Please find attached the spreadsheet of red light locations updated with the collision data included.
City staff focused on data beginning in 2021 when a certain section of the Cross Alameda Trail was open to bicycles and pedestrians. Based on follow-up questions, please also see attached a spreadsheet that shows there have been 256 collisions involving either a bicycle or pedestrian on City roads during the period between January 2021 and October 2024, 22 of which were at a “No Right-on Red” intersections. During the same period there were 2,728 total reported collisions and those involving a bicycle or pedestrian are slightly above 9% of the total.

Please see the attached list of “no right on red” turn movement restrictions. All of the recent additions are related to the Cross Alameda Trail and generally fall into two categories:
1. Intersections with a separate bike / ped signal phase. For these intersections a right turn on red presents a conflict between the bike / ped with right of way and the turning vehicle. Two new signal heads will be installed in these locations, one red/yellow/green for bikes (with a bike symbol) and a separate red/yellow/green arrow to restrict (protect) the right turn movements. These new bike/ped phases will be “turned on” in late October for Park/Clement and in November for the CAT RAMP portion of the trail.
2. Right turns across the bike trail. These movements are restricted through “No Right on Red” signage and are intended to improve the safety for bikes and peds on the Cross Alameda Trail.
I commute daily on the Cross Alameda Trail and have regularly observed driver behavior.
Without the turn restriction it was common for cars to pull forward into the trail crossing for better visibility and in the process block the trail crossing. Oftentimes, drivers would not look for bikes or peds (particularly westbound bicycles) and slow/stop in the trail crossing.
That, combined with the lack of signal indication for westbound bicyclists created an awkward and sometimes dangerous situation. The new signage prohibiting right turns on red has been up for approximately two months and has already resulted in a safer condition. Most vehicles now stop behind the stop bar and wait for the signal to turn right.
Additionally, only the first vehicle has to stop and all other have to wait behind. We have received a few complaints from drivers about the addition delay to wait for the signal and particularly when the school on Third Street lets out in the afternoon. As we complete the RAMP intersection modification project, we will be carefully reviewing the signal timing to see if improvements can be made.
I have requested collision reports for these intersections and am waiting for PD to provide; they are a bit backlogged and unlikely to get the information this week. I’ve requested the information by next week and ahead of the November 6
th Council referral item. We
routinely review the significant information reports as part of the Vision Zero team and I do not recall a significant number of incidents on the Cross Alameda Trail.

All
of
the
recent
additions
are
related
to
the
Cross
Alameda
Trail
and
generally
fall
into
two
categories:
1. Intersections with a separate bike / ped signal phase. For these intersections a right turn
on
red
presents
a
conflict
between
the
bike
/
ped
with
right
of
way
and
the
turning
vehicle.
Two
new
signal
heads
will
be
installed
in
these
locations,
one
red/yellow/green
for
bikes
(with
a
bike
symbol)
and
a
separate
red/yellow/green
arrow
to
restrict
(protect)
the
right
turn
movements.
These
new
bike/ped
phases
will
be
“turned
on”
in
late
October
for
Park/Clement
and
in
November
for
the
CAT
RAMP
portion
of
the
trail.
2. Right turns across the bike trail. These movements are restricted through “No Right on Red” signage and are intended to improve the safety for bikes and peds on the Cross Alameda Trail.
I commute daily on the Cross Alameda Trail and have regularly observed driver behavior.
Without the turn restriction it was common for cars to pull forward into the trail crossing for better visibility and in the process block the trail crossing. Oftentimes, drivers would not look for bikes or peds (particularly westbound bicycles) and slow/stop in the trail crossing.
That, combined with the lack of signal indication for westbound bicyclists created an awkward and sometimes dangerous situation. The new signage prohibiting right turns on red has been up for approximately two months and has already resulted in a safer condition. Most vehicles now stop behind the stop bar and wait for the signal to turn right.
Additionally, only the first vehicle has to stop and all other have to wait behind. We have received a few complaints from drivers about the addition delay to wait for the signal and particularly when the school on Third Street lets out in the afternoon. As we complete the RAMP intersection modification project, we will be carefully reviewing the signal timing to see if improvements can be made.
I have requested collision reports for these intersections and am waiting for PD to provide; they are a bit backlogged and unlikely to get the information this week. I’ve requested the information by next week and ahead of the November 6
th Council referral item. We
routinely review the significant information reports as part of the Vision Zero team and I do not recall a significant number of incidents on the Cross Alameda Trail.
