I. RM3 Allocation Request Information
a. Describe the current status of the project, including any progress since the last allocation request or IPR update, if applicable.
Exhibit 2
The project is currently in the preliminary engineering and environmental phase. Environmental studies and CEQA notice of exemption are complete. 35% preliminary engineering is underway and on schedule for completion by April 2026.
b. Describe the scope of the allocation request. Provide background and other details as necessary. The scope must be consistent with the RM3 statute. If the scope differs from the most recent IPR for this project, please describe the reason for any changes here; a revised IPR may be necessary.
The request is for PS&E for the project as described in the IPR. Scope elements to be included in PS&E include:
• Building a Class I bicycle path and separate sidewalk in City-owned vacant land on the north side of Stargell from Main St to 5th St.
• Slowing auto speeds by narrowing the travel lanes to 12 feet and adding horizontal deflection. • Adding Rectangular Rapid Flashing Beacons (RRFBs) and pedestrian refuge islands at two uncontrolled intersections, to reduce the safety barrier this busy street creates. • Adding lighting along the new bike path and sidewalk, and at intersections, to increase physical and personal safety and visibility at night.
• Adding new trees and creating bioretention areas within the remaining vacant land, to meet the County stormwater requirements, protect local runoff water quality and mitigate climate change.
• Adding a westbound Class IV bikeway from 5th St to Mariner Square Loop, where the street is much wider, and only a striped Class II bike lane exists. • Adding two new bus stop pairs to support a re-routed AC Transit bus line which will start in mid- 2025, with bus boarding areas and amenities.
• Intersection improvements at 5th and Stargell, to increase safety and allow people biking to more easily access the existing Class I path in this segment.
c. Deliverable segment budget – please fill out attached Excel file. If the budget differs from the most recent IPR for this project, please describe the reason for any changes here; a revised IPR may be necessary.
The budget does not differ from the most recent IPR.
d. Schedule – what is the expected completion date of the phase for this allocation? Describe any significant milestones.
Expected completion for PS&E is April 2027.
e. If the project received an RM3 Letter of No Prejudice, how much has been spent against the approved RM3 LONP amount? (Note: the scope and RM3 amount for this allocation request should match the approved LONP)
