Supplemental Memo regarding Item 2-H (2024-4607) at the December 17, 2024, City Council Meeting:
Recommendation to Authorize the Continued Action to Address Declaration of Unsafe Building and Notice to Vacate, Case Number X24-0470, for the City-Owned Building Located at 2450 Saratoga Street, Alameda, California.
SUPPLEMENTAL INFORMATION
This memo is being provided to supplement the staff report published for the December 17, 2024, City Council meeting, to provide the most current information on recent action taken by City Staff and the City’s contractor, Silverado Construction Inc.
Abatement and Demolition is in Progress:
• The abatement of hazardous materials and full demolition of Building 191 is complete.
• The removal of all exterior loose and flaky lead-containing paint is complete for the entirety of Building 114.
• As work progresses, additional lead and asbestos containing materials have been identified at the site, which will be abated. Terraphase Engineering, the City’s Environmental Consultant for Alameda Point, continues to monitor all abatement activities to ensure all protocols are being adhered to and to provide
the required air monitoring services.
• Air samples from the work site continue to pass with results below EPA clearance criteria.
• The removal of hazardous materials in the majority of the south wing of Building 114 (adjacent to W. Ranger) is complete, except for the burned portion of the structure. Due to the fire damage, this portion is required to be treated as all asbestos-containing material and must be demolished and disposed of with additional safety protocols.
• The removal of all hazardous materials in the majority of the north wing (adjacent to W. Midway) has been completed, except for the most severely collapsed portion. For safety reasons, abatement work will take place in conjunction with demolition.
• The abatement of all hazardous materials identified on the first floor of the office wing (adjacent to Saratoga) is complete, and abatement work continues on the second floor of the structure.
As of this date, based on the current scope of work and schedule, Silverado anticipates the abatement and demolition project will be completed in early 2025. Photographs of the work-in-progress are included below.
Respectfully submitted,
Abigail Thorne-Lyman, Base Reuse and Economic Development Director
