PUBLIC PARTICIPATION (PUBLIC COMMENT
Option A: To provide public comments in person in the Council Chambers Members of the public may attend the meeting in person in the Council Chambers and speak or submit written comments on any item listed on the Agenda. To speak, complete a Speaker’s Card for each item and submit it to the City Clerk before the public comment period of that item. Public testimony is limited to three (3) minutes per speaker, and time may not be transferred to another person. Written comments submitted during the meeting will not be read aloud by the City Clerk.
Option B: To submit written public comments prior to the meeting Members of the public may submit written comments on any item listed on the Agenda. To ensure the City Council has time to review and/or consider the information prior to the meeting, please include the item number or topic in the subject line, and email [email protected] by 4:00 p.m. on the meeting date. Public comments are not read into the record by the City. Any comments submitted after the deadline may not be considered during the City Council’s deliberations or included in the official record. However, the public may attend the meeting to make or submit comments in person.

2. Approve Demand Warrant Register No. 943
RECOMMENDATION: Approve Demand Warrant Register No. 943.
3. Approve Rejection of Bid for Low Flow Storm Drain Diversion Project; NIB #25-02, and Request Authorization to Re-bid Low Flow Storm Drain Diversion Project; NIB #25-02B RECOMMENDATION: 1) Reject all bids received for the Low Flow Storm Drain Diversion Project; NIB #25-02; and 2) Authorize staff to re-bid the Low Flow Storm Drain Diversion Project; NIB #25-02B.
4. Approve Notice of Completion, with JT Construction Group, Inc., for Fiscal Year 2025-26 Concrete Repair Project; NIB #25-03
RECOMMENDATION: 1) Approve, and accept as complete, the work of JT Construction Group, Inc., for the Fiscal Year 2025-26 Annual Concrete Repair Project; NIB 25-03; and 2) Authorize the Director of Public Works to sign the Notice of Completion for the project and authorize the City Clerk to forward the Notice of Completion to the County Recorder for recordation.
5. Approve First Amendment to Agreement for Consultant Services, with Berg & Associates, Inc., for Construction Management Services Related to the Ladyface Greenway Project RECOMMENDATION: Approve the First Amendment to the Agreement for Consultant Services, with Berg & Associates, Inc., for Construction Management Services related to the Ladyface Greenway Project.
6. Approve Seventh Amendment to Agreement for Design Professional Consultant Services, with Kimley-Horn and Associates, Inc., for Additional Engineering Design Services and Term Extension for the Kanan Road/Agoura Road Ultimate Intersection Improvements Project
RECOMMENDATION: 1) Approve the Seventh Amendment to the Agreement for Design Professional Consultant Services, with Kimley-Horn and Associates, Inc., and 2) Authorize the Mayor to sign the Amendment on behalf of the City Council.
7. Approve Agreement for Contractor Services, with Agoura Pony Baseball, for Improvements and Use of Recreational Facilities at Old Agoura Park
RECOMMENDATION: 1) Approve the Agreement for Contractor Services for Improvements and Use of Recreational Facilities at Old Agoura Park, and 2) Authorize the Mayor to sign the agreement on behalf of the City Council.

10. Adopt a Resolution Appointing Ray Taylor as Interim Community Development Director RECOMMENDATION: Adopt Resolution No. 25-2120; A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AGOURA HILLS, CALIFORNIA, APPOINTING RAY TAYLOR AS INTERIM COMMUNITY DEVELOPMENT DIRECTOR PURSUANT TO GOVERNMENT CODE SECTION 21221(h).
11. Adopt a Resolution Approving Measure W Safe, Clean Water Program Regional Transfer Agreement No. 2024RPNSMB01 between the City of Agoura Hills and the Los Angeles County Flood Control District RECOMMENDATION: Adopt Resolution No. 25-2121; A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AGOURA HILLS, CALIFORNIA, APPROVING MEASURE W SAFE, CLEAN WATER PROGRAM REGIONAL TRANSFER AGREEMENT NO. 2024RPNSMB01 BETWEEN THE CITY OF AGOURA HILLS AND THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT.
12. Adopt ADU Ordinance No. 25-481
RECOMMENDATION: Adopt Ordinance No. 25-481; AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF AGOURA HILLS, CALIFORNIA, AMENDING ARTICLE IX (ZONING) OF THE AGOURA HILLS MUNICIPAL CODE TO REPEAL AND REPLACE THE ADU REGULATIONS IN SECTION 9283, AMEND RELATED DEFINITIONS IN SECTION 9120 CONSISTENT WITH STATE LAW, AND AMEND SECTION 61005 TO CLARIFY SHORT-TERM RENTAL PROHIBITIONS; AND MAKING A DETERMINATION OF EXEMPTION UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA).
13. Adopt Protected Tree Ordinance No. 25-482
RECOMMENDATION: Adopt Ordinance No. 25-482; AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF AGOURA HILLS, CALIFORNIA, AMENDING THE AGOURA HILLS MUNICIPAL CODE TO CONSOLIDATE ALL PROTECTED TREE REGULATIONS INTO SECTION 9657 AND UPDATING THE CITY’S PROTECTED
TREE REGULATIONS TO STREAMLINE PERMIT PROCESSING, PRIORITIZE THE RETENTION OF
INDIVIDUAL TREES, INCENTIVIZE THE PLANTING OF NEW PROTECTED TREES, INCLUDE THE
CALIFORNIA SYCAMORE AND SOUTHERN CALIFORNIA BLACK WALNUT AS PROTECTED TREES, AND MAKE OTHER AMENDMENTS; AND MAKING A DETERMINATION OF EXEMPTION UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT.

The Regular City Council Meeting of December 24, 2025, has been canceled. The next Regular City Council Meeting will be held at 6:00 p.m. on January 14, 2026, in the Council Chambers of the Civic Center. The Civic Center is located at 30001 Ladyface Court, Agoura Hills, California.
