Being a nearby neighbor to Grand St, a daily pedestrian, occasional biker and driver please don't adopt the Grand St improvements with separated bike lanes on the section Encinal Ave to Otis Dr. As a pedestrian this type of intersection will force pedestrians to stand out near traffic in between bikes and vehicles. The current updated changes don't make sense, separated from Encinal to Otis and then a mix with buffered and separated from Otis to Shoreline. The one change I am in favor of is the flashing light at San Antonio and Grand St. as an improvement.
In addition I walk daily and the current intersection at Grand and Otis in my opinion is more of a danger with the changes than it was previously, a dedicated left turn light
is needed so pedestrians, bike and cars don't all
cross at the same time.
I think a buffered bike lane is adequate for this type and width of street, I have been biking on Alameda streets since before 1970 and have never had an issue with current bike lanes as they are.

Dear City Council Members,
Attached to this email is a PDF describing two alternative concepts to changes to Grand Street —approaches that address multiple stakeholder concerns: cyclists, walkers, drivers, students and the Grand Street neighborhood. I’m submitting these so that our discussions about Grand Street are not limited to only the binary choices of the two plans currently before the city.
First below are brief descriptions of these two concepts—please see the PDF for more complete descriptions. Second below is context about our process on Grand Street.
Two Approaches:
The first concept
is a comprehensive design that incorporates cycle tracks—true separate bike lanes—for the entire length from Encinal to Otis, without significant reductions in resident access. It does this by harnessing some of the grass median strip between the sidewalk and the current curb (minimal and manageable impact on 2 trees). This would provide a beautiful and exceptionally safe and highly effective cycling solution. It would be more expensive to build than the staff recommended plan. However, if we are willing to seek and spend upwards of $200 million on a bike/walk bridge across the estuary, surely, we can find a fraction of that to build a world-class solution for Grand Street—a critical north/south corridor on the island for cyclists, walkers, students and motorists. We can do this while preserving home accessibility, disability access, visit-ability, resident and visitor parking access—in other words without the negative impacts that the Grand Street community is so concerned about.
The second concept
would be significantly less expensive—comparable in cost to the original city plan. But unlike that plan, it provides significantly enhanced safety for cyclists, with physical and visible delineation of bike lanes to keep motorists in their lanes, and it adds greater safety for people walking with better crosswalks and physical pedestrian bulbs. Like the above cycle track plan, it also preserves home accessibility, disability access, visit-ability, resident and visitor parking access.
Both of these concepts would encourage and facilitate the adoption of ADUs by maintaining access and parking. With tandem driveways, this is critical, as anyone who already has an ADU or operates an Air B&B knows.
I would love to see us build something like the first concept—a cycle track for the entire stretch of Grand from Encinal to Otis. If we don’t have the funds right now for that, we could build the cycle tracks on a portion of Grand, perhaps from Dayton to Otis, which would result in true cycle tracks all the way from Dayton to Shoreline. We could then complete the other blocks when we secure the funding (which given the money at federal and state levels currently available for projects like this, seems within our grasp—I would certainly throw my own time and effort behind that!).
In the end, the best approach may well be a combination of features of many approaches/concepts that addresses and balances overall community needs.
Process:
In our discussions thus far about the future of Grand Street we’ve seen two alternatives. The December 2021 approach, which was essentially keeping the street the same, albeit with better bike lane markings—but needing lots of room for improvement for cycling and pedestrian safety—and the May 2022 approach, which made fairly radical changes to Grand Street to significantly improve cycling lanes, and in the process raising strong opposition from the Grand Street community. There was no community involvement in between.
These two alternatives effectively represent two ends of a continuum. The city council—and Alameda citizens—haven’t had the chance to see other approaches that might also address key stakeholder concerns, striking a balance among the main issues. In the past year many of us, me included, have learned much more than we ever imagined about roadway design, bike paths and pedestrian safety. This doesn’t make us experts. It does make us better informed citizens capable of contributing in a constructive way to a positive outcome. It’s incredibly frustrating that we have been left to consider only two alternatives, rather than a range of options to consider, discuss, debate and forge a reasonable path forward that incorporates both cycling and neighborhood concerns and interests.
To be clear, I’m submitting these plans on my own. I’m not representing that everyone that signed the Grand Street neighborhood petition endorses these concepts. However, I have shared them with the neighborhood and I have received only positive and no negative feedback. That leads me to believe many if not most of us would embrace such change and support a plan with features like these as an effective and balanced way forward.
Respectfully submitted,
John Brennan

==============
Hello Director Thomas and Councilmembers,
I'm writing in response to an agenda item number 5I for the next City Council meeting on October 18, 2022, which involves amending the capital budget to include funding for Grand St.
As you might suspect, Bike Walk Alameda was extremely disappointed with the discussion of the Grand Street safety project before the Council on Tuesday, October 4. I'm writing to clarify some misinformation that was conveyed by some commenters during that discussion which may have swayed Councils' thinking. It's important that we clear up these misconceptions as these issues are going to come up again and again as we move forward with discussions and (hopefully) implementation of our Active Transportation Plan, released this week. It's critical that everyone involved in making these safety and design decisions are working off of a common set of facts about traffic calming treatments.
Specifically, there were a lot of misstatements made about chicanes, which are a PROVEN and TESTED traffic calming device. Chicanes force drivers to slow down to accommodate intentional curves in the road. They are not 'zig zags' or 'back and forths'. They do not result in increased head-on collisions. They have been studied and are recommended by both the US Federal Highway Administration and by the National Association of City Transportation Officials (NACTO) as a way to reduce drivers speeds. They are neither new nor unproven. They were included in the Grand St. design to both slow down drivers and to accommodate parking on both sides of Grand St. This should have been a win-win for everyone, but this was not emphasized during the discussion so I want to set the record straight to avoid this misunderstanding in future discussions.
I'm attaching a short deck (5 pages) with links to their inclusion in both the US Department of Transportation's Federal Highway Administration's and NACTO's design guidelines. The deck also has local examples of where chicanes have been SAFELY and EFFECTIVELY implemented under both federal and local jurisdictions.
I would be happy to meet with anyone on Council or staff who may still have any questions or doubts about these treatments. In addition, I would encourage engaging our professional staff and engineering consultants, who know best, and can offer any refinements should they add value.
Thank you all, as always for your attention and thoughtful consideration --
Thank you,
Denyse Trepanier
Board President, Bike Walk Alameda
