and water reliability objectives During 2025 and early 2026, the City of Adelanto participated in the development of the 2025 Mojave Regional Urban Water Management Plan, a regional planning effort that included multiple water agencies within the Mojave Basin. The regional approach allowed participating agencies to coordinate water supply planning, demand forecasting, conservation strategies, and long-term resource management efforts.
Planning activities included collection of land use data, customer water use information, distribution system data, energy consumption information, conservation program data, and forecasts of future growth and water demands. Coordination occurred among regional water retailers, consultants, and participating agencies to ensure consistency and compliance with Department of Water Resources requirements 59 City of Adelanto 10 Woodard & Curran, Inc.
Adelanto Water MOR 2026-066 June 2026
The RUWMP was prepared in cooperation with other governmental agencies and relied upon professional technical analyses, industry standards, and regional planning data. Public outreach and coordination activities were incorporated throughout the process, consistent with the requirements of the Urban Water Management Planning Act
6.1.3 Wellfield Flood Level Investigation
In December 2025, a significant wet weather event resulted in flooding and sediment accumulation within the Adelanto Well Field, causing damage to facilities and equipment serving Wells 14A, 14, and 4G. In response, the City has initiated an evaluation of the affected infrastructure and its relationship to the FEMA 100-year floodplain to better understand flood risks and identify measures to improve system resiliency. As part of this effort, a topographic survey of the affected area is scheduled for early July 2026 to support future mitigation and infrastructure planning efforts.
6.1.4 Short-Term Rehabilitation Projects
Flow meter calibrations to meet compliance requirements Internal inspection of water storage tanks

Adelanto Wastewater MOR 2026-06 June 2026
1. Executive Summary
The City of Adelanto Wastewater Treatment Plant (WWTP) and collection system continued to operate safely, reliably, and in full regulatory compliance during June 2026. Operational efforts focused on treatment performance, safety improvements, proactive maintenance, and system reliability. A major achievement during the month was completion of the recycled water reuse project, which significantly reduced the facility's potable water demand and will provide long-term cost savings.
Health & Safety
Safety remained a top priority, with staff participating in daily tailgate meetings, monthly safety training, and safety stand-downs. The team maintained full compliance with Woodard & Curran's SPARKS safety program. Startup Safety Audit efforts continued, with 82 of 167 identified corrective actions completed to date.
Regulatory Compliance
The WWTP maintained 100% regulatory compliance during June. All required sampling and monitoring activities were completed, and treatment performance remained well within permit limits, including average effluent concentrations of 3.9 mg/L BOD, 0.19 mg/L MBAS, and 3.1 mg/L Total Nitrogen.
Operations & Maintenance
The facility treated 98.1 million gallons of wastewater during the month, averaging 3.271 MGD. The recycled water project was successfully completed on June 24, reducing potable water use from approximately 168,870 gallons per day to 4,490 gallons per day and generating estimated annual savings exceeding $65,000. Staff completed 97 preventive maintenance activities, 46 inspections, and 10 corrective maintenance tasks to support facility reliability.
Collection System Management
The collection system experienced zero sanitary sewer overflows during June and remains at zero year-todate for 2026. Crews completed 16,123 linear feet of sewer cleaning and 11,169 linear feet of CCTV inspections. SmartCover® monitoring technology continued to support proactive system management and rapid response to potential collection system issues.
Financial Overview
Operating costs remained generally consistent with budget expectations. Major cost drivers continued to be biosolids handling and disposal and treatment chemicals. The completion of the recycled water project is expected to provide measurable operational savings moving forward.
Bottom Line
June was a successful month for the Adelanto Wastewater Department, highlighted by full regulatory compliance, zero sanitary sewer overflows, continued safety program progress, strong maintenance performance, and completion of a water conservation project that will provide lasting operational and financial benefits to the City

4. WWTP Operations
Influent flow for the month of June totaled 98.139 MG with a peak flow of 3367 GPM on June 1st.
All pH and electrical conductivity monitoring equipment was calibrated weekly, monthly, or as needed by plant staff based on the manufacturer’s recommendations and operational needs.
Operational highlights for the reporting period:
6/11/26: Put PortaCool swamp coolers into service in the blower building to cool blowers and prevent them from overheating due to extremely hot weather. 6/24/26: The optimization project to
produce recycled water for in plant use
was completed! The WWTP was able to
switch most of the water used at the
facility to recycled water which will
dramatically reduce potable water usage
at the facility.
o The recycled water is used
throughout the facility for various
processes that were previously
using potable water.
o The project will reduce measured
water consumption at the facility by
up to 100,000 gallons per day. This
could result in savings of over
$65,000 per year in water replacement costs alone, not including production and distribution costs for this water.
o In June before the change to recycled plant water was made an average of 168,870 gallons per day of potable water was used, after the changeover to recycled plant water 4,490 gallons per day were used.

5. Collection System Management
Zero sanitary sewer overflows occurred during the reporting period.
Zero sanitary sewer overflows have occurred during 2026. 6/17/26: Odor complaint received for 10460 Butte St.
Investigated upstream and downstream manholes, no sewer odors were detected. Staff spoke with resident and provided education on the sewer system. Locations at the beginning of a sewer line have limited air flow and can develop odor concerns due to limited sewer flowing through the pipe. Also, dry p-traps in a residence can allow smells to enter a residency. Area of sewer was cleaned to ensure no issues accumulated debris was causing issues.

The City of Adelanto utilizes SmartCover® monitoring
technology as part of its proactive wastewater collection system management program. Smart Covers are installed on key sewer manholes and critical collection system locations to provide real-time monitoring of wastewater levels and system conditions. These devices continuously transmit data and generate alerts when sewer levels rise above predetermined thresholds, allowing operators to identify potential blockages, inflow and infiltration issues, or developing overflow conditions before they become sanitary sewer overflows (SSOs).
The system enhances operational awareness, supports regulatory compliance, improves emergency response times, and allows collection system staff to prioritize maintenance activities more efficiently.
There was one high level alarm on Muskrat Avenue
immediately south of the lift station. No issue was
identified that caused the high level alarm and it was
resolved before staff arrived to investigate.
