Re: RFP for On-Call Structural Engineering Services
City of Alameda, California
Dear Tawfic,
Forell | Elsesser Engineers (F|E) is pleased to submit our response to the RFP for On Call Structural Engineering Services for the City of Alameda. We are very excited about the opportunity to work with the City of Alameda to construct safe and functional facilities, and to improve existing infrastructure that is enormously critical for the safety and wellbeing of the residents and community of Alameda. We hope to be able to provide our structural engineering expertise to assist the City of Alameda in achieving a safer and more sustainable built environment.
Our firm has been in continuous practice since 1960. We have a diverse portfolio of work in designing new structures and retrofitting of existing buildings and other structures, including water conveyance systems, transportation structures, and other non-building structures. Our range of services includes analysis, design, evaluation, seismic risk analysis and loss estimation, condition assessment, post-earthquake damage assessment, peer review, and plan review services. Over the years we have worked on hundreds of seismic evaluations and retrofit projects for various structural functions, including many mission-critical facilities, academic buildings and civic facilities. We have deep knowledge of structural material properties and repair solutions for structures in challenging environments, to arrest and/or slow down their deterioration. We have staff members that live near and in Alameda and we have completed projects there in the past. It is important to us to be part of improving the infrastructure and communities that we are a part of.
As a certified Small Business in State of California, F|E has a nimble operational model and is capable of shifting resources to meet various project needs. We are strong project leaders and hold ourselves and our consultants accountable to meet our clients’ cost and schedule targets. We have held numerous As-Needed, On-Call, IDIQ and Master Task Agreement contracts as Prime consultant for various public clients and have been able to meet the fluctuating demands of those projects.

RFP – On Call Structural Engineering Services
160 Pine Street, 6th Floor
San Francisco, California, 94111
415 837 0700 | FORELL.COM
Our team of structural engineers has a thorough knowledge of the codes and standards that would be applicable to the any of the various tasks as part of the On Call services. One of F|E’s core values is continuous learning, and we encourage our staff to actively participate in professional associations to expand their knowledge of seismic performance and design. Many of our staff are currently active members and leading national and local committees that develop the building codes and Standards used by the City of Alameda for design, evaluation, and retrofit, including ASCE 7, ASCE 41, and ATC.
We are problem solvers and our approach to structural engineering is to think broadly, with multi-disciplinary thinking, leading to integrated and efficient designs. Our diverse portfolio of work and the depth of our experience, enable us to pivot from solving the most complex structural engineering challenges to the more routine problems, with customized solutions. We understand the project sponsors’ challenge of stretching their dollars to meet multiple, and often competing, objectives. We develop structural engineering solutions that render the highest level of structural performance for the available dollars.
We hope our proposal demonstrates our team’s extensive relevant experience and technical capabilities. We look forward to discussing our credentials in person and hope to have the opportunity to work with the City of Alameda.
Sincerely,
FORELL | ELSESSER ENGINEERS
