12-Month Interim Report
Alameda City Council Presentation
September 2, 2025

Guaranteed Income (GI) Pilot Programs
• Characteristics of a GI Pilot Program
• Unconditional—without a work requirement or any other conditions.
• Unrestricted—allowing individuals to determine what they need; and
• Regular payments over a period of time.
2 Guaranteed Income Pilot
3 Alameda’s pilot program, called Rise Up
Alameda (RUA), provides:
• $1,000 per month to approximately
150 low-income households over a
two-year period.

The first payment was disbursed
December 2023, and the final payment
is November 2025.

Program Goals
Goals of the Program

1. Reduce economic volatility for program participants;

2. Change local narratives and perceptions surrounding poverty and sense of community belonging; and

3. Collect data and contribute to information gathered from other GI programs nationally and inform larger policy
discussions regarding anti-poverty measures.
