Any monies given to the Food Bank for illegal acquisition of the land is a waste of taxpayer money and a fraud upon the people because the Alameda Food Bank AKA Alameda Emergency Food was not one of the approved applicants during the Standards of Reasonableness process during the Base closure in 1995.
Further the City's lack of implementation procedures voids all CEQA exemptions, and the project violates additional laws including because there is no Certificate of Approval.
This purchase agreement and all associated permits and costs and expenditures are all illegal and the proponents are deliberately and fraudulently hiding this fact for illegal use of the CDBG grant.
