Good afternoon Mayor Ashcraft and esteemed Council Members
I wanted to voice support in principle for Astra in their request for a long term lease of building 360.
As a long time small business owner, I can attest to the stability such leases, if affordable, can bring to a company and the enduring benefits to the surrounding community.
However, there are two issues of concern that I think are worthy of discussion.
1. If Astra is granted this long term lease, will it take the pressure off of Sustainable Technologies? In the article here https://therealdeal.com/sanfrancisco/2022/03/01/rocket- scientists-hit-speed-bump-in-plan-for-alameda-expansion/ it would appear that Astra wants to dislocate another long time Alameda small business that has been a part of the community for over twenty years. It does not seem unreasonable to ask Astra to coexist and share with their smaller neighbors.
2. I would like to understand at what threshold the PSA requirement outlined in clause 26.4 page 35 of the draft lease with Astra kicks in. What constitutes a “covered construction project”? It seems unduly onerous to require a tenant to look after a building while at the same time tying their hands to act timely on basics like electrical, plumbing, painting, and concrete work that can be performed by many local licensed contractors in and around Alameda. Encouraging use of local licensed contractors would seem to make sense if the goal is to keep properties in good shape while putting money back into the local community.
Furthermore, many businesses have staff tasked with building maintenance to ensure ongoing safe and uninterrupted business operations. Would this clause essentially kill those skilled jobs?
It’s a vague clause that could set a bad precedent for businesses of any size.
Unless it’s heavy construction in the millions of dollars, the requirement seems a bit over reaching.
Thanks as always for your time, consideration, and service.
Best regards,
Liz

The following email is from Jennifer Williams, President of the AUSD Board of Education:
Dear Mayor Ashcraft, Vice Mayor Vella, and City Council members:
I am writing tonight in regards to item 7 – F on the City Council agenda, the lease between the City of Alameda and Astra Space Operations, Inc. ("Astra").
Over the last year, Astra has been a strong partner with the Alameda Unified School District (“AUSD”). I am currently in the process of working with Astra to create a task force that will create an internship program for AUSD students, and expand curriculum opportunities in the area of STEM work for not only our high school students but our younger learners as well.
Last month, I had the opportunity to attend a presentation by Astra's current college internship attendees, showcasing the work they did over the summer at this amazing organization.
College attendees participated from across the United States, and the work they did on space innovation was nothing short of amazing.
Astra is committed to engaging in this work right here in Alameda for our high school students who are interested in science, physics, and space exploration.
This
partnership, moving forward, will open doors for AUSD students in ways that have not occurred in our community.
Astra's leadership has shown a commitment to our
students and to our community that I am deeply grateful for, and feel honored to be a part of.
Please consider Astra's commitment to our students tonight when considering approval of this lease. I strongly support approval of this item, and look forward to an ongoing relationship with Astra as we all serve the best interests of our students.
Thank you for considering my input this evening.

RE: Support for Agenda Item 7-F – Negotiate and Execute Lease with Astra Space, Inc. for Building 360 at Alameda Point
Dear Members of the City Council:
Community Action for a Sustainable Alameda (CASA) is a community-wide coalition dedicated to raising awareness, mobilizing community action, and facilitating the implementation of the City’s Climate Action and Resiliency Plan and more generally to increase community sustainability and well-being.
Members of our steering committee have toured the Astra site, as we are neighbors through our Resilience Hub project at the Alameda Maker Farm (adjacent to the Alameda Point Collaborative). Astra staff have also participated in our community events, such as the SF Bay Hope Spot monthly clean ups at the Sea Plane Lagoon.
We support the long-term lease of Building 360 to Astra for the following reasons:
1. Astra is a mission-driven organization dedicated to “improving life on earth from space.” They assist organizations like Planet to provide satellite data that helps businesses, governments, researchers, and journalists understand the physical world and take action.
2. Their operation provides an excellent example of adaptive reuse. The buildings that they occupy were designed for building and testing Navy plane engines. The thick walls and sound-proofing are now perfect for testing their smaller rocket engines. The buildings and grounds are contaminated and Astra has committed resources to clean up the buildings and to support the Navy in remediating the soils.
3. Astra seeks to be a good neighbor and provide a variety of jobs in manufacturing, engineering and design. They support their employees in commuting by ferry, bus and bike.
We support Astra in making Alameda its long-term home.
Sincerely,
Ruth Abbe, Steering Committee

