Staff Recommendation: That the Council receive a presentation on the Watershed Management Plan update and provide feedback to staff
Associate Engineer David Lam presented the staff report. Efforts to update the Watershed Management Plan (WMP) began in October 2024. The WMP serves to inventory storm drainage facilities, identify deficient drainage facilities; identify operations and maintenance (O&M) and structural deficiencies; develop cost-effective improvement alternatives; prioritize capital improvement projects; and develop a high-level funding strategy.
Camila Correa, Wood Rodgers, and Kealie Pretzlav, Pathways Climate Institute, shared the work performed since 2024. The team has collected and reviewed data, assessed condition and capacity, and identified and recommended improvement projects over the past two years. Service requests were mapped to identify drainage issues within the City.
Community meetings were held in May 2025 and January 2026 to obtain residents' concerns. Analysis also includes sea level rise, flooding projections and resultant priority projects.
