6. Finalist Diligence, Negotiation, and Offer Support

If requested, and for an additional $4,400, MTC will have a POST level background check performed. If background service is requested, the City must agree to the following terms: "Provider may rely upon information supplied by candidates, references, educational institutions, licensing agencies, and background investigation vendors and shall not be liable for inaccuracies in information provided by such third parties unless Provider knew such information was false." Alternatively, MTC will provide referrals with whom the City may contract directly for background services.

Deliverables: Reference report, diligence coordination, offer/negotiation support, closeout.

7. Placement Follow-Through
Maintain contact with the City through appointment and provide the applicable post-placement guarantee.

Conduct a closeout review and preserve project records in accordance with City direction and applicable requirements.

Deliverables: Closeout, guarantee documentation, transition follow-up.

Diverse and Passive-Candidate Sourcing Strategy
• Build a position-specific sourcing map across comparable agencies, relevant professional disciplines, and adjacent public-sector markets.
• Use inclusive, accessible language and market the City's mission, position impact, leadership opportunity, and community context.
• Combine postings with direct phone, email, LinkedIn/InMail, association, and referral outreach rather than relying solely on applicants.
• Use diversity-focused publications and websites and monitor the developing pool so outreach can be adjusted while the recruitment is open.
• Maintain consistent qualification standards and documented evaluation criteria for all candidates.

MTC uses a combination of sourcing methods including focused traditional advertising, proactive sourcing of candidates who are actively seeking a change or new employment through advertisements, trade and diversity associations, and applicant pools. We also rely heavily on passive sourcing of candidates who do not yet know they are seeking a new role or a change in employment. We do this through research and networking, personal communications, and relationships.
