bster/Posey Tubes and Waldo Tunnel Washwater Treatment, Alameda and Marin Counties : For Caltrans District 4, Project Manager. Dr. Liang performed studies and prepared a Project Study Report level Stormwater Data Report for the planning of the tunnels’ washwater treatment systems .

Sta
te Route 29 Channelization Project, Napa County : For Caltrans District 4, Contract Manager. Dr. Liang oversaw the preparation of the drainage plans, specifications, and estimate (PS&E), waterline relocation PS&E, agency coordination, and construction support for the project. The stormwater treatment was achieved through the implementation of over 20 infiltration trenches along the state route. Pre- treating runoff was not feasible because of the limited right -of-way, so he and his team proposed an infiltration trench design that includes a replaceable top layer that will filter fines. Since there was limited space between the edge of shoulder and the right-of-way, the trenches are located immediately adjacent to the roadway. In the absence of a dike to prevent cars from leaving the roadway, the trenches incorporate engineered soil that can withstand being driven on in emergency situations.

Pr
esidio Parkway Project, City of San Francisco: For Caltrans District 4, San Francisco County Transportation Authority (SFCTA), and Golden Link Concessionaire, LLC., Hydraulic Design Lead. Han oversaw the drainage elements. The project replaces the existing Doyle Drive s outh access road to the Golden Gate Bridge. Because the project is in close proximity to the San Francisco Bay, the tailwater elevations adopted for the study considered tidal water surface elevations, tsunami wave run- up water surface elevations, and potential sea level rise. HDR was on the team to provide as -needed maintenance.

The
design of the bridges over restored Tennessee Hollow Creek took into account the future climate change and sea-level rise. The extension of the IJKL outfall further in the San Francisco Bay significantly reduced the need for maintenance and local dredging of the outfall, whereas the Presidio Trust maintenance crew used to do frequent emergency work after most of the significant storm events.

We have a long record of collaborating effectively with numerou s Bay Area cities, Counties and transportation Agencies includi ng Oakland, Emeryville, Berkeley , South San Francisco, El Cerrito, San Leandro, Walnut Creek, Contra Costa County, Alameda County, Caltrans District 4, VTA, CCTC and ACTC.

A firm of our size offers several advantages, in that we do not have multiple layers of management. Our principals manage projects directly with strong technical knowl edge, enabling us to be more agile, make decisions quickly, and shift resources to new tasks and changing priorities. Our team works closely with clients to assess needs, clarify objectives, and define the pro ject scope. Engaging with clients helps us to identify potential solutions to engineering and survey related issues.

Our principal and staff have resident engineering experience which is carried into design/engineering, enabling plan development that minimizes constructability issues. On larger projects, constructability review period is built into the schedule. However, especially on smaller projects and at times on larger projects, pressure in bidding out the job and constructability review rev isions are addressed hastily. With our staff, we are looking at constructability regularly. Factoring in engineering fundamentals is crucial, which can easily be overlooked with modern CADD driving the effort. Aliqu ot’s team is constantly reviewing for adherence to engineering fundamentals and pride ourselves on putting out a better set of plans.

Aliquot’s civil experience also e xtends into the private sector , ranging from residential projects to country clubs to large commercial projects with public street frontage and private roadways. This breadth of experience supports our credibility and increases our flexibility to conduct peer review of private land development projects.

Aliquot has abundant experience in civil engineering, landscape a r c h i t e c t u r e , t r a f f i c a n d e l e c t r i c a l engineering and construction management services in projects ve ry similar to those of Alameda, listed in Exhibit A. Below are a summary of selected project examples (more detail can be found in the next section Relevant Experience):

E OF WORK - IMPLEMENTATION DETAILS
Aliquot was retained by the City of Emeryville to convert vehicular travel lane through a heavily used street into a Class I Bikeway and C.3 facility . This project required the study and design of a multimodal route through Christie Avenue between Powel l Street and Shellmound Street, as well as redesigning three existing impacted intersections. Aliquot provided right of way engineering, engineering design, hydrology and hydraulics calculations, land surveying services and signal modification. The services in the Conceptual Design Phase included topographic survey, final conceptual design, and preliminary cost estimate. The Detailed Design Phase included PS&E documents. The project required eliminating one of the travel lanes and merging it with the existing sidewalk to create a separate Class I Bike Path and a separate pedestrian walkway. In addition, a C.3 bio- retention basin landscape strip was incorporated into the project. Aliquot managed a team of consultants and met the City’s schedule and construction cost expectations.
