I will keep this short as sweet as really it is a simple point. We need a city pool. End of story. Even when both high school pools are working (which is rarely), there is not enough room/time at these pools to support much less grow the aquatic programming that a city of this size should be able to provide to it's community members.

Good afternoon,
We live in Ballena Bay with two young kids. We just wanted to voice our input that we are very much in favor of the proposal to install an aquatic center in Alameda. The current pool facilities leave much to be desired, and do not offer feasible year-round swim options. Since we are an island, it is vital that there are affordable options for exposing kids to swimming and water safety.

As for location, we are much more in favor of the aquatic center being installed somewhere on the base property, so it’s not in a currently congested area. It seems like the primary purpose of the facility should be to cater to Alameda city residents, not to residents of other cities that want to come in and use it, so it doesn’t make much sense why it needs to be immediately accessible at Jean Sweeney Park which is right through the tube.

I am happy to provide additional input on this project anytime.

Best,
Nicole and Spencer Davidson

Dear Mayor Ezzy Ashcraft and Councilmembers,
I wish to express my support for a City Aquatic Center on the west end of Jean Sweeney Park (as my first choice). The City needs an aquatic center to meet the demands of a growing population and the location is more central than west of the Officers' Club.

I am part of a group who advocated for Lincoln and Franklin pools, managed by ASPA, to be reclaimed by the City for public use. At a City Council meeting last winter/spring, we argued that the private use of pools located on public land presented an issue of equity.

While I still believe that to be the case, I recognize and acknowledge that the proposal addresses the issue of access and equity, as well as adding much-needed pool space.

As a parent of an Alameda High School Men's Water Polo player, I have experienced canceled or late evening practices, and canceled games because of failing facilities and high demand. I truly appreciate that the City is committed to funding improvements of Emma Hood as well as considering a new City Aquatic Center.

Should the Council pass the bill, and should it be decided to locate it west of the O Club, I humbly urge the Council to work with local transit to establish public transportation access to the center.

Thank you for listening to your constituents and for all the work you do to make Alameda the special place it is.

Dear Ms. Spencer: I am writhing to encourage you to help the city to move forward with the City Aquatic Center. The funding to help with this very needed facility was approved on a recent bond vote by the citizens of Alameda. I don’t understand why it is still in question. Alameda’s sports facilities are an embarrassment, and I feel that the city needs to help to bring them up to date. I support ARPD’s effort in making Alameda a better place for all Alamedans.

To All Council Members,
I am asking for your approval of the proposal for the Alameda Aquatic Center.

The city aquatic center is necessary and long overdue. This type of sport and recreation access should be open to all and be ADA compliant. I enjoyed being part of the community workshops out at the base prior to the Covid pandemic I thought we had a lot of good feedback and good ideas.

I personally feel an Olympic outdoor lap pool is absolutely necessary. I swim with a disability at the existing ASPA pools.

Thanks for considering this long overdue need of the City of Alameda Regards

Subject: [EXTERNAL] October 18 City Council Meeting - Item 7-A Aquatic Center Date: Tuesday, October 18, 2022 3:47:30 PM
Dear Mayor Ashcraft and Members of the Alameda City Council, As a resident of the City of Alameda, and a member of the Alameda Aquatic Masters (“AAM”), a non-profit founded in 1984, I am writing to urge you to support the development of a new pool facility in Alameda.

The AAM program has always heavily relied on the city’s public pools to provide swimming opportunities to adults for fitness and competition. However, with the uptick of demand in aquatic programs we saw during the COVID-19 pandemic, along with ongoing maintenance issues, water space access has become increasingly difficult to accommodate the residents of the City of Alameda.

Recently on September 6, 2022, the Emma Hood Swim Center closed for pump repairs, reopening almost a month later, on October 3, 2022. During this same time period in mid- September, the Encinal Swim Center’s water heater broke, and has yet to be repaired. These closures along with ongoing maintenance issues have not only significantly affected the AAM program, with a 59% drop in member attendance, but the entire swimming community of Alameda.

Our city needs a new pool facility. In addition to our program, other aquatic groups, as well as resident’s and their families, deserve access to functional pool facilities that provide enough space for participation in aquatic activities.

We urge you to please work to include funding for the development of a new municipal pool for your residents. Thank you in advance for your consideration, we hope to see your support.

Sincerely,
From: Stephanie Rae Warren

City Managers,
I am writing to share my perspective regarding a vote to move forward with a swim center. I’m all in favor.

We are long overdue for a recreational aquatic center on our island. Neighboring cities offer recreational facilities (often multiple locations!) to their residents.

We are long overdue to rebuild Emma Hood to a stable working year round facility. The demand for swim team, water polo, lap swimming, swim lessons, and recreational swims cannot be met with our current facilities.

We are overdue to build a recreational facility with aquatic center including splash zone, play structure, lap pool, and water slides. We have the infrastructure, we have the interest, and we have land options. Let’s get it done please.

Thank you,
Stephanie Warren

Hello, Mayor and City Council.

Our family would very much like to see the City proceed with an Aquatic Center, in addition to repairing the Emma Hood facility (and, someday, taking over management of the pools currently overseen by ASPA).

We've needed more accessible and plentiful pools for a long time, and we will only have greater needs in the future.

As our island's population rapidly grows, it's reassuring to see our leaders anticipating all of the increased infrastructure Alameda will require to support the City's residents.

Thank you for your hard work on all of our behalf!

Hi there,
I will not be able to attend this evening’s meeting, but I want to put in my two cents about the proposed pool.

It has long surprised and disappointed me that Alameda doesn’t have a public pool. Swimming is a rare sport that people with disabilities and all ages can engage in. When I’m on vacation somewhere with a pool, I love to do lap swimming for exercise, and it’a a shame that I can’t do that when I get home.