Re: Astra Space, Inc. Lease Extension – City Council Meeting Item 7-F, September 20, 2022
Honorable Mayor Ashcraft:
On behalf of the Governor’s Office of Business and Economic Development (GO-Biz), I write to share additional insight into the role Astra Space, Inc. (Astra) plays within the California aerospace, commercial space and advanced manufacturing ecosystem as the Alameda City Council considers extending Astra’s lease at Alameda Point at the upcoming September 20, 2022 council meeting.
California is home to nearly one-third of all American space tech companies that have received more than 85% of the total venture-based capital invested in U.S. space-related companies this year. And to further perpetuate this growing industry sector, Governor Gavin Newsom recently announced the formation of a new Space Industry Task Force, under the direction of GO-Biz, that will work to attract and catalyze new businesses while also helping to support and expand existing aerospace and commercial space companies in California.
Astra was recently awarded a $25 million tax credit through the state’s CalCompetes program to expand its skilled workforce by over 600 full-time employees and invest $300M to increase their manufacturing and research & development capabilities at their facilities in Alameda. They are contributing to California’s role as the global leader in the aerospace, defense and space technologies sectors that currently generates more than $66 billion in annual economic activity and billions in state and local taxes.
GO-Biz continues to assist Astra in navigating state incentive programs and will continue to work with them to explore future expansion opportunities in California. Astra continues to be a valued and innovative member of California’s commercial space industry, and we believe they will continue to make valuable contributions to the sector, community and workforce driving our economy. As GO- Biz Director Dee Dee Myers stated in June of 2022, “Companies like Astra and Relativity represent the best of California’s innovation economy. In addition to these two awards, we look forward to supporting regional economic development initiatives across the state that are community-led and with a focus on space.”

As the state continues to invest in our talent, our innovative companies, and our communities, we are encouraged by opportunities like this, which will enable companies like Astra to continue building on their past successes, enabling a workforce of the future and fostering additional opportunities.
We would like to thank you for your consideration of the lease extension and we look forward to working with your team to support Astra’s growth at Alameda Point.

Dear Mayor and City Council:
As an Alameda native, with 3 children in school right down the street from Astra, it is a huge advantage to have Astra at the base! Not only is it an enjoyable and fun work environment, but the location also allows me to pick up my children from school as needed, reduces my commute time (and carbon footprint), and allows me a flexible schedule so I can work from The Local, The Beanery, or Julie’s Teas. Astra supports local businesses by going for team lunches and happy hours, catering with local bakers and caterers, and generally bringing awareness of the many amazing businesses in Alameda. If Astra were not permitted to stay at the point I could be forced to find another job to maintain a close proximity to my children, which would be devastating for my family.
I fully support Astra’s continued growth and long term occupancy in Alameda. As a CalCompetes awardee, Astra has been established by the state as a key employer providing quality jobs in the manufacturing and technology sectors. Astra has demonstrated its commitment to fostering a safe environment and has directly addressed questions and concerns related to public safety. They have actively engaged in the community, initiated collaborations with local educators to create STEAM curriculum from elementary through college, and formed alliances with organizations to source and hire local Alameda residents and diverse groups such as veterans and persons of color. As a publicly- traded company, Astra brings the financial strength, demonstrated product capability, and growing pipeline that will also attract more creative, innovative businesses to the Point, which is aligned with the long term objective of job creation and development in the Enterprise District.
Please vote YES To approve the long-term leases at Alameda Point and keep Astra in Alameda!
Thank you.

Astra Space Mitigation and Monitoring Measures
Building 360
Alameda Point, Alameda, California
Dear Madam Mayor and City Council:
Langan Engineering and Environmental Services, Inc. (Langan) is providing this letter to the City of Alameda to document our technical observations and opinions 1 on the environmental mitigation and monitoring measures completed and continuing by Astra Space Operations, Inc. (Astra) for their commercial use of Buildin g 360 located at Alameda Point. Langan has been retained by Astra since June 2018 to support their mitigation and reuse of Building 360. Astra is leasing additional buildings in the vicinity.
Langan has been providing integrated engineering and environmental consulting services for over 50 years and specifically in the Bay Area (as both Langan and Treadwell & Rollo, Inc.) for over 30 years. The Langan team includes state registered professional engineers and geologists and certified hydrogeologists with expertise in soil vapor mitigation and groundwater cleanup. Langan has been providing environmental en gineering support to the Alameda Point Site A redevelopment project since 2014. Personally, I have over 30 years of experience in environmental consulting and have been leading military base redevelopment teams for over 20 years building on previous experience as a consultant.
In 2018, Astra started the environmental assessment and mitigation required to lease a portion of the approximately 180,000 square-foot Building 360 from the City of Alameda. In 2021, Astra expanded environmental efforts in order to lease the entirety of the building. Building 360 is located in a portion of Alameda Point that has not yet transferred to the City and remains U.S.
Department of the Navy (Navy) property. Building 360 formerly served as an aircraft engine facility, and historical activities within the building have reportedly included painting, blasting,
1 It should be noted that Langan’s assessments are based on professional services performed by Langan in addition to information provided by others. Our opinions are therefore contingent on the completeness and accuracy of data and information provided by others and could change as new information becomes available.

