1. Any other social services at the Point other than the private wraparound services to be provided for the RESHAP supportive housing partners residents in the 200 replacement units violates CEQA, NEPA and the Navy EDC agreement and is patently illegal.
2. All Projects at Alameda Point must undergo further environmental review per CEQA and the AP Program EIR--no exemptions apply. The determination must be made via an NOD, as a Neg Dec or a mitigated Neg Dec and be preceded by an Iniitial Study following the CEQA guideline under 15168 etc.
3. no emergency services shetlers, food, or otherwise or county-wide social services are allowed at Alameda Point. These are specifically prohibited by the 1996 Standards of Reasonableness as amedned and the 2000/2011 EDC Navy Conveyance Agreement.
4. the Categorical Exemption for this project and the pending approval is void and as such no statutes of limitations or local administrative exhaustion of remedies applies. -Shelby Sheehan
