5. NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) MUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4) PERMIT PRESENTATION – F2M22-16
The Federal Clean Water Act requires that large urban areas discharging stormwater into rivers or the ocean have a National Pollutant Discharge Elimination Permit (NPDES) permit. The NPDES permit requires the City to develop a comprehensive program to prevent polluted runoff and discharges to the municipal separate storm sewer system (MS4). All stormwater and non -stormwater discharges are regulated by the California Water Resources Control Board, Los Angeles Region under the NPDES MS4 Permit. The current NPDES MS4 permit was adopted on July 23, 2021 by the California Water Resources Control Board, Los Angel es Region. The previous permit, adopted in 2012, provided an innovative approach to permit compliance through development of Enhanced Watershed Management Programs (EWMPs). Through this collaborative approach, the City became part of an EWMP for the Upper Los Angeles River Watershed Management Area. The current permit provides the same pathway to compliance and identifies Watershed Management Plans. By electing to comply with this compliance pathway in the MS4 Permit, the Upper Los Angeles River Watershed M anagement Area Group has leveraged the Watershed Management Plan to facilitate a robust, comprehensive approach to stormwater management for the Los Angeles River watershed.
Recommended Action: City Council received and order filed the informational report.
