Public Hearing to Consider Adoption of a Resolution Amending Master Fee Resolution 12191 to Add and Revise Recreation and Park Fees. (Recreation and Parks 2801010) [Continued from December 17, 2013] To: Honorable Mayor and Members of the City Council
From: John A. Russo, City Manager
Re: Public Hearing to Consider Adoption of a Resolution Amending Master Fee Resolution 12191 to Add and Revise Recreation and Park Fees

BACKGROUND
On January 22, 1992, the City Council adopted Resolution Number 12191, codifying all fees for services into a City-wide fee schedule (Schedule). This Schedule is updated each year, via resolution, to reflect changes in the cost of providing services as well as in the Consumer Price Index for the San Francisco Bay Area.

The Recreation and Park User Fees are reviewed annually by the Recreation and Park Commission with a recommendation brought forward to the City Council. This past Spring, adjustments were made on how fees were applied and implemented. The Alameda Recreation and Park Department (ARPD) reviewed its current fees and made adjustments based on existing conditions. Cost comparisons with other local jurisdictions (Exhibit 1) including San Leandro, Pleasanton, Union City, and San Ramon were reviewed and considered.

DISCUSSION
The City-wide Schedule is updated annually as part of the City budget process with a subsequent start date of July 1 st . Due to the timing of summer recreation programs, the Recreation and Park User Fee Schedule (included in the Resolution Exhibit 1) is adopted earlier, with the implementation date being February 1, 2014.

However, the school-year fees are noted separately with a start date of August 2014 to coincide with the start of the school year.

Fees represent both direct costs for program staff time, facility maintenance and utilities, plus indirect costs for administrative staff time and associated supplies. Fees are intended to recover costs while balancing the benefits for the community and individuals. The 2014 fee schedule was minimally adjusted with the following modifications:

Fee Type Proposed Fee Previous Fee
Athletic Field Prep for Nonprofits $40 / game $25 / game Gym Tournament Set-Up Fee $150 / set up New fee
Large Group (150+) / Event Fee -
Nonprofit Organizations
$150 / day $50 / hour
Park Rental Late Reservation Fee $25 New fee
Food Booth (events) 15% of gross revenue New fee
Tiny Tots $5.85 / hour $5.75 / hour
Transitional Kindergarten $452 - 994/session New program City of Alameda Printed on 1/9/2014Page 1 of 3

Park Rental Late Reservation Fee $25 New fee
Food Booth (events) 15% of gross revenue New fee
Tiny Tots $5.85 / hour $5.75 / hour
Transitional Kindergarten $452 - 994/session New program The field preparation fee, which includes dragging and lining the fields, was increased to cover the total amount of staff time and resources spent. Field rental rates remain at the same low rate since those fees were recently changed in Fall 2013, from a flat fee to an hourly fee, and the youth leagues are adjusting accordingly. In addition, ARPD is currently in discussions to transfer the responsibility for dragging and lining fields to the youth baseball/softball leagues. This will provide a significant time and cost savings for the Park Maintenance staff.

The large group event fee, specifically for nonprofit organizations, was reduced back to the original rate from 2012. The increase, combined with a new picnic rental fee structure, became cost prohibitive for nonprofit and faith organizations that hold annual events in Alameda parks. This resulted in a significant number of fee reduction requests, which then offset the potential revenue from the fee increase. The Gym Tournament Set- Up Fee is an additional service if a user group wants ARPD staff to set up all aspects of their tournament.

Groups will still have the option to rent an additional hour prior to the tournament and set it up themselves.

The Tiny Tot fee was increased slightly, yet is still comparable to other jurisdictions. A Transitional Kindergarten program may be implemented in 2014 with the fees shown accordingly.

The overarching goal of the Recreation and Park User Fee Schedule is to provide more effective cost recovery along with a balanced model of community benefit. Programs that are available to a broad section of the community, such as the free Parks and Playgrounds program or Recreation Afterschool Program (RAP), have a lower cost recovery rate than programs with individual benefit to specific user groups such as adult softball.

The Recreation and Park Department continues to seek and secure additional funding through partnerships, grants, donations and fundraising events.

This user fee schedule was reviewed by and recommended by the Recreation and Park Commission on November 14, 2013 with the recommendation to include the separate nonprofit fee for large group events, which is reflected on this proposed Schedule.

FINANCIAL IMPACT
The Recreation and Park User Fee Schedule changes are anticipated to generate a minimal overall revenue increase to the City’s Recreation Fund 280. Raising revenue to meet budget expectations is managed through both incrementally raising fees and increasing numbers of registrations and rentals. ARPD is doing a better job with marketing and providing services, so the total revenue is increasing from the new fee amounts and the higher volume of registrations.

city Council Dec 17 Item 6-A
Hi,
I would like to recommend that the city council and Recreation and Park Department review the fees for facility rentals. The fees have grown lately and become unaffordable for small groups and families hoping to have small events.

As you can see from the User Fee Comparison Chart FY13-14 item of Facility Rental, Alameda starting fees per hour are quite a bit higher than the other cities. Access to facilities Alameda-wide has gotten very difficult, with increasing fees and fewer facilities willing to rent to small groups.

I would hope that the City Council and Recreation and Park Department know that our facilities are for the people and should be accessible to the people. We don't want to lose money off of our facilities, and yet they should also not be profit making, so that only the largest and most organized can use them. thanks,
Lucy Gigli