degreasing, solvent cleaning, and plating of aircraft parts2. Building 360 is located over a portion of a groundwater plume that contains volatile organic compounds (VOCs ) which may volatilize into soil gas and can intrude into building spaces. The Navy is in the process of cleaning up the groundwater to remove VOCs.
Prior to leasing the building, Astra installed a vapor mitigation system (VMS) to comply with applicable land use restrictions. The VMS consists of an engineered slab sealant designed to be impervious to VOCs in soil gas/vapors potentially beneath the building slab, that required sealing cracks that may be present in the concrete floor prior to application. The VMS design for Building 360 was presented in the Building 360 Vapor Intrusion Mitigation Design Plan 3 which was submitted to, commented on, and approved by the Federal Facility Agreement (FFA) signatories.
The FFA signatories include the Navy, U.S. Enviro nmental Protection Agency (EPA), California Department of Toxic Substances Control (DTSC), and San Francisco Bay Regional Water Quality Control Board. The plan also presented the required sub-slab soil gas and indoor air sampling plan and operation and mai ntenance (O&M) plan required to support VMS system operation and continued building occupancy.
Astra initially occupied the southern portion of Building 360 through installation of the VMS and erection of a barrier wall to create a work space mitigated against vapor intrusion. Astra partnered with the City and FFA signatories to develop a heath protective and approvable VMS design. The project team considered regulatory agency comments and resolved issues through virtual and on-site meetings prior to completing the VMS installation and pre-occupancy monitoring. On June 7, 2019, the southern portion of Building 360 was approved by the FFA signatories for occupancy.
VMS monitoring for the southern portion of the building includes quarterly ambient and indoo r air, sub-slab and soil gas sampling for VOCs and methane and continuous indoor air monitoring for trichloroethene (TCE).
Astra expanded into the northern portion of Building 360 upon receipt of FFA signatory approval on March 11, 2022. Astra followed a similar approach to developing an expanded VMS design and installation methods presented in a Building 360 Amended Vapor Intrusion Mitigation Design Plan4 submitted to the FFA signatories. In addition, prior to beginning shell condition improvement work wit hin the northern portion of Building 360, a review of existing indoor air data was conducted. Although existing indoor air concentrations were protective of temporary worker health, Astra implemented an interim mitigation and monitoring program during shell condition improvements and installation of the VMS . This program included continuous air monitoring for total VOCs, TCE, and methane and reporting a weekly summary of air monitoring results and response actions, if applicable , to the FFA signatories . It is our opinion that Astra’s

continued monitoring of the indoor air during shell improvements and VMS installation to protect the health of contractors and visitors exceed typical requirements.
Throughout this process, Astra has also continued regular monitoring of the occupied southern portion of Building 360 and expanded the monitoring to the northern portion of Building 360 for employee and visitor health protection. Astra’s efforts have succeeded in improving the Building 360 interior and exterior conditions transforming Building 360 from an unused, dilapidated shell to a vibrant work space with the health of building occupants considered during each step of the process, including continued monitoring of the indoor air. The specific actions that Astra Space has conducted and will continue to perform include:
Hazardous materials abatement (asbestos and lead-based paint) and demolition Containerization and sampling of generated wastes, including voluntary containerization and sampling of concrete dust generated during building slab preparation activities Air monitoring for protection of construction workers and building occupants o Continuous air monitoring for total VOCs, TCE, and methane during shell condition improvements to protect workers
o Daily air monitoring for TCE within the occupied space In Langan’s professional experience this monitoring frequency is highly atypical and conservatively protects the health of sensitive or vulnerable populations Quarterly air and soil gas monitoring for VOCs since May 2019 to confirm continued protection of building occupants including up to 42 air and eight soil gas locations
Increased worker protection during potential dust generating activities, including donning of Tyvek suits and half-face respirators
Vapor intrusion mitigation including
o Installation of a vapor barrier coating (Retro-Coat) designed to inhibit vapor migration into the building and protect building occupants and the voluntary addition of a second membrane (Drago Wrap) at pits or vaults prior to infill o Sealing of crawl space access from within Building 360 Coordination with DTSC, USEPA, RWQCB, City of Alameda, and the Navy during each step of building rehabilitation and occupancy, including compliance with the City’s Site Management Plan (SMP).

