CITY AQUATIC CENTER OPTION
AUSD partnership
• AUSD included 50% cost of rebuilding Emma Hood in project list for June 2022 bond. This is listed as $7.5 million and the project will only move forward if a private/public partner funds the other 50% up to $7.5 million. • This option requires discussion regarding the agreement parameters for shared use of the facility and maintenance costs.
• Likely City’s hours will be similar or less than current use • This time includes all aquatic organizations that rent pool time plus ARPD programs • Scheduling challenges to have enough pool time to meet all needs. • ARPD year-round programs
• Local organizations have increased membership
• AUSD requiring more time than ever with more students participating

CITY AQUATIC CENTER OPTION
City-owned Site
• Locations could include Alameda Point Regional Sports Complex or area west of the O’Club
• Concept design could be adapted to a different location • Benefits:
• More time for community groups, ARPD programs and high school teams since they would have full use of high school pools and could rent unused time for additional revenue
• Direct cost management to control costs
• Examples of other cities of comparable size with city-owned pools • AUSD Partnership: Up to $7.5 million
• City-owned Site: $20 million (without natatorium)
• Financing Options
• Future City revenue measure
• Combination of available General Fund surplus and American Rescue Plan Act reimbursement funds
• Certificate of Participation (COPs), possibly through a Public Private Partnership. A design, building, finance model. Annual debt service would be a rough estimate of $1 million annually over 30 years for a $20 million project.
