Jennifer Ott, City Manager
City of Alameda
2263 Santa Clara Ave
Alameda, CA 94501

Dear City Manager Ott:

On behalf of srmErnst Development Partners, we are pleased to support the settlement agreement, attached as Exhibit 1 to the March 18, 2025 City Council Regular Agenda Item 7A, between the City of Alameda , Citizen’s League for Airport Safety and Serenity (CLASS), and the Port of Oakland regarding Oakland Airport’s (OAK) Terminal Modernization and Development Project.

The agreement will help protect Alameda residents from potential increases in noise, pollution, and traffic that may be caused by the OAK Terminal Modernization and Development Project. This includes new air quality monitoring and reporting and local traffic planning measures to prevent roadway congestion in Alameda. It also includes an improved airport noise plan for airplanes using OAK’s North Field, and an affirmation of the airport’s zero emission operations goals.

OAK is owned and operated by the Port of Oakland. It generates over $1.6 billion in economic impact, 30,000 direct jobs, $575 million in direct wages, and $373 million in state and local taxes annually.

OAK currently has 29 aircraft gates in two aged terminals which no longer meet current industry standards. New investment is needed to modernize OAK facilities, meet industry safety standards, improve operational efficiency, and accelerate the environmental sustainability goals of the airport.

This project w ould modernize Terminals 1 and 2, consolidate passenger processing functions , construct expanded international arrival facilities, construct a new passenger terminal, and improve the terminal area roadway and parking areas.

Alameda would greatly benefit from the increased jobs and economic activity that this project would generate. It would increase workforce development partnerships and create thousands of construction jobs under the Port’s Project Labor Agreement. In addition, the project will include local hiring preferences and small and local business utilization programs to ensure that Alameda workers and companies can directly benefit from the project.

We are pleased to see the continued collaboration between the City of Alameda, Port of Oakland, and the community. We look forward to seeing this project move forward.

Sincerely,

Joe Ernst, President
srmErnst Development Partners

Jennifer Ott, City Manager
City of Alameda

Alameda, CA 94501

Dear City Manager Ott:

On behalf of McGuire and Hester, based in Harbor Bay, we are pleased to support the settlement agreement between the City of Alameda , Citizen’s League for Airport Safety and Serenity (CLASS), and the Port of Oakland regarding Oakland Airport’s (OAK) Terminal Modernization and Development Project.

The Port of Oakland and OAK are very i mportant business partners and clients for McG uire and Hester. Like most lo cal and East Bay businesses, we rel y on OAK as an incredibly convenient transportation hub to simplify our business travel. As a civil contractor, OAK also provides a steady revenue from the maintenance and improvement contracts we perform for the airport. We have a very strong desire to see OAK grow and thrive with their Modernization plans.

March 17th, 2025 To: Alameda City Mayor Ashcra: & City Council Members Fm: Jon Hamilton with CLASS Re: SeFlement agreement regarding airport expansion and modernizaKon Over the last 3 months CLASS, the Port of Oakland, and the staff of the City of Alameda have been meeKng and discussing if a seFlement regarding the Port’s airport expansion plans could be reached. CLASS feels that the seFlement agreement before you is worthy of the support by the City Council and recommends that the City officially sign onto the agreement. The support by Jennifer OF, Allen Tai, and Cara Silver throughout the process of reaching consensus has been most welcome by CLASS whom represents the 3000 homes in the Community of Harbor Bay Isle (CHBI). The Port has agreed to all previous provisions of the 1976, 2001, and 2002 agreements. This seFlement refreshes the noise abatement procedure (NAP) document and the Port has agreed to formally adopt this NAP as part of the seFlement agreement. Further, to protect the free movement of planes to and from the North field and South field a parallel taxiway will be constructed should a new terminal be constructed. These items along with others agreed upon make worthy the support of the Council. CLASS welcomes the elected City representaKve, Council member Greg Boller, to the OAK Noise Forum which is a quarterly meeKng providing future opportuniKes to interact with local airports (OAK and SFO) to modify air traffic rouKng and procedures to further improve the quality of life for Alameda residents and those in the area impacted by aircra: noise. This is a long term goal requiring FAA approval. CLASS looks forward to providing input and assistance to both the elected city representaKve and the volunteer city representaKves to assist in this effort. The Port as well has agreed in the seFlement to provide best faith efforts to support procedures that will minimize noise impacts to surrounding communiKes. Respecaully SubmiFed, Jon. Hamilton, P .E. Subject: [EXTERNAL] Support and approval of Settlement Agreement for Oakland Airport Renovation and Expansion plans Date: Monday, March 17, 2025 9:45:37 AM
The Honorable Alameda Mayor and City Council Members
I am writing to you asking for support and approval of the “Settlement Agreement” regarding the Oakland Airport Renovation and Expansion plans. This agreement is the result of negotiation, over the past three months, with the Oakland Airport officials, the City Staff, and representatives of CLASS (Citizen League of Airport Safety and Serenity). CLASS represents ~3,000 households in Harbor Bay Isles located on Bay Farm Island.

CLASS members have been actively involved in working with Oakland Airport Noise Office and Oakland Airport Operations over the past 30 years, regarding airplane noise and safety. We have gained extensive knowledge and familiarity with aviation and its effect on noise and safety. We think that this new agreement will aim to mitigate the extra noise, safety and pollution that might be due to the expansion.

I also would like to extend my sincere appreciation to Jennifer Ott, the City Manager; Allen Tai, the Planning, Building & Transportation Director; and Cara Silver, the City Attorney/Consultant, for their support, diligence, and professionalism throughout these negotiations.

Thank you for your consideration.

Sincerely,
Matt Pourfarzaneh, Ph.D.
