ATTACHMENT TO ALAMEDA MARINA PLANNING PERMIT APPLICATION RE: Alameda Marina: Planning Board June 8, 2023
• Application for Amendments to the Alameda Marina Master Plan • Application for Design Review Approval for The Foundry ( Wrap B Building – Phase III of the Alameda Marina Master Plan)
I. APPLICATION FOR AMENDMENT TO THE ALAMEDA MARINA MASTER PLAN On May 29, 2018, the Planning Board unanimously recommended that the City Council adopt the Alameda Marina Master Plan (the “Master Plan”) and its related housing density bonus application. The Master Plan supports a mixed-use development that includes up to 760 multifamily housing units, up to 250,000 square feet of commercial and maritime commercial space, approximately 3.45 acres of open space, approximately 17.1 acres dedicated to marina operations, and a 530 slip marina. On July 25, 2018, the City Council unanimously adopted Ordinance No. 3221, which approved the Master Plan and its related density bonus application.
On June 24, 2019, the Planning Board passed Resolution PB-19-14, which recommended that the City Council amend the Master Plan to revise the pedestrian and visual corridor planned at the foot of Union Street, and the requirements for a secondary driveway to the Wrap A Building, and subsequently on July 16, 2019, the City Council approved the Master Plan amendments in Resolution No. 15570.
Following the approval of the Master Plan, the Project Sponsor has been issued a Temporary Certificate of Occupancy for the 360 unit Launch building (Wrap A Building located in Phase I of the Master Plan), with a Final Certificate of Occupancy anticipated in August 2023 , and Landsea has made significant progress in the development and construction of the 182 for-sale townhomes located in Phase II of the Master Plan. The City of Alameda adopted its Alameda General Plan 2040 on November 30, 2021, and submitted a 2023 -2031 Housing Element that was deemed compliant by the Department of Housing and Community Development on August 25, 2022. The Housing Element lays the groundwork for the City to increase housin g production by approximately 5,300 new units in the next eight years.
After many discussions with City of Alameda planning staff regarding the site’s ability to satisfy a larger portion of Alameda’s Regional Housing Needs Allocation as outlined in the Housing Element, the Project Sponsor proposes to address the City’s request to increase the residential unit density at the Alameda Marina site as outlined in Table 1 below.

Plan provided the modifications are substantially consistent with the Master Plan, including a change in the number of residential units so long as certain conditions are met, by providing:
“The Planning Board may approve a change in the number of residential units or the mixture of housing types in a development phase provided that there is a corresponding change in the number of residential units in a later phase so that the maximum number of units developed under the Master Plan does not exceed 760 unless it can be shown that the modification will not cause any new significant or substantially more severe environmental impacts. In no event may any such modification of the number or types of residential units result in a reduction in the 104 affordable housing units required by this Master Plan.”
The Project Sponsor proposes that the following amendments, as listed below, be made to the Master Plan to address the requested increase in density.

Figure 2: Requested Amendment to Master Plan April 2023 The Project Sponsor has also further refined the design of the residential units located in Phase III of the Master Plan ( The Foundry – Wrap B Building) and is also requesting design review approval as described in Section III below.
II. AMENDMENTS TO HOUSING DENSITY BONUS
As part of the request for an amendment to the Master Plan, the Project Sponsor proposes to increase the number of residential units approved in the Master Plan from 760 to 802. Accordingly, the Project Sponsor requests an increased housing density bonus from 20% to 25%, which will b e accomplished by increasing the percentage of very-low income units from 5% to 7% (which results in an increase in the number of very-low income units provided from 32.5 to 45.4).
The Base Density permitted on the Alameda Marina site is 649 units. With a density bonus of 20%, the maximum number of residential units that can be built on site is 779 units (which was the total number of residential units analyzed in the Alameda Marina Master Plan EIR). With a requested increase in the density bonus to 25%, the maximum number of residential units that can be built on site is 812 units.
However, the Project Sponsor proposes to build a total of 802 units. This is demonstrated in the calculations shown in Table 3.

III. DESIGN REVIEW FOR THE FOUNDRY (WRAP B BUILDING)
A. Project Description for The Foundry
The Foundry (Wrap B Building) is part of the Master Plan located on Clement Avenue extending from Lafayette Street past the Chestnut Street intersection. It will consist of 260 multifamily dwelling units ranging from studios, 1 bedrooms, 2 bedrooms, 3 bedrooms, and will also include 1 work/live unit.
There will be 382 off-street parking spots provided for residents and guests along with bike parking. It will be five stories tall, and cover a site area of approximately 120,499 square feet. This project consists of 2 types of construction: IA (Garage) and Type IIIA (Residential).
The Foundry will provide an onsite leasing office for management of residents. There will be an interior courtyard with pool, spa, a BBQ area, and lounge seating. Other amenities in this project will include a fitness room, 2 bike rooms, a cl ubhouse, and a roof deck providing views of the Bay and downtown Oakland.
At the street level , the building provides visual connections from Clement to the Bay Trail and other Marina amenities through a double height, 18’-6” foot wide view corridor. The corridor bisects the interior courtyard of the project maintaining visual connectivity of the Clement streetscape to the Bay Trail through the site.

B. All-Electric New Buildings and Substantial Alterations Ordinance The Project Sponsor acknowledges that on December 20, 2022, the City Council passed an ordinance to adopt local amendments to the 2022 California Green Buildings Standards Code to achieve energy savings, reduce greenhouse gas emissions, and shift natural gas use toward all -electric buildings in accordance with the City’s climate and equity goals. The Foundry (Wrap B Building) is exempt from the requirements set forth in Section 4.106.5.1 (New construction and qualifying alteration projects) of Alameda Green Building Standards Code because it will be a newly constructed building “with a valid planning entitlement or Development Agreement approved prior to July 1, 2021” pursuant to Exception
2. The Foundry (Wrap Building) has an existing planning entitlement based upon the Master Plan, which was approved on July 25, 2018.
