The Plan is consistent with Goals #1 and #2 from the City of Alameda Housing Element 2015–2023:
Goal #1: Provide housing services and opportunities to support, maintain, and enhance Alameda’s diverse community and excellent quality of life and provide for the housing needs of Alameda's future residents and regional housing needs.

Activities Detail (Activities Detail (Must Make a Selection on Formula Allocation Application worksheet under Eligible Activities, §301)) §301(a)(1) The predevelopment, development, acquisition, rehabilitation, and preservation of multifamily, residential live-work, rental housing that is affordable to extremely low-,very low-, low-, or moderate-income households, including §302(c)(4)(E)(i) Provide a detailed and complete description of how allocated funds will be used for each proposed Affordable Rental Housing Activity.
A portion of the City of Alameda's PLHA allocation will be used for eligible predevelopment and development costs for three multifamily affordable rental housing projects: North Housing (90 units) , McKay Senior Housing (90 units) and RESHAP (309 units). The North Housing and the McKay Senior Housing projects are new construction, while the RESHAP (Rebuilding Existing Supportive Housing at Alameda Point) is demolition and replacement of 200 existing affordable with approximately 309 newly constructed units.
The City will use PLHA funding to make low-interest deferred loans to the sponsors of each project. In accordance with the PLHA Guidelines, Section 302(c)(8), repaid loans will be reused to support PLHA eligible activities, including but not limited to, supportive services for very low- and low-income households as well as gap financing for newly issued loans for affordable housing predevelopment and/or development costs. 301(a)(1) 75% of funding will be allocated to provide gap financing for the creation of affordable housing that will serve households below 60% of AMI. This percentage is unchanged from the original PLHA 5-Year Plan. 1245 McKay, which was described as a rehabilitation project, is now a new construction project. 301(a)(6) 25% of funding will be used to assist persons who are experiencing or at-risk of homelessness. The percentage of funds for this category remains unchanged from the original PLHA 5-Year Plan. Following is a description of the proposed changes. $1,000,000 of this funding will be allocated to Dignity Village to supprt operations. The remaining funds will be used to support activities within the 301(a)(6) category.
Approximately 25% of the funds or an estimated $838,147 was originally allocated to the Alameda County Housing Secure Emergency Rental Assistance Program, which was created to help mitigate potential homelessness and displacement of tenants by providing rental assistance to those who suffered a temporary financial setback due to the COVID-19 public health emergency and needed help with rent due. Alameda County Housing & Community Development (ACHCD) applied for and received approximately $129 million of state and federal funds of which $9,650,930 were awarded to Alameda landlords for the benefit of their tenants who were behind on their rent. Consequently, the City of Alameda is proposing to reallocate these rental assistance funds to a different project. Since submitting the 2020 PLHA Application, the City has initiated its own projects to help address the growing number of homeless, including Dignity Village, a 47 unit interim supportive housing project. $1,000,000 will be allocated to Dignity Village to support operations: $838,147 would come from the funds previously allocated to ACRSP and the remaining $161,853 would be funded by the newly available increased PLHA allocations.
§302(c)(4)(B) Provide a description of the way the Local government will prioritize investments that increase the supply of housing for households with incomes at or below 60 percent of Area Median Income (AMI). 75% of the PLHA funds are allocated to provide gap financing for the creation of affordable housing that will serve households below 60% of AMI including the following projects:
• North Housing: approximately 90 units of service-enriched housing for formerly homeless individuals and families • McKay Senior Housing: approximately 90 units of supportive housing for homeless seniors and medically frail individuals • RESHAP: approximately 309 units of replacement housing for formerly homeless individuals and families living at Alameda Point • Dignity Village: approximately 47 units of service-enriched interim housing for formerly homeless All projects listed above will serve households at or below 60% of AMI. The Dignity Village project and the 1245 McKay Ave. senior housing project all serve homeless individuals and families, who are typically at or below the Extremely Low Income (30% of AMI) level. Any addtional funding within the 25% set aside for homeless services would similiarly serve individuals typically below 30% of AMI. The RESHAP affordable rental housing project will serve households at or below 30% of AMI, including veterans, formerly homeless households, and survivors of domestic violence. For the North Housing project, PLHA funds will be used to support the 90 units of permanent supportive housing for formerly homeless households at or below 30% of AMI.
