CITY OF ALAMEDA RESOLUTION NO. ______
AMENDING THE FISCAL YEAR 2026-27 MASTER FEE SCHEDULE TO ADD FINE AMOUNTS FOR NEW PARKING VIOLATIONS WHEREAS, the City of Alameda has an extensive network of bicycle lanes and bikeways, including Class II (bike lanes), Class III (bike routes and bike boulevards), and Class IV (separated bike lanes) bikeways, as defined under California Streets and Highways Code Section 890.4; and WHEREAS, California Vehicle Code Section 21211 prohibits stopping or parking in a Class I bikeway but does not extend that prohibition to Class II, III, or IV bikeways, leaving a gap in the City’s parking enforcement authority across its bicycle network; and WHEREAS, on July 21, 2026, the City Council introduced an Ordinance adding Section 8-8.10 (No Parking in Bicycle Lanes) to Article 8-8 (General Parking Regulations) of Chapter VIII of the Alameda Municipal Code, establishing an initial fine amount and late penalty for violations thereof, subject to modification by City Council resolution; and WHEREAS, the Ordinance will be effective thirty (30) days after final passage, which will be considered by City Council on September 1, 2026; and WHEREAS, the City Council adopted the Fiscal Year 2026-2027 Master Fee Schedule on June 2, 2026, and it is necessary to amend that schedule to add the new violation, initial fine amount and late penalty established by AMC Section 8-8.10, as set forth in Exhibit A attached hereto and incorporated herein by reference; and WHEREAS, pending City Council’s final passage of the Ordinance, the fines set forth in Exhibit A will become effective October 1, 2026.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda that the foregoing recitals are true and correct and are hereby incorporated herein as findings and determinations of the City Council; and NOW, THEREFORE, BE IT FURTHER RESOLVED that the Master Fee Schedule as set forth in Resolution No. 12191, as amended, is hereby amended to modify and establish the fines as set forth in Exhibit A, attached hereto, incorporated herein and made a part hereof.