I 100% support putting a public pool on whatever public land the city owns (not at a school).

Even though the Sweeny Park area is not near me, I would still be thrilled to have it there.

The original plan to build it at Alameda High never made sense to me - a school pool primarily serves the school, not the public. The “public swim” hours of the high school pools are so limited by the school’s schedule that it really is not a public pool.

I think the primary function should be to enable the public, including people with disabilities, to swim. It doesn’t need to have water-park features (those would be nice-to-haves if we were rolling in dough), but it should have a pool that’s at least half Olympic-sized for lap swimming. A diving pool would be nice, but again that should be a secondary consideration as it is not essential for the public to get exercise by swimming. I’m afraid if we try to put in everything that anyone thinks would be cool, it will be too expensive and we’ll wind up with nothing - and of course that would require more water.

A small kiddie pool for those not yet potty-trained would be nice, though, to keep the main pool cleaner. I went to the Harbor Bay pool once as a guest and there was a period when everyone had to get out of the pool because some little kid pooped in it. But again, a kiddie pool would be a secondary goal.

Calling the Lincoln and Franklin pools “public” is a misnomer - they are expensive to join and have other requirements, which probably go back to the ‘50s when they served as a method of screening out people of color. The Lincoln pool is also too small for lap swimming (I think the Franklin pool is bigger, but I may be wrong). What we need is a lap swimming pool that can be easily converted (at least in part) to a public free-for-all type pool on hot summer afternoons when kids need somewhere to get cool.

Of all the city’s budget priorities, this is the one that would have the biggest impact on our citizens. Please vote to fund this project!

Dear Honorable Mayor Ashcraft and City Council Members, I am writing as an Alameda resident and parent to urge you to approve development of a new City aquatic center in Alameda. I have two young children, and I drive them every week to Castro Valley for swim lessons. I have tried over the years to sign up for swim lessons in Alameda, both through ARPD and private providers, but I have been unable to reliably get a slot. I am fortunate to be able to afford the time and the considerable expense to drive my kids to private swim lessons in another town, but I recognize that not everyone has the same resources, and we therefore do not have equity of access. We need additional facilities and programming for aquatics to be available to all Alamedans.

Respectfully,
Jackie Zipkin

(Recreation 10051400) How can the city council possibly take on building an aquatic center and the cost, when it can't afford to renovate and operate the pools it has, Emma Hood and Encinal Swim Center, and Franklin and Lincoln pools, currently operated by ASPA? Please get the pools you have in this city under control, operating smoothly and safely, and renovated, before you consider building something new.

Hello,
I'd like to express my support for Agenda item 7-A, 2022-2424 Recommendation to Provide Direction on Whether to Proceed with a City Aquatic Center. I ask the City Council to approve and move forward with the new aquatic center our city needs. The age and condition of our aquatics facilities is unacceptable, and our city needs modern facilities that meet the current needs of our residents. This Aquatic Center will be a step in the right direction toward updating our city's aquatics facilities.

Item #7A: New City Aquatic Center
17 October 2022
To Mayor Ezzy Ashcraft and Members of the City Council:
I happily participated in the 2020 aquatic center design workshops and was looking forward to having a place to swim regularly here in Alameda. Then with COVID plans were put on hold. The good news as of this date is that the City has made sure that both high schools have or will have swimming facilities.

Now it is up to the City to move forward with an aquatic center operated and maintained by the Alameda Recreation and Parks Department that will provide a place to swim for the balance of the Alameda community.

The Jean Sweeney Park site is the best location for the center as it is part of the park and offers easy access by bicycle, public transit and walking. Furthermore, financing that includes money from the general fund makes sense.

It is not acceptable that Alameda is a city surrounded by water with no place to swim.

As a swimmer and a senior I wholeheartedly support the ARPD proposal for an aquatic center and urge the City Council to move forward on this imatter.

Thank you.

Dear Lara,

Kindly share this message with Mayor Ezzy Ashcraft and her fellow Councilmembers:

I write to express my appreciation and full support for the proposed City Aquatic Center - at whichever site is deemed most appropriate. Alameda simply cannot have too many opportunities for its residents to safely learn and enjoy the life-long benefits of swimming and related aquatic activities.

Subject: [EXTERNAL] Why Re-invent the Wheel With a New Swim Center? -- Buy the Harbor Bay Club!!! Date: Friday, October 14, 2022 3:31:51 PM
Dear Members of the Alameda City Council,

The agenda for Tuesday, October 18th includes an item about proceeding with a City Aquatic Center. You don't need to re-invent the wheel and build a whole new facility. I would like to remind you that the Harbor Bay Club is still for sale and the City can buy it. The city would immediately add a six lane swimming pool for public recreation and plenty of open space to build additional swim facilities.

Alameda does not have a signature public park with ample recreation facilities. Buying the Harbor Bay Club would also solve this problem. In addition,

-- the public tennis courts in Alameda are severely impacted, buying the club would add enough courts to eliminate the shortage,

-- several of the tennis courts could be converted to Pickleball courts to meet the growing demand for this sport.

I have met with the CEO of Lifetime Activities, Dana Gill, and they specialize in managing and administering public recreation facilities. They could transform the Harbor Bay Club into a public day-use fee facility if the City would buy the property. Mr. Gill stated that the Harbor Bay Club has the perfect size and scope of activities for his company to manage. Lifetime Activities manages public recreation facilities in Walnut Creek, Pleasanton, San Francisco, Cupertino, Santa Clara, and Sunnyvale.

Please add the possibility of the City buying the Harbor Bay Club to Agenda item 7A at your meeting on Tuesday! Buy the Club and create more public recreation opportunities for all Alamedans!

Sincerely,
Jeff Petersen
