Mayor Ashcraft & City Council Members,
On behalf of CASA, please find the attached letter in support of City Council strongly considering RAIN as a future tenant for Building 19 at the Alameda Base.
CASA recognizes both Saildrone and Rain as mission-driven, advanced cleantech organizations with a deep commitment to the environment, and would like to see both of these firms thrive in Alameda. However, given Rain's intended use of Building 19 and its Air Tower as an excellent example of adaptive reuse, as well as one that is essential in order for this well- funded start-up to remain in Alameda, we support their long-term tenancy, on their own or through a shared relationship on-site between the two companies.
Thank you, as always, for your leadership!
Best,
Debi

Subject: [EXTERNAL] Building 19 Monarch St. Spirits Alley Agenda item violates Council direction.
Date: Tuesday, September 6, 2022 3:29:08 PM
Hello City Clerk,
Please enter this email into record and read to the Council:
Hello City of Alameda Council Members,
Staff has violated Council direction by placing Bldg. 19 (The Tower) on tonight’s Agenda. At the July 12, 2022 Council meeting staff was given direction to take into account the consultants report that has yet to be completed, as well as taking into account evidence submitted by Building43Winery. This evidence, regarding Spirits Alley and Monarch St., is to be discussed at the scheduled September 9th, 2022 meeting between Building43Winery and the City Manager/staff.
The City Manager clearly restated this direction at the roughly 5:40 hour mark at the July 12, 2022 meeting.
Please task staff to remove this Agenda item and table until October as directed.
Thank you,
Tod Hickman

Re: Agenda Item 7-C 2022-2268 - Building 19
The businesses located at Alameda Point have been an economic boost for Webster Street and Alameda Landing, both within WABA's business improvement district.
Understandably, these leasing contracts have many details and have been handled by professionals. Saying that, please consider an alternate solution to the leasing of Building 19 that would allow long term stability and growth for Saildrone and Rain, two amazing forward thinking operations. Please review this as an opportunity to retain both businesses at Alameda Point. A win/win for all!
If WABA can be of any assistance, please let me know. Thank you in advance for your consideration of this request. Linda

Subject: [EXTERNAL] Lease of 2175 Monarch Ave
Date: Tuesday, September 6, 2022 9:33:04 AM
Hello City Council,
My name is Andrea Dunlap, a resident of the City of Alameda, and I am writing to express support for Rain Industries to lease Building 19 (tem 7-C on your September 6th 2022 agenda). I learned about this new business operating from Alameda Point via an article on the front page of the Alameda Post this week. Many of our neighbors and friends were discussing the company, the incredible mission it has, and how we would love to have such a company join our island. I also spoke to a fellow parent who mentioned Rain took it upon themselves to provide a hands-on STEM day camp for 7-9 year olds and their information was texted around excitedly by a lot of parents. Any business that goes out of their way to provide outreach for children is a great business for the community of Alameda, where we have any number of companies doing innovative and important work but have their doors quite closed to the public.
From what I understand, Rain's work to combat climate change with autonomous firefighting drones would be greatly accelerated by use of the former air traffic tower at 2175 Monarch street. A lease to Rain would also continue the legacy of the building (and Alameda itself) on the forefront of pioneering aviation projects. The tower is poised on the edge of the Seaplane Lagoon—where the first trans-Pacific flights took off from—and in the midst of the hangars that were so critical to the effort of our citizens during WWII. The frightening pace of climate change demands that same level of effort and urgency that our brave population—men and women, black, brown and white—rallied for the war effort back then.
This council has the opportunity to bring an incredible partner that this community cares for, a partner that in its short time here has made a strong presence in the educational community, and to facilitate what could be the end of catastrophic wildfires. I hope you will approve their application.
Thank you!

Subject: [EXTERNAL] Letter of Support for Rain to lease Building 19 at the former Naval Air Station, Alameda Date: Friday, September 2, 2022 9:53:21 PM
Dear Mayor and City Council,
My name is Brian Bjelde, Vice President of Human Resources at SpaceX, and I am writing to express support for Rain Industries’ application to lease Building 19 at Alameda Point.
I have been with SpaceX for over 19 years. During that time I have worked as an Avionics Engineer, Mission Manager, Product Director for the Falcon 1 Launch Vehicle, Senior Director of Product and Mission Management, and since 2014 I have been the Vice President of Humans Resources for SpaceX.
When Max told me that the city approved Rain’s integrated testing at Alameda Point, I was excited for Rain. Having worked at SpaceX for nearly two decades, I know first-hand how crucial rapid-iteration is for a company focused on deep technology.
In the earlier years of SpaceX, we were forced by external factors to conduct our research and development on the Pacific island of Omelek, part of the Kwajalein Atoll in the Republic of the Marshall Islands. Despite the incredible progress SpaceX has made, I sometimes wonder what progress we would have made had we not lost 4 years of having to have remote operations with our engineers and technicians working so far away from their homes. ] Rain is extremely fortunate to have found itself in the hands of a forward-thinking city council who guide the development of the retired naval air station; a location perfect for flight testing considering the runways outside the controlled airspaces of SFO and OAK, and in the heart of the Bay Area surrounded by large talent hubs such as San Francisco, Oakland, Berkeley, and Alameda.
This is a pivotal moment in Rain’s history. This Air Traffic Control Tower, thanks to its view and proximity to the airfield, would unlock an unrivaled pace of research and development for the company that simply does not exist elsewhere in the Bay Area. Without the tower, the company may need to relocate outside of the Bay Area and lose the incredible resources and talent available to this island.
Thank you for considering Rain as a tenant for the Air Traffic Control Tower and I hope you see the incredible opportunity that Rain can bring to Alameda and the state of California.
Regards,
Brian

City
Council
meeting
September
6,
2022
Agenda
Item
7-C,
Building
19 lease
proposal
I
recommend
that
you
postpone
a
decision
on
leasing
Building
19 until
you
have
evaluated
the
alternative
of
selling
the
property.
At
the
July
12 City
Council
meeting,
leasing
proposals
for
Building
19 and
Building
11 were
presented.
Under
discussion,
Mayor
Ezzy
Ashcraft,
Vice
Mayor
Vella,
and
Councilmembers
Knox
White
and
Herrera
Spencer
all
stated
that
they
would
first
like
to
a
have
a
discussion
about
leasing
versus
selling.
As
pointed
out
by
Councilmember
Knox
White,
the
plan
for
the
former
base
has
always
been
to
build
out
the
infrastructure
in
order
to
get
the
land
off
the
City’s
rolls,
get
it
into
private
ownership
and
on
the
tax
rolls.
The
recently-started
infrastructure
project
on
West
Tower
Avenue
and
surrounding
streets
illustrates
why
selling
property
should
take
priority
over
leasing.
The
entire
infrastructure
project
is
being
funded
by
building
sales,
not
lease
revenue.
The
prospective
tenants
of
Buildings
19 and
11 are
all
fine
companies.
But
it
is
not
the
City’s
goal
to
be
running
a
start-up
incubator
business
park
at
Alameda
Point.
Leasing
property
to
start-up
companies
is
the
business
of
real
estate
developers.
Continuing
indefinitely
to
lease
buildings
on
streets
with
sketchy
infrastructure
is
not
a
good
plan.
The
only
way
to
get
major
blocks
of
street
infrastructure
replaced
is
with
major
infusions
of
cash
through
sales,
not
time
payments
of
lease
revenue.
And
beyond
the
backbone
street
infrastructure
is
the
looming
cost
of
the
levee
system.
Lease
revenue
won’t
pay
for
that
either.
Best,
Richard
