RE

Item

7F

–

October

18 th

Council

Agenda
Honorable

Mayor

and

Councilmembers
It

appears

that

Staff

is

requesting

direction

regarding

how

they

should

spend

the

rest

of

the

$28.68M

returned

to

us

by

the

Federal

Government

last

year

courtesy

of

their

very

generous

Rescue

Act.

As

you

know

Staff

have

already

guided

you

regarding

the

expenditure

of

somewhat

more

than

$16M.

Now

they

are

proposing

additional

expenditures

for

your

approval.

I

believe

that

had

the

public

had

a

more

open

opportunity

to

carefully

scrutinize

and

weigh

in

on

the

Staff’s

proposals

before

you

rubber

stamped

them

last

time

that

there

would

have

been

several

changes

made

in

your

final

decisions.

And

I

believe

that

the

same

would

happen

this

time

as

well.

In

view

of

the

widespread

growing

distrust

of

government,

especially

regarding

the

expenditure

of

public

funds,

I

would

suggest

that

rather

than

again

simply

rubber-stamping

Staff’s

proposals

tonight,

albeit

possibly

with

some

minor

modifications,

that

we

employ

a

process

that

would

allow

for

more

public

involvement

in

this

round

of

decision-making.
