it's electric
Scope of Work
City of Alameda
Introduction
it's electric is an electric vehicle (EV) charging station owner-operator (CSO), purpose-built for cities, with a mission to unlock access to clean vehicles for all urban drivers. Launched in 2021, it's electric was founded to solve an urgent challenge: governments are leading the way in setting policy targets to mandate a transition to EVs, but no scalable charging solutions exist for the 40 million drivers across the U.S. who don’t have access to a private driveway or garage. If we want everyone to have access to electric mobility, we must provide drivers with convenient and affordable public charging options where they already park: the curb.

it's electric is addressing this challenge by harnessing spare electrical capacity from nearby buildings to deploy low-footprint curbside Level-2 EV chargers. We create a behind-the-meter connection to property owners’ electrical panels to tap this excess capacity, thereby avoiding the barrier of grid limitations and the costly and time-consuming process of creating a new utility interconnection. Because of these significant savings, we can take on the capital and installation costs ourselves, without requiring contributions from our municipal partners or our host properties.

In return for hosting an it's electric charger, host properties receive a percentage of the charger’s topline revenue, creating a new passive income stream for them while making it easier for everyone in their community to charge an EV. With revenue sharing for non-city owned host properties, plentiful access for (current and future) EV owners, and virtually no impact on municipal budgets: it's electric is a win for everyone.

For this initial Phase 1 of work, we are pleased to offer up to 10 curbside chargers, designed, built, operated, and maintained by it's electric – and installed by a Bay Area-based contractor using IBEW 595 electricians. We believe our local partners, commitment to Alameda, experience, design, and business model make it's electric the clear choice to deliver on the City’s curbside EV charging goals.

2 Building a Public EV Charging Network in Alameda
it's electric was founded precisely because no scalable solution existed to provide near-home charging for drivers who park on the street. While it is easy to picture this scenario in dense urban neighborhoods, the truth is that people park on the street in a variety of land use contexts, whether that’s because they live in multi-family housing, are renters, or own more than one car. In Alameda, we can expect a significant portion of the 76,039 residents (27,630 households) to park on the street, as 47% of the housing stock is multifamily and 51% of residents are renters.1 With an average of two cars per household, and assuming that 30% of those drivers have access to off-street parking, we estimate that over 18,000 drivers rely on on-street parking. Given that the International Energy Association (IEA) has set the benchmark for 10 EVs per public charging station, that means that if all of those cars were EVs, Alameda would need ~1800 public chargers, with ~1400 of them Level-2.

Still, any deployment of public EVSE is difficult if it requires a new interconnection to the grid, which can take up to 18 months to secure.
2 The most efficient way to circumvent this lengthy process is to power public chargers with electricity that is already there, in our buildings.

it's electric’s business model is predicated on the insight that it will take less time to negotiate contracts with property owners, and get municipal permission to deploy in the public right-of-way, than to establish a utility interconnection. With these time savings, it will also be far less expensive, enabling deployment of EVSE in areas that do not yet have high EV adoption rates, including Justice40 neighborhoods, thereby breaking the chicken-or-egg cycle that hamstrings EV adoption. We have confidence in this view because we know that municipalities are looking for affordable, scalable options to meet ambitious electrification targets. Furthermore, we incentivize Host Properties to allow us access to their electrical panel in exchange for a percentage of the revenue generated by the charger.

3 Scope of Services
In total, it's electric will identify approximately 15-25 sites (Partner Properties) to host a total of up to 30 curbside EVSE. The initial Phase 1 deployment, to be completed by Q2 of 2025, will consist of (10) chargers. If the City of Alameda were to provide additional funding toward the program, it’s electric will be able to continue the program beyond the initial deployment of 10. Because our chargers are required to tap into buildings’ existing electrical supply, we require locations that have a nearby building.

In addition, it's electric is eager to work with the City and the Alameda Housing Authority (AHA) to identify curbside sites that would serve residents of multi-unit dwellings (MUDs) to help the City meet its goal to “provide affordable public EV chargers within a quarter-mile of all residents within Alameda and within 0.1 miles of multi-unit development (MUD) hot spots.”

Equity Priority Locations (Section 2.6)
Lastly, it's electric would allocate any remaining chargers to address charging deserts in Alameda’s Equity Priority Locations, either in Justice40 tracts, MUD hotspots, or both. We would work hand-in- hand with the City of Alameda and the AHA to identify other promising candidate host properties and spend approximately three months engaging before finalizing this subset of locations.

