DEMOLITION WORK PLAN

Alameda Point Building 78
2301 Sunrise Court, Alameda
Client: City of Alameda
Contractor: Silverado Contractors, Inc.

Date: 9/22/26

1. Introduction

This work plan is prepared by Silverado Contractors, Inc. to remove existing Building 78, The buildings are to be demolished to top of slab leaving the underground undisturbed.

Building 78 is a wood frame two story building with the partially collapsed due to fire.

A hazardous materials survey indicates the presence of asbestos - containing building products and lead -based paint on the exterior wood surfaces. The former military buildings are currently the property of the City of Alameda. Access to the site will be from Sunrise Ct and Moonlight Terrace.

The goal of the project is to safely remove the structures with the minimum impact on the structures’ surroundings.

Silverado Contractors, Inc. will act as a Prime Contractor under contract to the City of Alameda. Silverado Contractors, Inc. intends to self-perform all the demolition scope of work SCI will subcontract asbestos and lead abatement to Eco Bay Services Inc.

2. Pre-Construction Activities
Several pre-construction tasks are necessary before the start of work on site. These tasks generally fall into two categories: pre-start submittals and job permits/notifications.

Submittals include a signed Contract, Insurance certificates, Bonds, Work Plan, Disposal Plan, and Site-Specific Health and Safety Plan. There will also be a Pre-Construction meeting.

Notifications to the Bay Area Air Quality Management District will be required for abatement and demolition of each of the structures. The work will require a Cal-OSHA Abatement Notification.

3. Mobilization

After acceptance of the various submittals and a Notice to Proceed, preparations will be made for work on site. Temporary facilities include added fence panels and screening on the existing fencing. Equipment will be trucked onsite.

4. Utilities

Utility services such as gas, electric, telecom, and water will be located and verified disabled.

The hydrant water service will remain active throughout the project. Storm Drain inlets will be protected to prevent sediment and pollutants from entering as part of the project Including straw waddle for SWPPP. Temporary toilet and wash facilities will be brought to the site for use by the workers. Telephone service for emergency and business communications will be a cell phone carried by the Superintendent.

5. Hazardous Material Handling-Building Demolition

Hazardous materials have been identified in the buildings in surveys prepared by The Alameda Naval Air Station dated 1995. SCI will follow the provided Site Management Plan provided by Terraphase. All abatement activity oversite to be provided by Terraphase.

The structure has been deemed unsafe to enter by the City of Alameda Chief Building Official so the entire wood building structure will be demolished using our 100,000 lb Komatsu Long Reach Excavator with hydraulic Clam Bucket attachment and placed in lined metal containers and removed as RACM (Regulated asbestos containing material) and trucked to Altamont Landfill. Water dust control will be used to keep all material wet while minimizing run-off within the regulated work area.

Protective Equipment will be used to control exposures during the demolition of the structure.

Workers will wash their hands and faces before eating and at the end of each shift.

Incidental chemicals, cleaning supplies, paints, oils, and refrigerants if any will become part of the RACM waste. TSI Pipes discovered under building flooring during demolition will also become RACM waste. Loose and flaky materials left behind during demolition phase will be cleaned daily by Eco Bay with Terraphase oversight.

All BAAQMD Regulations pertaining to Abatement and Demolition are to be followed.

All work to be performed within the fenced construction area.

6. Stormwater, Erosion, Fire, and Dust Control

Stormwater, erosion, and runoff control are focused on preventing water pollution. There will not be a formal SWPPP because no surface disturbance is anticipated. The SWPPP and the initial installation of BMPs are the responsibility of Silverado. Silverado will also maintain the BMPs related to our work. No paving is removed as part of the work. All stormwater and demolition run-off will be confined to the site. Existing drain inlets on site and in the street on the site perimeter will be protected with filter fabric liners, and wattles will be placed at the fence lines. The site is relatively flat and will be permeable, so erosion run-off is not expected to be an issue. The entry and egress will be through existing gates to each location. If necessary, sandbags or straw wattles will be placed against the perimeter fence at the staging area entry locations. Dust control and fire prevention are part of the same procedure.

Existing metered hydrants will be used as a source of water. sprayer will be used to mist the site during demolition activities for dust suppression. In the event of a fire, the hose would Docusign Envelope ID: 388450E9-F48B-80BA-803C-E40E768F071C Docusign Envelope ID: 07D6219C-BBA0-82D8-828D-A3F00D853C95 Docusign Envelope ID: 226EAC16-5D9A-8869-81C6-6353BD90EF58 25 Silverado Contractors, Inc.

be used for flame suppression as well. Care will be taken not to over overwhelm the site to create a runoff situation, excessively muddy conditions, free liquids in the debris loads, or the potential for run off. Truck wheels will be washed to remove mud if that condition develops. Debris hauling trucks are required by law to tarp debris loads for movement on public roads. Work may be temporarily suspended in extreme windy weather conditions, when work may cause a significant migration of dust off-site.