By completing these building improvements and mitigation measures, it is our opinion that Astra has improved and continues to improve the building interiors to protect human health with air monitoring as a confirmation measure, as such we strongly suggest you vote YES to item 7-F on the September 20 th 2022, City Council Meeting Agenda . Dear Honorable Members of the Alameda City Council-
On behalf of the Bay Area Council and our over 300 members, I write to urge you to approve Astra Space Operations, Inc.’s (“Astra”) long-term lease at Alameda Point. The Bay Area Council is an employer sponsored public policy and advocacy organization dedicated to solving our region’s most challenging issues and improving the quality of life for everyone who calls this region home.
As you are likely aware, the Bay Area Council’s Economic Institute conducted an analysis of Astra’s economic impact. The company now employs approximately 300 individuals, up from approximately 100 in 2020, making the city home to one of the fastest growing companies involved in the space economy. In addition to the economic activity taking place within Astra’s walls—i.e., wages paid to employees, materials and services purchased, and sales made to customers—the company also produces positive economic effects for the city broadly. With the expectation of employment growth and product diversification, Astra’s current investments at Alameda Point need to be preserved through long-term lease security.
Factoring in only its own operations, Astra produces total economic output of $129.7 million and a $58.0 million positive contribution to gross domestic product for the City of Alameda. For comparison, the City of Alameda’s total gross domestic product contribution in 2019 was $5.8 billion. For every 50 workers employed at Astra that are Alameda residents, an additional 8.1 jobs are supported in the city annually.
In addition to the economic impact, Astra has proven to be a positive part of the Alameda community. A company like Astra needs long term commitment to continue making financial investments into people and infrastructure. As a manufacturer and spacetech company, Astra’s business is good for the state, where other similar companies are fleeing to more business and tax-friendly states.
For these reasons, we strongly urge your support of renewing Astra’s long-term lease at Alameda Point.
Best,
Jim Wunderman

,
My name is Katie Clark and I am writing to fully support Astra’s continued growth and long term occupancy in Alameda. I started working for Astra after more than 20 years of working in San Francisco and Palo Alto, and I always thought I'd have to return to my home in Cocoa Beach/Cape Canaveral, Florida if I wanted to actively work in the Space industry. I never imagined I could be lucky enough to not only stay in the Bay Area to pursue this dream, but that my commute to work would involve riding a bike to the San Francisco Ferry Building and then commuting by ferry through the Bay to Alameda. (How amazing, right?!)
Before working for Astra, I had visited Alameda a handful of times for the Antiques Faire. Now I'm here almost every day of the week, and as a member of the Astra community, I have fallen in love with
this island city and the people here. From
volunteering with the Alameda Boys and Girls Club, to spending more weekends than I can count hosting events on behalf of Astra on the USS Hornet, to buying most of my gifts these days at All Good Living, I very much feel like this is my second home now.
I
continue to sing the praises of Alameda to all of my Inner Richmond neighbors and I am their official go- to for restaurant & brewery recommendations and events on the island. :) I've watched our Skyhawk and Orion spaces transform into state-of-the-art factory and test facilities and I could not be prouder of that restoration. What's more, as someone who grew up in a military family, it feels beyond special to work on a former Naval base (and my dad, Colonel Clark, thinks it's pretty amazing too!).
I cannot imagine Alameda Point without Astra, and I hope you cannot either.
Please vote YES To
approve the long term leases at Alameda Point and keep Astra in Alameda! Thank you,
Katie Clark

Please vote YES To approve the long term leases at Alameda Point and keep Astra in Alameda! They have
provided a lot of revenue in rents they pay in Alameda, frequent many of the businesses here in town, and on Alameda Point. Furthermore they have rehabilitated a building next to the soccer field that was left in disrepair and have done a great job in improving the area.
Finally, the work done at ASTRA is SAFE, and they are a true “High Tech” company that has come to Alameda. The original video tapes done in 1996-1997 at the closure of Alameda Naval Air Station pointed to this location becoming a high tech, aviation and Aerospace hub. ASTRA is the company that is truly implementing the early visions of post NAS Alameda.
As I live very close to the Astra
building, I have never seen, heard or been exposed to any issues with the companies testing and manufacturing.
KEEP ASTRA here in ALAMEDA!!
Thank you.

Dear Mayor and City Council:
I think the real concern here is this; should the City be the landlord? All the positive development that has occured out at the base is due to private development. Compare Bldg 9 and 91 with the tenants like Kairos, Firebrand, Almanac, and Admiral Malting. These two buildings have been beautifully restored by private developers. Look at the new apartments and condo's on West Atlantic Way. Now compare these to any of the City owned buildings. Tax payers of Alameda deserve the best and this will only come with private development with the City's help to ensure we develop only the best for Alameda.
In the meantime, I fully support Astra’s continued growth and long term occupancy in Alameda. As a publicly-traded company, Astra brings the financial strength, demonstrated product capability, and growing pipeline that will also attract more creative, innovative businesses to the Point, which is aligned with the long term objective of job creation and development in the Enterprise District.
