The community meeting had both a save the date notice in January and social media postings. The meeting was moved to the library all of these were positive improvements over last year.

The meeting announcement was not clear about what type of equiptment was being discussed. Members of the public responded to clarify meaning. The notice also did not link to the police, the report, the critical incidents or the feedback survey until after these links were made by a community member. Please include these links in future meetings.

The commmunity meeting was advertised as being at the library, but at the start of the meeting the front doors of the library were closed and there was no signage telling people where the meeting was. There was nothing to indicate one should go down the alley to the back door which is not visible from the library front. Staff at the police department were not aware of the meeting. Staff at city hall could not be reached.

Several people attempted to attend could not find the meeting or arrive significant late due to the lack of signage.

One year ago (4/4/23) City Council gave the police department the authority to acquire 20 new AR- 15 type rifles on a promise that “The policy for issuing rifles has changed for increased accountability.” This years military equipment report fails the transplancy and accountability test. The police auditor report reveals that in 2022 Alameda Police pointed a weapon at 14 people but in 2023 Alameda police pointed a weapon at 40 people, Over this last year Alameda Police pointed a weapon 185% more often they the year before. Alameda police policy 300,4 Deadly Force Application includes 300.4.2 Display of a Firearm. At the community meaning on military equipment it was asked how many of these incidents involved an AK-15. The answer was not provided. The department should provide that answer and continue to provide it in each annual report.

I am deeply concerned about how the use of drones will encroach on Alameda citizens' fundamental right to privacy. Further, I am also concerned about how the militarization of the APD will not make Alameda safer, it will make our communities of color more afraid of police brutality.

I am deeply concerned that these will be used against protestors. I have seen with my own eyes, the damage that things like rubber bullets do to protestors. They can make you blind, bash in your skull, etc. If you have a conscience you will vote against the further militarization of Alameda police.

After witnessing police across the country brutalize student protestors for the last few months, I do not have faith that APD will use these devices responsibly.

I witnessed the excessive use of tear gas at protests during the 2020 Black Lives Matter movement and the current protest movement for a free Palestine. More often than not, police are unable to responsibly use tear gas and will harm peaceful protestors.