7. Site Security

The primary method of securing the site will be the existing perimeter fence and gates.

Temporary barricades and caution tape will briefly extend beyond the fence line to twenty feet from the building at the burned and collapsed portions of the building during work at those locations. Gates will be closed and locked after work hours to prevent casual access to the site. At the gate locations, both Silverado and the owner will marry locks or share a common combination lock with “Special” Combination. Any visitors to the site will be directed to the Superintendent, and an escort and hardhat will be required of all visitors.

All loads leaving the site will require a load ticket. The work area will be scanned for occupants before the start of demolition at a particular part of the structure. Equipment and tools left on site will be secured off-hours. Fuel will not be stored on-site in containers.

8. Noise and Vibration Control
Noise is not viewed as a potential problem. The site is in a large open industrial area of the island. The buildings are not currently occupied. The ambient noise level is moderate with limited intermittent concrete breaking with hydraulic attachments. Work will take place on weekdays during hours between 7:00 AM and 5:00 PM. Equipment used on-site will have adequate mufflers. As part of the emissions control program, equipment will not be left idling for long periods of time.

9. Traffic Control
Pedestrian Traffic.

The work area will be fenced, and paths of travel configured to direct pedestrians around the site. Pedestrian and vehicle entry and egress will be confined to one location at the fence line of each work area. Flaggers will be used to watch for and hold pedestrians while equipment enters and exits the work area.

Vehicle Traffic.

No vehicles other than construction traffic will have access to the site. Flaggers will be used to escort construction traffic in and out of the site as surrounding traffic dictates.

Construction Traffic.

Vehicular access to the site will be off of Sunrise Court and Moonlight Terrace.

From time to time, SHI OBO City of Alameda (we, us or Company) may be required by law to provide to you certain written notices or disclosures. Described below are the terms and conditions for providing to you such notices and disclosures electronically through the DocuSign system. Please read the information below carefully and thoroughly, and if you can access this information electronically to your satisfaction and agree to this Electronic Record and Signature Disclosure (ERSD), please confirm your agreement by selecting the check-box next to ‘I agree to use electronic records and signatures’ before clicking ‘CONTINUE’ within the DocuSign system.

Getting paper copies
At any time, you may request from us a paper copy of any record provided or made available electronically to you by us. You will have the ability to download and print documents we send to you through the DocuSign system during and immediately after the signing session and, if you elect to create a DocuSign account, you may access the documents for a limited period of time (usually 30 days) after such documents are first sent to you. After such time, if you wish for us to send you paper copies of any such documents from our office to you, you will be charged a $0.00 per-page fee. You may request delivery of such paper copies from us by following the procedure described below.

Withdrawing your consent
If you decide to receive notices and disclosures from us electronically, you may at any time change your mind and tell us that thereafter you want to receive required notices and disclosures only in paper format. How you must inform us of your decision to receive future notices and disclosure in paper format and withdraw your consent to receive notices and disclosures electronically is described below.

Consequences of changing your mind
If you elect to receive required notices and disclosures only in paper format, it will slow the speed at which we can complete certain steps in transactions with you and delivering services to you because we will need first to send the required notices or disclosures to you in paper format, and then wait until we receive back from you your acknowledgment of your receipt of such paper notices or disclosures. Further, you will no longer be able to use the DocuSign system to receive required notices and consents electronically from us or to sign electronically documents from us.

All notices and disclosures will be sent to you electronically Electronic Record and Signature Disclosure created on: 9/8/2020 1:38:37 PM Parties agreed to: Lisa Cooper
Docusign Envelope ID: 226EAC16-5D9A-8869-81C6-6353BD90EF58 61 Unless you tell us otherwise in accordance with the procedures described herein, we will provide electronically to you through the DocuSign system all required notices, disclosures, authorizations, acknowledgements, and other documents that are required to be provided or made available to you during the course of our relationship with you. To reduce the chance of you inadvertently not receiving any notice or disclosure, we prefer to provide all of the required notices and disclosures to you by the same method and to the same address that you have given us. Thus, you can receive all the disclosures and notices electronically or in paper format through the paper mail delivery system. If you do not agree with this process, please let us know as described below. Please also see the paragraph immediately above that describes the consequences of your electing not to receive delivery of the notices and disclosures electronically from us.
