4 City/Alameda Unified School District (AUSD) Issues
4-A: Revenue Measure Update – June 2022 (AUSD)
Khan: district working on revenue measure for June 2022 ballot. Board has not made any decisions yet. Potential project list presented to Board is heavy on secondary schools, and athletic facilities for the two high schools. Joint athletic proposal site former Lum School and the field behind Wood School. Potential bond is approximately a $298 million bond. Project list so far adds up $350 million to narrow down to $298 million. Process should be complete next 2-3 weeks. Board needs to decide by next board meeting Feb. 22 or 23. To pass resolution in order to put on June ballot.
Williams - Stated community workshops to get input on bond priority and public interest were being held.
Khan – Pools – Master Plan includes replacement of pool s. Staff’s recommendation to narrow down to $350 m illion. Board has not taken action yet.
The City does not include swimming pools.
Daysog – Questioned what type of bond tax - door tax or parcel tax Khan – for school one choice citizens pay off the board next 29-30 yrs. Part of prop tax.
Kahn: Assessed value of property. Not based on parcel. Cannot exceed $55 or 60. Public Speaker: Linton – why has pool not been included in 350 m figure? Khan –Board not taking action yet. Classroom improvement is first priority. Wood & Lincoln schools need modernization. Alameda High s eismic work was done in buildings C& D. Same with Encinal High, neither Encinal or Alameda High Schools have all weather fields. Not enoug h facilities for Title 9. Simple prioritization was followed when estimating cost.
Knox White: Staff to prioritize other sports over swimming issue. Khan: No all-weather fields. Swimming will be tight .No funds from state for doing non classroom activities. Classroom to modernize, if board goes with bond, we will get matching funds. Would City be interested in partnering with school on the pool. Knox White: Tried long time to partner with school.
Scuderi: in order to spread rev ene around to get major pr ojects completed - looking for financial partnership. 2/3 goes t o classroom modernization, 1/3 to non classroom projects. Some kind of cost sharing with pool, would like to consider that if there was a will.
Little: tension on how we are making a decision. Having to prioritize one aspect over the other. Community members are wanting to use facilities for other than schools. What can City contribute or support when it involves more than just the schools but involves the community.
Daysog: encourage C ity st aff /council to find ways to partner with AUSD.
Recognize we have been doing so with the pool issue or otherwise. Believes in the 1970’s city halls across CA were figuring out what property tax is 25 cents to the $1. Most cities 15 – 18 cents to $1. Reason why we have 25c on the dollar - we had argued that US N avy was back filling most of the money. Can’t reverse that now. But we feel we have an obligation to work with AUSD . Will check with City Attorney. City has reaped a premium where other cities have not. Williams: Khan can start sharing architects’ design with City staff. Community input on what priorities will be. We’ve talked about this many times. Partnership maybe moving forward.
Scuderi: good idea. There is flexibility on how to put projects in bond. Knox White: two years ago had huge conversation. If school wants school based pool then AUSD does. But if broader community, C ity should help. If community based, pools are more important than more socc er or football fields. Make sure bond takes into consideration climate and transportation priority. Design commitments are designed to make those. One of the biggest impacts transportation network. Congestion is number one concern. Hopefully we can come to a conclusion that both the Board and the C ity and say yes this is a good idea.
Little: Likes the idea of contingency set of dollars. Looking at various aspects of bond. Pool is primarily dedicated for student s’ use, we know it will not just be for students. Look to see if private pools could offset some of pressures. Knox White recusing himself
4-B: Pool Closure Discussions with County (AUSD)
Khan: two discussions with C ounty. Encouraging. Big ask is how B oard decides on future of potential pool at AHS. If pool makes it to final project list, then easy with County. If not, then unfortunately, This will come to an end. Little: inequities on West end. Ruby Bridges was recently closed. Can we have conversation on how we can help support that community in a city school type partnership.
Williams: met with Mayor re vaccine clinic Jan 29 th. Will use that opportunity to better serve families on West End.
Beaudin: Jan 29th Mastick at 11 am for boosters and get the word out to community Daysog: Point Little raised re inequities on west end, what is next step. Little: Would like an update. Great that there is a meeting today at 1pm with vaccine task force.
Davis: No vast difference of East and W est end schools. High ra tes across the board. Not just West End.
Daysog: Franklin Park and Lincoln Park discussions.
Wooldridge: Background for group – two pools at Franklin and Lincoln on City property built by private funds and run by Alameda Swimming Asso. for nearly 60 years. City working thru process to renew long term lease. Surplus Lands Act has an exemption for recreational facilities. High level concerns to Council to see what they want from negotiations. Mentioned on staff level – could these pools service broader community aquatic need – yes but challenging. Small pools, neighborhood pools. Footprint of pools is very limited on ADA access. Would have to be rebuilt to comply with current standards for public pool.
Little: Any public use of pools at this time
Wooldridge: some. T uesdays and Thursdays for nonmembers and seniors.
Kindergarten swim 100 -150 students for swim lessons. Remainder is member access. Ideas to broaden their use to not just members. Little: Lease expired and asking to extending lease.
Wooldridge: yes unless other direction from council on Feb. 15th.
Public Comment:
Linton: school district taking pools for their own use, where does the public go who doesn’t have access to pool? Where do they have access to swim in Alameda? Wooldridge: during City managed time in school pools.,