Team
CEO (Nathan King): As CEO, Nathan will oversee and manage all Alameda pilot staff and consultant activity, including strategic planning and overall project design and schedule.

COO (Tiya Gordon): As COO, Tiya will help lead the identification of host properties and community organizations that will ultimately become locations for chargers and/or play a role in local workforce development support.

Project Director (Judy Chang): Judy will lead stakeholder engagement with potential host properties and community organizations. Until the California Project Manager is brought on board, she will be the principal contact and Project Manager for the City.

California-Based Project Manager (TBD): it's electric’s Deployment Project Manager will be a full-time employee based in California, and will be responsible for managing day-to-day project deployment activities, ensuring project schedules and milestones are met, and interfacing with installation and commissioning subcontractors.

Team of Companies
We work with industrial design firm Billings Jackson to ensure our chargers complement and enhance the urban fabric. While most other U.S. EV charging equipment is designed for installation in garages, parking lots, or highway rest stops – without a focus on aesthetics – it's electric chargers are sleek, durable, and unobtrusive, with a small footprint. Not only does this make our chargers easier and

4 cheaper to install, it also ensures that the majority of the sidewalk is clear of obstruction – a priority for all pedestrians, especially those with mobility limitations.

Additionally, it's electric chargers are the first in North America to feature a bring-your-own charging cord configuration.3 Detachable cords not only streamline the charger’s profile; they reduce the maintenance required from damaged cords or cord management components, which are the most commonly broken element of a public charger. This configuration is predominant in European cities, and is rapidly expanding as these countries electrify, providing a successful precedent for how urban curbside charging can be accomplished in the U.S.

Since our inception, it's electric has partnered with ChargerHelp!, the only national EVSE-dedicated operations and maintenance (O&M) service provider that is also investing in the workforce development needed to train thousands of EVSE technicians. ChargerHelp! will continue to be our primary O&M partner through their reliability-as-a-service offering. This will ensure that it's electric chargers meet and exceed the 97% uptime (reliability) requirement set by the U.S. Department of Transportation’s Federal Highway Administration (FHWA) under the National electric Vehicle Infrastructure (NEVI) formula program.
4 it's electric’s chargers are powered by SWTCH’s versatile software platform, which offers it's electric seamless insight and control of our charging network, including turnkey driver billing and charging fee remittance, 24/7 monitoring and maintenance alerts to ensure charger uptime, and real-time charger insights and reporting.5 By monitoring charger energy use in real-time, and setting charging rates by energy or time used, SWTCH maximizes charger earnings that will be passed to property owners. Real- time monitoring also enables us to ensure the reliability of our charging network at scale in support of EV adoption in cities. SWTCH’s platform is Open Charge Point Protocol (OCPP) compliant and is used to power over 4,000 public chargers across North America.

We work with local civil engineering firms for site selection, choosing such firms in keeping with our Equitable Procurement Policy, and will utilize Alameda County’s Small, Local and Emerging Business (SLEB) program. All installation and electrical work will be completed by unionized workers from the local International Brotherhood of electrical Workers (IBEW) chapter.

Budget:
it's electric’s business model is one where it's electric assumes full financial responsibility for the manufacture, installation, operations, and maintenance of our charger network. We do not ask our municipal partners or host properties to take on any of the financial obligations. In fact, we cover the

5 cost of any additional electricity we use, so that our host properties never see an increase in their utility bill, and we incentivize host properties to work with us by offering them a percentage of the topline revenue generated by the charger. Below is a high-level budget, outlining the costs of a 10-charger deployment in Alameda.

For Phase 1, it’s electric will cover fees associated with deploying in the right-of-way. For later project phases (Phase 2 under a separate scope of services) it’s electric would ask the City of Alameda to waive any fees associated with deploying in the right-of-way, with an estimated cost of $78,400.

Use of Funds (it’s electric) - 10 Charger Deployment Total Direct Costs Amount
Charging Hardware Manufacture $40,000
Charging Hardware Shipping & Storage $ 6,000
Charging Hardware Installation $ 80,000
Civil Engineering Subcontractor $ 40,000
Permitting Fees $ 39,000
Indirect Costs
Project Management & Oversight $ 125,000
Ongoing Maintenance and Repairs $ 7,500
