Working with Regulatory Agencies
Our continued involvement with AHJ and commitment to be on the forefront of new legislation and the ongoing evolution of the State, County, and City policies assures our clients maximum benefits. As members of ASHRAE, IEEE, NFPA, AEE and CSI, we are familiar with the current standards and their applications. In addition, we maintain a library with the UBC, complete NFPA codes, UMC, NEC, UPC, UFC and the California amendments that pertain.
We examine what is required by code, as well as what makes practical and prudent sense for existing facility renovations, expansion, or modernization.
Our Resources
As a firm, Salas O’Brien counts with over 600 licensed professionals nationwide that are knowledgeable in UBC and Title 24 compliance, and Fire Marshall permitting processes. With LEED accredited professionals on staff, the firm is also experienced at handling applications for the US Green Building certification process. Salas O’Brien currently has a team of over 3,800 staff members and is used to managing backlog vs. projected workload. Our extensive team allows us the flexibility of adding additional team members to the team we present in this proposal if a project requires a larger team.
Scheduling for Occupied Facilities
Over 80% of our projects are in existing facilities and our team understands how maintaining operations can be extremely important; therefore, we understand the critical nature of scheduling construction projects efficiently.
We are familiar with scheduling if work has to be done on off-hours, weekends or under short time frames. We will meet with the City’s project team to gain an understanding of the facilities schedule of current use and how best to integrate the improvements without impacting the current use and staff.
On-Call Contract Experience
Over the past four decades Salas O’Brien has held multiple on-call contracts with public agencies; ranging from K-12 school districts and higher education institutions, to municipalities and private agencies. This experience has allowed Salas O’Brien to perfect the processes involved in managing multiple projects under one contract. The City of Alameda can be confident in our team’s ability to answer its project needs quickly and efficiently, ensuring a successful project outcome.
Following we have included specific examples of work accomplished by our key personnel.

Police Department Generator
City of Fremont FREMONT , CA
Salas O’Brien was selected by the City of Fremont to provide electrical engineering services for the replacement of their Police Department’s generator. The existing 750kW stand-by diesel generator was past its useful life. The City desired that the generator be replaced with a Tier 4 generator which meets the highest level of clean air regulations. The team met with the City to determine the placement of the new stand-by generator and needs for the temporary generator that would provide back-up power during construction. Design for the temporary back- power was provided as well as design for the new generator. Scope also included design for the replacement of two existing ATS units at the police station. Architectural scope was provided for the design of the generator placement. Structural work included calculations and drawings for the anchorage of the generator at grade level for wind and seismic forces utilizing the existing concrete pad. Design for anchorage of ATS units to the concrete pad and wall were also developed. Construction documents were delivered to the City for bidding. The project was submitted to the Bay Area Air Quality Management District for permitting. Salas O’Brien assisted with the bidding process and construction administration services.

Back-up Power Study
County of Solano FAIRFIELD, CA
Salas O’Brien provided a backup power feasibility study for the County of Solano’s County Administration Center Building. The goal was to identify the feasibility of providing backup power to meet the needs of various locations within the building; including the data center, registrar of voters, health and social services; while also evaluating providing backup power to the whole building. The study summarized the existing capacity of the building and the departments being investigated and provided paths forward for bringing backup power to the desired locations in the building.
Multiple sources of backup power were considered, including natural gas, diesel, and battery. It was determined diesel was the best option given requested uptime and available physical space. Following an on-site investigation, the team determined that providing backup power to the full building was the best method due to the multiple HVAC units required to support the requested building areas. A final report was delivered to the County, outlining the options and associated costs.

SMaRT Station Upgrades
City of Sunnyvale SUNNYVALE, CA
Salas O’Brien was selected by the City to provide electrical engineering services for its SMaRT Station, a Materials Recovery Facility that features advanced equipment to sort and bale recyclable materials. The facility was in need of a second electrical PG&E service that could provide power to the equipment that will be installed as part of the SMaRT Station expansion.
Designs were developed so the new switchboard and transformer could be located next to the existing parking lot. In addition, the existing facility needed to be converted into a new electrical room. New raceways were also needed for the new electrical room. The team coordinated with PG&E for new service requirements and infrastructure at the site.
Additionally, Salas O’Brien prepared an overall site plan and provided design for the modification to existing landscaping to accommodate the new electrical equipment where necessary.
Salas O’Brien also provided bidding assistance and construction administration services.
