Honorable Mayor, Vice Mayor and Councilmembers,
Please direct staff to modify urban forest contract to specifically include an improved tree preservation ordinance as part of the scope of work.

We are losing on average 1.5% of our city's urban trees every year according to American Forests. Having a strong tree ordinance is necessary to protecting our existing tree canopy for clean air, cooler streets, less crime in our neighborhoods and to sequester more carbon.

You have worked hard to protect our environment. Please direct staff to include an improved tree preservation ordinance that will make our communities cleaner, greener and safer for Alamedans and the environment.

Thank you.

Sincerely,
Dan Tuttle

Madame Mayor and City Council Members,
I am writing to urge you to direct City staff to modify Dudeck's contract for the Urban Forest Plan to specifically include an improved tree preservation ordinance as part of the scope of work. To that end, I find the document "Possible Key Objectives and Specific Work Items" submitted to you by members of 100K Trees for Humanity to be a very thoughtful outline reflecting the dedicated work of knowledgeable Alamedans who are intimately familiar with our particular tree canopy issues - and necessarily broadens the scope of the current Master Street Tree Plan to include trees on private and other municipal properties.

With best regards,
Jennifer Bowles,

Honorable Mayor, Vice Mayor and Councilmembers,
I write to urge you to direct staff to modify the Dudek contract to specifically include an improved tree preservation ordinance as part of the scope of work.

Earlier this year, 100K Trees for Humanity submitted recommended Tree Ordinance guidance as part of our RFP recommendations. We now ask the City to request research and recommendation for a tree preservation and conservation ordinance as part of the contract, given the amount of money that is allocated on the UFP. This would include:
* Provide a framework for improving Alameda’s Tree Preservation Ordinance in alignment with the 2019 Climate Emergency Declaration, the CARP and State 30 X 30 Plan * The existing Alameda Tree Ordinance protects only coast live oaks and various designated visually prominent tree groups, such as the Palms on Burbank Street and the London plane trees on Central Avenue. The improved ordinance would seek to address a broader range of species,
* Provide criteria for what constitutes “removal”, (including removal of a portion of the tree), * Provide measures for any tree removals to ensure “no net loss of tree canopy” (such as provisions for maximizing tree reforestation and proforestation, e.g. 4 to 1 in-situ replacement planting, etc.),
* Set forth criteria and procedures for maximizing tree preservation related to development projects consistent with Urban Forestry Plan policies, (including requiring reconfigured site plans when appropriate and protection measures during construction) * Provide more effective penalties for illegal removals. * The Plan should provide references to good examples of tree preservation ordinances from other communities and other municipalities.

I hope that you will direct staff on the proposed as requested.

Thank you.

To: Marilyn Ezzy Ashcraft; Malia Vella; John Knox White; Tony Daysog; Trish Spencer; City Clerk Subject: [EXTERNAL] City Council Meeting, October 4, 2022, Item 5-E Date: Monday, October 3, 2022 8:46:00 PM
Dear Mayor Ashcraft and City Council:

I am writing in support of your approval of the contract for development of the Urban Forest Plan. It is great to see the City actively working on concrete steps to protect and maintain our trees, and hopefully to increase their numbers.

The benefits of trees are well-established: mitigating heat islands, sequestering carbon out of the atmosphere, improving residents' well-being, and protecting our increasingly imperiled wildlife. Well-chosen native trees are particularly important for wildlife habitat, and generally use less water.

It is important that the new Plan increases the protection for trees on private lands. Preserving our current mature trees, especially native trees, is critical for achieving the benefits trees provide us.

With all the environmental challenges facing Alameda, we need to act smartly and promptly to preserve and increase our trees.

Thank you for your consideration.
