Councilmembers--
Given that City Council is aware that the City does not have valid CEQA procedures, it is your duty to alert applicants that your CEQA Exemption determinations are not valid.
Thus, this project cannot be approved by the City Council by Exemption.
Further, no CEQA Exemptions apply to ANY project at Alameda Point, and this Exemption is invalid on separate and independent grounds.
