RE: Item 3-A / Midcycle Adjustments: Workforce Changes
Dear Mayor Ezzy Ashcraft, Councilmembers, and Staff,
We strongly support the proposed new parking technician hire and urge the City to consider adding additional parking enforcement staff as soon as practicable — if not now, then with the next budget cycle. There is a clear and growing need for more consistent parking enforcement throughout Alameda, along with expanded enforcement hours.

Because these positions are revenue-supporting, expanding this department is also a fiscally prudent step — particularly at a time when City finances are tight and residents are being asked to consider an infrastructure bond. A responsible financial strategy should include ensuring the City is not leaving revenue uncollected, especially when collecting that revenue directly improves quality of life for residents, businesses, and visitors alike.

Effective parking enforcement enhances safety for bicyclists, pedestrians, and motorists; preserves access for people with disabilities; improves parking availability and driveway access for drivers; supports customer turnover in commercial districts; and helps ensure our streets function as intended for everyone who uses them.

When the opportunity arises, we also encourage the City to consider extending parking meter hours later into the evening and to Sundays, and better managing demand through pricing, as many neighboring cities have done. Demand for curb space does not end at 6 p.m. or disappear on Sundays, and our parking policies should reflect how Alameda’s commercial districts are actually used.

Investing in parking enforcement and management is both sound transportation policy and sound fiscal policy.

Thank you for your consideration.
