REPORT TO CITY COUNCIL
DATE: APRIL 9, 2025
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: NATHAN HAMBURGER, CITY MANAGER
BY: JOHN TREICHLER, ADMINISTRATIVE ANALYST

LOUIS CELAYA, DEPUTY CITY MANAGER
SUBJECT: APPROVAL OF AGREEMENTS FOR CONTRACTOR SERVICES WITH BRENNAN FIRE & SECURITY, INC. FOR 1) THE INSTALLATION OF A NEW FIRE ALARM SYSTEM AND 2) FOR MONITORING AND

INSPECTION SERVICES
In 2018, the City began contracting with Brennan Fire & Security, Inc. to provide fire monitoring and annual inspections at the Recreation and Event Center and has continued to serve the City well.

The proposed agreements being brought to City Council for consideration are to add Brennan Fire & Security, Inc. at City Hall so they may provide the same services currently being provided at the Recreation and Event Center.

The current system by Simplex Grinnell is outdated and a recent assessment provided by Johnson Controls during a needed repair informed the City that moving forward it will be hard to find parts and circuit boards for necessary repairs, leaving the facility at a disadvantage as it pertains to safety concerns.

The first contract is for the installation of a new Potter Fire Alarm Equipment System which is $22,000 and will replace the current system. This will have a minimal impact on the aesthetics of the building as they are able to use the existing locations of equipment.

The second is a three-year $18,000 contract ($6,000, per year) and pertains to the monitoring and annual inspections that are required to ensure the facility remains in compliance and meets all necessary safety requirements.

Due to the two new contract amounts, including the current three-year $18,000 contract for the Recreation and Event Center, staff is bringing this request to City Council for consideration as it exceeds the City Manager signing authority.

The proposed agreements have been reviewed by the City Attorney and approved as to form.

FISCAL IMPACT
There is no direct fiscal impact for the current Fiscal Year 2024-25, because the $22,000 for installation was accounted for under Account # 012-4180-5682.00. The monitoring contract will continue to fall under Account # 010-4180-5430.00

RECOMMENDATION
Staff respectfully recommends the City Council approve the following:

1. Agreement with Brennan Fire & Security, Inc. for the installation of the New Fire Alarm System.

2. Agreement with Brennan Fire & Security, Inc. for Monitoring and Inspection Services; and

3. Authorize the City Manager to execute the documents on behalf of the city.
