Re:   Engineering, Design & Construction Support Services for Marina Village Parkway Storm Drain Improvements Project – Work Order 2
Dear Mr. Christolear,
The purpose of this proposal is to provide the City of Alameda (City) with additional engineering services to complete the project design and to provide construction support for the Marina Village Parkway Storm Drain Improvements Project (Project).   These additional services were not scoped and budgeted in the original Work Order No. 1 for Marina Village Flooding Analysis and Design.

Per the Work Order 1 – Marina Village Flooding Analysis and Design of the Master On‐Call Agreement, the total budget was $138,415, with the remaining budget of $12,556.  Due to the expiration of the Master On‐Call Agreement on June 30, 2025, the remaining budget to complete Task 6 is now unavailable.

To  replenish  the  budget  lost  due  to  the  contract’s  expiration,  and  to  accommodate  additional  design services and provide additional construction support, Wood Rodgers, Inc. (Wood Rodgers) developed the following tasks to support this Project.

Task 1   Project Management
Wood Rodgers will perform project coordination with the City for meetings, correspondence, reviews, and responses to comments in order to facilitate the approval of the design package. We will conduct up to three (3) meetings (as necessary). The total duration for this task is anticipated to be four (4) months.

Deliverables: Meeting Minutes
Task 2   Design Services
Wood Rodgers will review and address the City’s comments (up to two rounds) on our 65% submittal package.  Additionally, we will submit 95% plans, specifications, and engineering cost estimates for further reviews.  We will provide the same services for the 95%, 100%, and bid package submittals.

Wood  Rodgers  will  provide  additional  engineering  services  to  calculate  buoyancy  forces  acting  on  the proposed storm drain pipes and junction boxes. Based on the results, we will develop design solutions to mitigate these buoyancy forces.

Due to the close vicinity of proposed facilities to several underground utilities, and to the encroachment into the Union Pacific Railroad’s (UPRR’s) right‐of‐way, Wood Rodgers proposes to provide the additional coordination efforts and design revisions necessary to address the agency’s or companies’ comments and concerns.

Deliverables: Bid Package including plans, specifications, and engineering cost estimates Docusign Envelope ID: F6BBEFA2-39EC-4616-B441-F3A6230A3B3E Docusign Envelope ID: 61D839BD-6126-4031-BE3A-64E82C5F110D Marina Village Parkway Storm Drain Improvements Project July 21, 2025

Task 3   Bid and Contract Award
Wood Rodgers will attend a pre‐bid meeting, respond to bidders’ requests for information (RFIs), support the  City’s  coordination  efforts  to  inform  plan‐holders  of  significant  responses  to  RFIs,  and  prepare addenda as needed.

Following approval of the bid package by the City, Wood Rodgers will review and comment on up to five (5) RFIs related  to the bid documents  and will assist with the  preparation of  responses to RFIs. Wood Rodgers will attend one (1) on‐site pre‐bid walkthrough with potential bidders and answer questions as needed. If requested by the City, Wood Rodgers will evaluate bids and provide input on prices for further negotiation with the selected contractor.

Deliverables: One on‐site pre‐bid walk; responses to five (5) RFIs.

Task 4   Construction Support
Wood  Rodgers  will  provide  the  following  construction  support  services  for  the  City  to  assist  with  the monitoring of the construction’s progress and the contractor’s product with respect to the design intent:

1. Attend the pre‐construction meeting;

2. Attend up to ten (10) construction progress meetings;

3. Respond  to  Requests  for  Information  (assume  ten  (10)  responses)  from  the  contractor  when called for and prepare modifications or revisions related to the Project’s original scope of work.

Responses to RFIs will include reviewing and recommending proposed changes to the contract (Request for Quotations and Contract Change Orders);

4. Conduct  a  final  walkthrough  of  the  Project  and  develop  a  punch  list  for  the  contractor  to accomplish prior to the work’s completion;

5. Review, comment, and approve shop drawing submittals (assume thirty (30) submittals) to ensure compatibility, in order to allow the contractor to coordinate the installation of materials furnished by various trades as well as to identify materials that may have a long lead time;

6. Perform  resubmittal  review  –  the  responses  to  submittal  include  reviewing  and  responding  to requests for substitutions for conformance with the plans and specifications; and

7. Prepare record drawings based on red lines provided by the contractor as well as on field reviews.

The Record Drawings shall be prepared digitally using AutoCAD. The Final Record Drawings shall be submitted electronically in PDF and CAD format.

Deliverables: One (1) pre‐construction meeting; Ten (10) construction progress meetings; Responses to ten (10) RFIs and thirty (30) shop drawing submittals; One (1) Punch List; and as‐built drawings.

The tasks will be performed on a Time & Materials (T&M) basis based on the negotiated rates outlined in Exhibit  B  (attached).  The  proposed  budgets  are  shown  in  the  table  below  and  detailed  in  Exhibit  A (attached):

Subject: City of Alameda Determination of Climate Change Work Order 2025-1:

Project Status for On-Call Master Service Agreement Contract Extension Dear Ms. Christolear,
Wood Rodgers, Inc. (Wood Rodgers) is progressing work on the City of Alameda Determination of Climate Change Work Order 2025-1 for updated modeling of the Golf Course and Central/Eastshore pump stations and tributary areas.

Wood Rodgers has mostly completed Task 1, and the f irst half of Task 2. Wood Rodgers is currently responding to City comments for Task 1 and is updating the existing condition models for Task 2. Model updates for the Central/Eastshore pump station are complete, and model updates for the Golf Course pump station are approximately 85% complete. To co mplete model updates for the Golf Course, additional topographic information is required.

Wood Rodgers submitted an amendment (Amendment 1 da ted 6/11/25) to perform additional topographic surveys for the northwest corner of the golf course, estimated at $15,140. Amendment 1 would make the total project budget $269,490 (currently $254,350).

The remaining scope to be completed include portion s of sub-task 2.1 (upon receipt of additional topo survey), portions of sub-task 2.2, sub-tasks 2.3 through 2.6, all of Task 3, and all of Task 4. Wood Rodgers has a remaining budget of $170,030 as of July 15
th 2025.

Please contact us if you have any questions.

Sincerely,
Dan Matthies
Vice President, Wood Rodgers, Inc.

If you have agreed under written contract to provide notice of cancellation to a party to whom the Agent of Record has issued a Certificate of Insurance, and if we cancel a policy term described on that Certificate of Insurance for any reason other than nonpayment of premium, then notice of cancellation will be provided to such Certificate Holders at least 30 days in advance of the date cancellation is effective.

If notice is mailed, then proof of mailing to the last known mailing address of the Certificate Holder on file with the Agent of Record will be sufficient to prove notice.

Any failure by us to notify such persons or organizations will not extend or invalidate such cancellation, or impose any liability or obligation upon us or the Agent of Record.

All other terms and conditions of the policy remain unchanged.

This endorsement, which forms a part of and is for attachment to the policy issued by the designated Insurers, takes effect on the Policy Effective Date of said policy at the hour stated in said policy, unless another effective date (the Endorsement Effective Date) is shown below, and expires concurrently with said policy unless another expiration date is shown below.
